COOKEVILLE HISTORIC ZONING COMMISSION MINUTES AUGUST 9, 2005 5:30 P.M. The Cookeville Historic Zoning Commission met on Tuesday, August 9, 2005, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Calvin Dickinson, Don Prince, and Greg Stamps. MEMBERS ABSENT: Alma Anderson and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Evelyn Breyer and Megan Davis. CONSIDER FOR APPROVAL THE MINUTES OF JUNE 2, 2005 AND JUNE 14, 2005. Calvin Dickinson made the motion to approve the minutes of June 2, 2005 and June 14, 2005. Greg Stamps seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL APPLICATION FOR CERTIFICATE OF APPROPRIATENESS FOR THE ADDITION OF A SHED TO THE COOKEVILLE DEPOT MUSEUM. REQUEST SUBMITTED BY THE COOKEVILLE DEPOT MUSEUM FRIENDS OF THE DEPOT. James Mills stated that Ms. Evelyn Breyer, on behalf of the Friends of the Depot, has submitted for approval an application for a Certificate of Appropriateness for the construction of a shed on the Cookeville Depot Museum property located in the Cream City Historic District on West Broad Street. According to the application, the Friends of the Depot would like to construct a wood shed on the Depot property to cover a track car. The petitioners indicate that the shed would be painted and roofed to match the Depot. It would appear that the proposed construction would comply with the Cream City Historic District Design Guidelines. Staff recommended approval of issuance of Certificate of Appropriateness. Greg Stamps reviewed the construction plans and made changes to the design by changing the roof beams from 2 – 2” x 4” x 12’ to 1 – 4” x 6” x 12’ on each side and adding 2 x 4 collar ties in order to create a nicer appearance. Greg Stamps made the motion approve the application for Certificate of Appropriateness for the addition of a shed to the Cookeville Depot Museum, subject to the revisions in the construction plans. (Building plans attached to minutes for clarification.) Calvin Dickinson seconded the motion and the motion carried unanimously. APPROVED. HISTORIC ZONING COMMISSION 2 AUGUST 9, 2005 STAFF REPORT ON CERTIFICATION OF APPROPRIATENESS FOR 448 EAST BROAD STREET TO REPLACE DOOR, GUTTERS, PORCH, SIDING, STORM WINDOWS/DOORS, AND WINDOWS. James Mills reported that the Planning Department issued a Certificate of Appropriateness for the replacement of a door, gutters, porch, siding, storm windows/doors, and windows on July 12, 2005. These changes were consistent with the Standards and Guidelines of the Commission. STAFF REPORT ON EXPANSION OF HISTORIC ZONING COMMISSION MEMBERSHIP. James Mills stated that the City Council approved an increase in the membership of the Historic Commission from five to seven members. This increase is intended to provide better representation of property owners from the city’s historic districts. A property owner from the North Dixie Historic District currently serves on the Commission. The Planning Department will be seeking nominations from property owners in the East Broad & Freeze Street and Cream City Historic District for service on the Historic Zoning Commission. Members of the Historic Zoning Commission are appointed by the Mayor and are confirmed by a majority vote of the City Council. The term of membership is five years. CHANGE IN MEETING TIME. Calvin Dickinson suggested to the Board members that the time of their monthly meetings be changed from 5:30 p.m. to 5:00 p.m. All members present agreed. ADJOURNMENT: 5:55 P.M.
