COOKEVILLE HISTORIC ZONING COMMISSION MINUTES JANUARY 14, 2003 5:30 P.M. The Cookeville Historical Commission met on Tuesday, January 14, 2003, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Calvin Dickinson, Greg Stamps, Alma Anderson, and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: See attached Record of Attendance. CONSIDER FOR APPROVAL THE MINUTES OF DECEMBER 10, 2002. Greg Stamps made the motion to approve the minutes of December 10, 2002. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION POSSIBLE HISTORIC ZONING DISTRICT DESIGNATION ALONG EAST BROAD STREET AND FREEZE STREET FROM STALEY AVENUE TO DENTON AVENUE. James Mills stated that staff has prepared a revised boundary of a proposed East Broad Street/Freeze Street Historic District. The revised boundary consists of 25 parcels and includes properties on both sides of Freeze Street. All parcels in the proposed Historic District are zoned as RS-10 Single Family Residential. However, two (2) of the properties are used for multi-family purposes and at least one (1) property also has a home occupation. Staff has contacted property owners in the area. Self-addressed stamped post cards were provided for the owners to indicate whether they favor or oppose historic zoning designation or need more information. Under the provisions of the Cookeville Historic Zoning Regulations two-thirds (66.6 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. With 25 parcels in the proposed area the approval of the owners of 17 parcels would be required. Property tax records indicate that two individuals own 2 parcels each (23 owners of the 25 parcels). Since last month’s meeting, Kathy Winters called and requested that her property located at 102 North Maple Avenue be included in the Historic District. Her property is located north of 520 Freeze Street. This would bring the total number of parcels to 26, which brings the required number of property owners in favor of the zoning to 18. Prior to the meeting the Planning Department had received responses from 10 property owners in favor of Historic Zoning, and 3 property owners needing additional information. Mr. Mills stated that if the required percentage of approval can be determined staff would recommend approval of the formation of the Historic District. HISTORIC ZONING COMMISSION 2 JANUARY 14, 2003 There was a discussion about Historic Zoning and the design guidelines. Several property owners requested additional information about the design guidelines to help them make a decision. The Planning Department will mail copies of the design guidelines to all property owners in the proposed district. Chris Wakefield, property owner of 436 Freeze Street, stated that he was in favor of the Historic Zoning designation. Mr. Wakefield’s vote brings the total of property owners for Historic Zoning to 11, with 18 needed to approve the designation. The next meeting of the Historic Zoning Commission was scheduled for February 11, 2003 at 5:30 p.m. ADJOURNMENT: 6:25 P.M.
