COOKEVILLE HISTORIC ZONING COMMISSION MINUTES MARCH 11, 2003 5:30 P.M. The Cookeville Historical Commission met on Tuesday, March 11, 2003, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Alma Anderson, Mary Jean Delozier, Don Prince, and Greg Stamps. MEMBERS ABSENT: Calvin Dickinson. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Carolyn Leslie and Betty Huehls. CONSIDER FOR APPROVAL THE MINUTES OF FEBRUARY 11, 2003. Greg Stamps made the motion to approve the minutes of February 11, 2003. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION POSSIBLE EXPANSION OF THE PROPOSED EAST BROAD STREET/FREEZE STREET HISTORIC ZONING DISTRICT TO INCLUDE THE PROPERTIES LOCATED AT 35, 41, 47, AND 103 NORTH MAPLE AVENUE. James Mills stated that as requested at the February 2003 meeting, the Planning Department has contacted the owners of 4 properties located along North Maple Avenue concerning possible inclusion in the proposed the East Broad Street/Freeze Street Historic District. As of March 11, 2003, 2 of the 4 property owners have responded with 1 in favor of inclusion (47 North Maple) and 1 requesting additional information (35 North Maple). Under the provisions of the Cookeville Historic Zoning Regulations two-thirds (66.6 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. The proposed East Broad Street/Freeze Street Historic District consists of 26 parcels of property, with 18 of the 24 property owners (69%) indicating that they favor the Historic District designation. The inclusion of the 4 additional parcels would result in total of 30 parcels with 28 property owners. To include the additional 4 parcels, the owners of 2 of these properties would have to indicate approval (20 of 30 equals 66.6%). Staff recommended conditional approval of the expansion of the proposed East Broad Street/Freeze Street Historic District to include the properties located 35, 41, 47, and 103 North Maple provided at least 2 of the owners of these properties approve of the Historic District designation. HISTORIC ZONING COMMISSION 2 MARCH 11, 2003 Alma Anderson made the motion to conditionally approve the expansion of the proposed East Broad Street/Freeze Street Historic to include the properties located at 35, 41, 47, and 103 North Maple provided that at least 2 of the property owners of these properties approve of the Historic District designation by March 24, 2003. Mary Jean Delozier seconded the motion and the motion carried unanimously. APPROVED. Staff will notify the four properties owners by mail and request a response by the March 24, 2003 Planning Commission Meeting. STAFF REPORT CONCERNING ADDITIONS AT 235 AND 326 NORTH DIXIE AVENUE. James Mills stated that the owners of properties at 235 and 326 North Dixie Avenue have contacted the Planning Department about possible additions at these properties. The proposed additions, which consist of the construction of a sunroom at 235 North Dixie and the expansion of a carriage house at 326 North Dixie Avenue, are both located to the rear of the properties and, as proposed to staff, would not be visible from North Dixie Avenue. The Planning Department requests that a determination be made by the Historic Commission as whether an application for a Certificate of Appropriateness should be submitted to the Commission for these 2 proposed projects. Greg Stamps made the motion to authorize staff to issue the Certificate of Appropriateness for the properties located at 235 and 326 North Dixie Avenue, subject to the submittal of a site plan, compliance with the design guidelines, and that the additions would not visible from North Dixie Avenue. Alma Anderson seconded the motion and the motion carried unanimously. AUTHORIZED STAFF TO ISSUE CERTIFICATE OF APPROPRIATENESS, SUBJECT TO THE SUBMITTAL OF A SITE PLAN, COMPLIANCE WITH THE DESIGN GUIDELINES, AND THAT THE ADDITIONS WOULD NOT VISIBLE FROM NORTH DIXIE AVENUE. SIGNS FOR NORTH DIXIE AVENUE HISTORIC DISTRICT. James Mills asked the Commission if they would be in favor of posting signs showing Historic Designation along the North Dixie Avenue Historic District. Mr. Mills stated that he would call the Tennessee Historical Commission and find out the colors used for signs in a Historic District, and then have Public Works make the signs. Greg Stamps made the motion to have two signs made showing Historic Designation for the North Dixie Avenue Historic District and have the signs posted. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED HAVING TWO SIGNS MADE AND POSTED FOR NORTH DIXIE AVENUE HISTORIC DISTRICT. NATIONAL HISTORIC PRESERVATION WEEK. James Mills reported that the 32nd Annual National Historic Preservation Week is scheduled for May 5-11, 2003.
