COOKEVILLE HISTORIC ZONING COMMISSION MINUTES NOVEMBER 12, 2002 5:30 P.M. The Cookeville Historical Commission met on Tuesday, November 12, 2002, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Calvin Dickinson, Greg Stamps, Alma Anderson. and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Eric Andrews, W. C. Haberkamp, and Dan Donovan. CONSIDER FOR APPROVAL THE MINUTES OF AUGUST 13, 2002. Calvin Dickinson made the motion to approve the minutes of August 13, 2002. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL APPLICATION FOR CERTIFICATE OF APPROPRIATENESS FOR NEW ADDITION IN THE HISTORIC DISTRICT ON THE PROPERTY LOCATED AT 538 NORTH DIXIE AVENUE. REQUEST SUBMITTED BY ERIC ANDREWS ON BEHALF OF DOUG STANDIFER. James Mills stated that Mr. Eric Andrews, representing Mr. Doug Standifer, has submitted for approval an application for a Certificate of Appropriateness for an addition at Mr. Standifer’s property located at 538 North Dixie Avenue. Specifically Mr. Standifer wishes to construct a 30’ x 60’ garage to the rear of the existing house. The Zoning Code provisions for the HS, Historic District required that certain determinations be made in evaluating an application for a Certificate of Appropriateness. These are as follows:  The proposed action is in harmony with the intent of the HS, Historic District  The proposed action would complement other structures within the HS District  The proposed action complies with the “Standards for Rehabilitation” as promulgated by the Secretary of the Interior  The proposed action complies with the Design Guidelines for the North Dixie Avenue Historic District. Mr. Andrews indicates in correspondence submitted with the application that the proposed addition will be constructed in the same architectural style and of the same materials as the existing home. The Design Guidelines for the North Dixie Historic District provide the following guidelines for additions: (staff report in italics) HISTORIC ZONING COMMISSION 2 NOVEMBER 12, 2002  New additions shall not destroy historic materials that characterize the property. (proposal appears to comply with this guideline)  The new work generally shall be compatible with the massing, size, scale, materials, and architectural features to protect the historic integrity of the property and its environment. (compliance with size and scale is questionable)  Additions shall resemble the same period as the existing structure. (developer indicates compliance)  Materials and pitch of roof shall be compatible with existing structure. (developer indicates compliance)  The scale of additions shall be compatible with, not overpowering the existing structure. (compliance is questionable)  Additions shall be located to the rear, if at all possible, or to the side of the existing structure. (proposal complies with this guideline)  The number, size and glazing pattern of apertures shall be consistent with existing structure and surrounding structures. (compliance unknown)  Original front setbacks from the street shall be maintained. (proposal complies with this guideline)  Building materials shall be similar to those employed historically. (developer indicates compliance)  Acceptable roofing materials. (developer indicates compliance)  Acceptable siding materials. (developer indicates compliance)  Foundations shall be compatible with existing structural foundations is possible. (compliance unknown)  Chimneys shall be of masonry construction. (not applicable based on submitted material) While it would appear, based on the information submitted, that the proposed addition will comply with most of the required guidelines, additional documentation is necessary to make a final determination. This would include adequate elevation drawings and detailed renderings or images of the exterior appearance of the addition. Staff also has some concern regarding the size and scale of the addition and the potential for overpowering the existing structure. This concern is at least somewhat alleviated by the fact that the addition is to be located to the rear of the principal structure and will be only partially visible from North Dixie Avenue. The submittal of the mentioned materials should provide a better indication as to whether this concern is valid. Staff recommended conditional approval of Certification of Appropriateness subject to the submittal of materials to satisfactorily document compliance with Design Guidelines. Eric Andrews submitted detailed elevations of the proposed garage. The Commission discussed the size and scale of the garage and determined that it would not be a detriment to the existing structure since only a small amount of the addition would be seen from Dixie Avenue. HISTORIC ZONING COMMISSION 3 NOVEMBER 12, 2002 Greg Stamps made the motion approve the Certificate of Appropriateness subject to the following conditions: (1) New windows to match existing windows on house, (2) Trim to match front of house, (3) Raised panel garage doors, (4) Painted brick same color as house, (5) Same roof as house, and (6) Door on garage same as door under carport. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED, SUBJECT TO CONDITIONS. DISCUSSION ABOUT ADOPTING A POLICY CONCERNING NOTIFICATION TO PROPERTY OWNERS WHEN AN APPLICATION FOR CERTIFICATE OF APPROPRIATENESS HAS BEEN FILED. James Mills stated that the policies and procedures do not list a policy for notifying surrounding property owners concerning application for Certification of Appropriateness, other than placing a public notice in the newspaper. Staff recommended that the Board adopt a policy concerning notification to surrounding property owners in the District when a Certificate of Appropriateness has been filed. The Board felt that a sign posted in the yard would be sufficient notification and would get more response than mailing out letters. Alma Anderson made the motion to adopt a policy to post a sign on the property that has applied for a Certificate of Appropriateness, and that the sign be posted at least 7 days prior to the meeting. Calvin Dickinson seconded the motion and the motion carried unanimously. APPROVED POLICY. DISCUSSION ABOUT REVIEWING AN AREA ON EAST BROAD STREET AS HISTORIC. James Mills stated that there might be an application submitted for rezoning an area on East Broad Street from residential to commercial. This is an area that the Board has discussed as being considered for Historic Zoning in the future. Staff would like direction from the Board on whether they would like to look at this area now or at a later date. Greg Stamps made the motion to direct Staff to contact the property owners concerning Historic Zoning along East Broad Street starting at the north side beginning with Robersons and ending at the split in the road, and to also include the southern section of Freeze Street. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED NEXT AREA TO CONSIDER FOR HISTORIC ZONING. ADJOURNMENT: 6:22 P.M.
