MINUTES
MARCH 14, 2017
5:00 P.M.
The Cookeville Historic Zoning Commission met on Tuesday, March 14, 2017, at 5:00 p.m.
in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Lee Carney, Calvin Dickinson, Greg Stamps, and Julia Woodford.
MEMBERS ABSENT: Alma Anderson, Cathy Lamb, and Chris Wakefield.
STAFF PRESENT: James Mills, Jayne Barns, Ken Young and Jon Ward.
OTHERS PRESENT: Chad McDonald, Sarah McDonald, and Jim Woodford.
James Mills introduced Jon Ward the new Assistant Director of Planning to the Board.
CONSIDER FOR APPROVAL THE MINUTES OF JANUARY 10, 2017. Julia
Woodford made the motion to approve the minutes of January 10, 2017. Lee Carney seconded
the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR THE
ADDITION OF A 16’ x 28’ FAMILY ROOM ON THE REAR OF THE STRUCTURE
LOCATED AT 437 FREEZE STREET. REQUEST SUBMITTED BY CHAD &
SARAH MCDONALD. Ken Young stated that property owners Chad and Sarah McDonald
have submitted an application for a Certificate of Appropriateness to allow the construction of
a 16’ x 28’ addition to the rear of their house at 437 Freeze Street which is located within the
East Broad/Freeze Street Historic District. On February 9, 2017 the Board of Zoning Appeals
approved the owner’s request for a variance to reduce the eastern side yard setback from 10’
to 5’ 8” for a total variance of 4’ 4” in order to allow the proposed addition to be in line with
the existing structure which encroaches in the setback. The request for a Certificate of
Appropriateness specifically includes the following:
1) Proposed addition will be built to match the architecture of the house as depicted on the
submitted renderings including a rock wrapped dormer addition,
2) Foundation addition will be stacked stone to match the existing foundation,
3) Siding will be a vertical plank lap fiber cement siding to match the existing siding,
4) New exterior doors and windows will be of an appropriate style compatible with the
existing apertures,
5) The proposed roof line on the addition will tie into the existing lowest roof line, and
6) Maximum lot coverage restrictions of the RS-10 zoning district will not be exceeded.
Although there are no specific design guidelines for the East Broad/Spring Street Historic
District, the Planning Department encourages that additions should not destroy historic
materials that characterize the property and that new work shall generally be compatible with

the massing, size, scale, materials and architectural features to protect the historic integrity of
the property and its environment. It is also recommended that additions should be located to
the rear, if at all possible, or to the side of the existing structure and the number, size and
glazing of apertures shall be consistent with existing structure and surrounding structures.
Furthermore, it is encouraged that building materials should be similar to those employed
historically, foundations should be compatible with existing structural foundations and siding
materials should include wood lap siding or modern substitutes.
The Zoning Code provisions for the HS, Historic District require that certain determinations
be made in evaluating an application for a Certificate of Appropriateness. These are as
follows:
• The proposed action is in harmony with the intent of the HS District
• The proposed action would complement other structures within the HS District
• The proposed action complies with the “Standards for Rehabilitation” as promulgated by
the Secretary of the Interior
In the opinion of the Planning Department Staff, it appears that the plans as submitted for the
construction of the family room addition and the materials to be used are all compatible with
the design, dimension, detail, and all visual characteristics of the primary structure on the
applicant’s property, as well as homes within the East Broad/Freeze Street Historic District.
Staff recommended approval of Issuance of Certificate of Appropriateness.
Calvin Dickinson stated that during a recent storm a tree caused damage to the front of Chad’s
house.
Greg Stamps asked what type of material was on the rear wall of the house.
Chad McDonald replied that it was Hardie board. Chad added that the front and west side of
the house was stone and the rear and east side of the house was Hardie board.
Greg Stamps made the motion to approve the Certificate of Appropriateness for the addition
of a 16’ x 28’ family room on the rear of the structure located at 437 Freeze Street. Julia
Woodford seconded the motion and the motion carried unanimously. APPROVED.
