COOKEVILLE HISTORIC ZONING COMMISSION MINUTES DECEMBER 10, 2002 5:30 P.M. The Cookeville Historical Commission met on Tuesday, December 10, 2002, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Calvin Dickinson, Greg Stamps, Alma Anderson, and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Chad McDonald, Bill Roberson, Linda McKenzie, James McKenzie and Dorothy Qualls. CONSIDER FOR APPROVAL THE MINUTES OF NOVEMBER 12, 2002. Greg Stamps made the motion to approve the minutes of November 12, 2002. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION POSSIBLE HISTORIC ZONING DISTRICT DESIGNATION ALONG EAST BROAD STREET AND FREEZE STREET. James Mills stated that as requested by the Commission, Staff has contacted property owners along East Broad Street and Freeze Street for the purpose of determining interest in the establishment of a Historic District overlay zone for this area. The identified area consists of 21 individual parcels of property owned by 18 different property owners. Under the provisions of the Cookeville Historic Zoning Regulations two-thirds (66.6 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. With 21 parcels in the proposed area the approval of the owners of 14 parcels would be required. Staff has been received responses from 3 of the 18 property owners with 2 of the 3 indicating they were opposed to Historic District designation for the area. Without knowing the opinions of the remaining 15 property owners Staff has no recommendation at this time. The property owners wanted to know the benefits of Historic Zoning, and if the new zoning would affect the current zoning of commercial or residential. Mr. Mills explained that the Historic Zoning designation can provide several benefits to property owners in historic areas including preservation of structures and neighborhoods, increased input into how the neighborhood is developed, architectural guidelines for new construction or additions in the district, and possible grants or low interest loans for rehabilitation projects. Mr. Mills added that the current zoning would remain in effect HISTORIC ZONING COMMISSION 2 DECEMBER 10, 2002 and the property owners would still have to meet all the requirements for the commercial or residential zoning. Historic Zoning is an overlay zoning that adds an extra protection for the property owner. Alma Anderson made the motion to delete the five properties located in the CL, Local Commercial Zone, and to expand the study area to include the parcels on the north side of Freeze Street, and requested that staff mail out a more detailed letter in January asking for a response from the property owners, and that if the appropriate number of responses are not received that this request be tabled until a later date. Greg Stamps seconded the motion and the motion carried unanimously. TABLED. ADJOURNMENT: 6:12 P.M.
