COOKEVILLE HISTORIC ZONING COMMISSION MINUTES JUNE 2, 2005 1:00 P.M. The Cookeville Historic Zoning Commission met on Thursday, June 2, 2005, at 1:00 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Mary Jean Delozier, Don Prince, and Greg Stamps. MEMBERS ABSENT: Alma Anderson & Calvin Dickinson. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Lee Piepmeier. CONSIDER FOR APPROVAL APPLICATION FOR CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION OF ENCLOSED PORCH AND FOR AN ADDITION TO THE EXISTING KITCHEN ON THE PROPERTY LOCATED AT 59 N. DIXIE AVENUE. REQUEST SUBMITTED BY CORNERSTONE BUILDERS INC. ON BEHALF OF LEE & CAROLYN PIEPMEIER. James Mills stated that Cornerstone Builders, Inc., on behalf of property owners Lee and Carolyn Piepmeier, has submitted for approval an application for a Certificate of Appropriateness for the demolition of a covered porch and the construction of an addition to a house located at 59 North Dixie Avenue. Specifically, the Piepmeiers wish to construct a 13.8’ x 20’ (276 square feet) addition to the rear of the existing house. The Zoning Code provisions for the HS, Historic District require that certain determinations be made in evaluating an application for a Certificate of Appropriateness. These are as follows:  The proposed action is in harmony with the intent of the HS District  The proposed action would complement other structures within the HS District  The proposed action complies with the “Standards for Rehabilitation” as promulgated by the Secretary of the Interior  The proposed action complies with the Design Guidelines for the North Dixie Avenue Historic District. Applications for Certificates of Appropriateness require the submittal of certain additional information or materials if necessary to determine compliance. All required information has been submitted. Cornerstone Builders, Inc. indicates in correspondence submitted with the application that the proposed garage would be constructed in the same architectural style and of materials compatible with the existing home. Submitted plans indicate that the addition will not be visible from North Dixie Avenue. HISTORIC ZONING COMMISSION 2 JUNE 2, 2005 The Design Guidelines for the North Dixie Historic District provide certain guidelines for additions pertaining to building form and scale, and materials. It would appear, based on the information submitted, that the proposed addition will comply with the required guidelines. Staff recommended approval of the Certification of Appropriateness. Greg Stamps made the motion to approve the Certificate of Appropriateness for the demolition of enclosed porch and for an addition to the existing kitchen on the property located at 59 North Dixie Avenue. Mary Jean Delozier seconded the motion and the motion carried unanimously. APPROVED. Next scheduled meeting will be held on Tuesday, June 14, 2005 at 5:30 p.m. ADJOURNMENT: 1:05 P.M.
