COOKEVILLE HISTORIC ZONING COMMISSION MINUTES FEBRUARY 11, 2003 5:30 P.M. The Cookeville Historical Commission met on Tuesday, February 11, 2003, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Calvin Dickinson, Greg Stamps, Alma Anderson, and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: See attached Record of Attendance. CONSIDER FOR APPROVAL THE MINUTES OF JANUARY 14, 2003. Greg Stamps made the motion to approve the minutes of January 14, 2003. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION POSSIBLE HISTORIC ZONING DISTRICT DESIGNATION ALONG EAST BROAD STREET AND FREEZE STREET. James Mills stated that as proposed the East Broad Street/Freeze Street Historic District consists of 26 parcels of property. All parcels in the proposed Historic District are zoned as RS-10 Single Family Residential. However, two (2) of the properties are used for multi-family purposes and one (1) is used as a duplex, and at least one (1) property also has a home occupation. One (1) structure is currently vacant. Under the provisions of the Cookeville Historic Zoning Regulations two-thirds (66.6 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. With 26 parcels in the proposed area the approval of the owners of 18 parcels would be required. Property tax records indicate that two individuals own 2 parcels each, resulting in 24 owners of the 26 parcels. The Planning Department has contacted property owners in the area. Self-addressed stamped post cards were provided for the owners to indicate whether they favored or opposed historic zoning designation or needed more information. As of February 10, 2003, the responses of 20 of the 24 owners of property have been received, with the owners of 18 parcels indicating that they favor the establishment of a Historic District and the owners of three (3) parcels indicating opposition. This represents an approval rate of just over 69 percent, which meets the requirements of city codes. Staff recommended approval of the establishment of a Historic District overlay to include 26 parcels located primarily along East Broad Street and Freeze Street with recommendation to the Planning Commission and City Council. HISTORIC ZONING COMMISSION 2 FEBRUARY 11, 2003 Two other related items that should be considered are:  Official Name of District  Possible expansion of district to include additional properties on North Maple Avenue The Board decided to keep the name of East Broad/Freeze Street Historic District. Bill Roberson, 440 East Broad Street, voiced his vote of no for being against the Historic Zoning Designation. The residents requested that the Planning Department send them a copy of the North Dixie Avenue Historic District Guidelines for them to review prior to formulating their own guidelines. Calvin Dickinson made the motion to approve the East Broad/Freeze Street Historic District with the existing 26 properties. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. Mr. Mills stated that there are 4 parcels on North Maple Avenue that the Board might want to include in the Historic District. The addresses for those properties are 35, 41, 47, and 103 North Maple Avenue. If authorized by the Historic Zoning Commission, staff will notify the property owners and schedule a Public Hearing for Tuesday, March 11, 2003. Greg Stamps made the motion to authorize the Planning Staff to notify the additional 4 owners on North Maple Avenue about being included in the Historic Zoning District.
