COOKEVILLE HISTORIC ZONING COMMISSION MINUTES FEBRUARY 8, 2005 5:30 P.M. The Cookeville Historical Commission met on Tuesday, February 8, 2005, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Mary Jean Delozier, Calvin Dickinson, Don Prince, and Greg Stamps. MEMBERS ABSENT: Alma Anderson. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: John Schmidt, Charles & Patty Martin, Evelyn Breyer, Tom & Donna Lee, Susan Schultz, and Megan Davis. CONSIDER FOR APPROVAL THE MINUTES OF JANUARY 25, 2005. Calvin Dickinson made the motion to approve the minutes of January 25, 2005. Greg Stamps seconded the motion and the motion carried unanimously. APPROVED. DISCUSS PROPOSED DESIGN GUIDELINES FOR THE CREAM CITY HISTORIC DISTRICT LOCATED ON WEST BROAD STREET. James Mills stated the proposed Design Guidelines have been submitted by property owners in the Cream City Historic District. He noted that the specific guidelines for each district are in addition to the guidelines in the General Historic Zoning Ordinance and Secretary of Interior Standards. The Planning Department has reviewed the proposed design guidelines submitted and if the property owners and Commission approved of the guidelines then a Public Hearing will need to be scheduled. Mr. Mills reminded the property owners that the guidelines could be revised in the future. The design guidelines like the Historic Zoning require 2/3rd majority of the property owners voting in favor of the guidelines in order for the guidelines to pass. Staff recommended that the Board set a date for a Public Hearing at next month’s meeting. The Planning Department will send out postcards to the property owners in the Cream City Historic District requesting them to vote in favor of or opposed to the Design Guidelines and send in their responses by February 28th. Charles Martin stated that they looked at several design guidelines from different cities plus the one that Dixie Avenue had adopted and they tried to be as general as possible and not make them a burden on the property owners. There were some general questions about design guidelines, but all the property owners present were in favor of the proposed design guidelines. HISTORIC ZONING COMMISSION 2 FEBRUARY 8, 2005 Mary Jean Delozier made the motion to set a date for a Public Hearing for Tuesday, March 8, 2005 at 5:30 p.m. Calvin Dickinson seconded the motion and the motion carried unanimously. PUBLIC HEARING SCHEDULED FOR MARCH 8, 2005. STAFF REPORT: James Mills stated that he is working on amendments to the Historic Zoning Ordinance to add 3 positions to the Cookeville Historic Zoning Commission. These positions will consist of one person from each of the three Historic Districts. Mr. Mills reported that the Hospital is looking at formulating a Master Plan. One part of the Plan will be deciding on a main entrance to the hospital. One option is to realign Oak Street, which has been one of the road projects discussed for several years and possibly making Oak Street the main entrance to the Hospital. Since the Master Plan could affect the Cream City Historic District, Mr. Mills wanted to make them aware of future plans that the City will be reviewing in the future. Another item discussed was working on malfunction junction at the Depot. The property owners shared their concerns about the shortage of parking for their businesses and would support additional parking in the area. ADJOURNMENT: 6:06 P.M.
