COOKEVILLE HISTORIC ZONING COMMISSION
MINUTES
SPECIAL CALLED MEETING
JANUARY 25, 2005
5:00 P.M.
The Cookeville Historical Commission met on Tuesday, January 25, 2005, at 5:00 p.m. in
the Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Alma Anderson, Mary Jean Delozier, Don Prince, and Greg
Stamps.
MEMBERS ABSENT: Calvin Dickinson.
STAFF PRESENT: James Mills and Jayne Barns.
OTHERS PRESENT: Mr. & Mrs. Chris Wakefield and Megan Davis.
CONSIDER FOR APPROVAL THE MINUTES OF JUNE 8, 2004. Alma Anderson
made the motion to approve the minutes of June 8, 2004. Mary Jean Delozier seconded
the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL APPLICATION FOR CERTIFICATE OF
APPROPRIATENESS FOR THE ADDITION OF A FAMILY ROOM, BATH
ROOM, AND UTILITY ROOM ON THE PROPERTY LOCATED AT 436
FREEZE STREET. REQUEST SUBMITTED BY STEVE BLACK ON BEHALF
OF CHRIS WAKEFIELD. James Mills stated that Mr. Steve Black, contractor for
property owner Mr. Chris Wakefield, has submitted for approval an application for a
Certificate of Appropriateness for an addition at 436 Freeze Street. Specifically Mr.
Wakefield wishes to construct an approximately 1,000 square foot addition to the rear of
the existing house.
The Zoning Code provisions for the HS, Historic District require that certain
determinations be made in evaluating an application for a Certificate of Appropriateness.
These are as follows:
The proposed action is in harmony with the intent of the HS District
The proposed action would complement other structures within the HS District
The proposed action complies with the “Standards for Rehabilitation” as
promulgated by the Secretary of the Interior
Applications for Certificates of Appropriateness require the submittal of certain
additional information or materials if necessary to determine compliance. All required
information has been submitted.

Mr. Wakefield indicates in correspondence submitted with the application that the
proposed addition will be constructed in the same architectural style and of materials
compatible with the existing home.
Design guidelines have not been adopted for the East Freeze/Broad Street Historic
District.
It would appear, based on the information submitted, that the proposed addition will
comply with the Secretary of Interior Standards, will be in harmony with the intent of the
HS District, and will complement other structures in the East Freeze/Broad Street
Historic District.
Staff recommended approval of Certification of Appropriateness, subject to compliance
with the Secretary of Interior Standards and Guidelines set in the General Historic Zoning
Ordinance. Staff noted that although he was recommending that the Certificate of
Appropriateness be approved there maybe a setback violation off Davis Avenue and that
the property owner and builder should contact the Building Official.
Alma Anderson made the motion to approve the Application for Certificate of
Appropriateness, subject to compliance with the Secretary of Interior Standards and
Guidelines set in the General Historic Zoning Ordinance. Mary Jean Delozier seconded
the motion and the motion carried unanimously. APPROVED.
STAFF REPORT ON CREAM CITY HISTORIC DISTRICT GUIDELINES.
James Mills stated that he met with property owners of the Cream City Historic District
on November 30, 2004 to discuss guidelines for their district. The Board will be
reviewing the guidelines for the Cream City Historic District at next month’s meeting
which will be held on Tuesday, February 8, 2005 at 5:30 p.m.
