COOKEVILLE HISTORIC ZONING COMMISSION
MINUTES
AUGUST 14, 2018
5:00 P.M.
The Cookeville Historic Zoning Commission met on Tuesday, August 14 2018, at 5:00
p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Alma Anderson, Calvin Dickinson, Cathy Lamb, and Chris
Wakefield.
MEMBERS ABSENT: Lee Carney and Greg Stamps.
STAFF PRESENT: James Mills, Jayne Barns, and Ken Young.
OTHERS PRESENT: James & Janet Kuykendall, Tonya Vaughn, Marcia Donovan,
Dennis Driller, and Bill & Paula Haberkamp.
CONSIDER FOR APPROVAL THE MINUTES OF MAY 8, 2018. Calvin Dickinson
made the motion to approve the minutes of May 8, 2018. Chris Wakefield seconded the
motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR
THE REPLACEMENT OF THE FRONT & SIDE PORCH, PORCH ROOF,
FRONT DOOR & BRICK COLUMNS AND EXTENSION OF THE FRONT
PORCH ON THE PROPERTY LOCATED AT 531 NORTH DIXIE AVENUE.
REQUEST SUBMITTED BY DR. BRENT STATON. Ken Young stated that property
owner Dr. Brent Staton has submitted an application for a Certificate of Appropriateness
to allow for the replacement of the front and side porch roofs that collapsed from rot,
replacement of the structurally unsound brick columns and an extension of the front
porch at his house at 531 N. Dixie Avenue located at the corner of E. 6th Street. The
request for a Certificate of Appropriateness specifically includes the following:
1) Front porch to be extended across entire front of structure
2) Front porch roof to be restored with a new gable roof in the center flanked by
shed roofs on each side
3) Siding will be vertical plank lap wood siding as is being installed on the rest of
the house
4) Brick columns to be replaced with 8” X 8” wood posts
5) 26’ X 10’ north side porch to be stabilized by a foundation wall bricked to grade
6) Front door to be replaced with a period appropriate single entry door subject to
review and approval by Planning Staff
The Design Guidelines for the North Dixie Avenue Historic District Section VII
“Guidelines for Additions” state in part that additions “shall follow the guidelines for
new construction” and “shall not destroy historic materials that characterize the

property”. It furthermore states that “new work shall generally be compatible with the
massing, size, scale, materials and architectural features to protect the historic integrity of
the property and its environment”. Subsection A titled “Building Form and Scale”
includes the following stipulations:
1. Additions shall resemble the same period as the existing structure
2. Materials and pitch of roof shall be compatible with existing structure
3. The scale of additions shall be compatible with, not overpowering the existing
structure
4. Additions shall be located to the rear, if at all possible, or to the side of the
existing structure
5. The number, size and glazing of apertures shall be consistent with existing
structure and surrounding structures
6. Original front setbacks from the street shall be maintained
Subsection B entitled “Materials” includes the following guidelines:
1. Building materials shall be similar to those employed historically
2. Acceptable roofing materials include composition shingles
3. Foundations shall be compatible with existing structural foundations
4. Acceptable siding materials include wood lap siding or modern substitutes
5. Chimneys shall be of masonry construction
The Zoning Code provisions for the HS, Historic District require that certain
determinations be made in evaluating an application for a Certificate of Appropriateness.
These are as follows:
• The proposed action is in harmony with the intent of the HS District
• The proposed action would complement other structures within the HS District
• The proposed action complies with the “Standards for Rehabilitation” as
promulgated by the Secretary of the Interior
• The proposed action complies with the Design Guidelines for the North Dixie
Avenue Historic District.
In the opinion of the Planning Department staff, it appears that the plans as submitted for
the replacement of the front and side porch roofs, replacement of the structurally unsound
brick columns with wood beams and an extension of the front porch and the materials to
be used are all compatible with the design, dimension, detail, and all visual characteristics
of the primary structure on the applicant’s property, as well as homes within the North
Dixie Avenue Historic District. It is also staff’s opinion that these are in harmony with
the guidelines for this particular historic district.
Staff recommended approval of Issuance of Certificate of Appropriateness for porch and
roof replacement and alterations as submitted and front door replacement subject to
review and approval of Planning staff.

Dr. Staton was not present at the meeting.
Calvin Dickinson made the motion accept staff’s recommendation. Chris Wakefield
seconded the motion.
Alma Anderson opened the floor for discussion.
Marcia Donovan, property owner at 412 North Dixie Avenue and 115 Cherry Avenue,
stated that the wood columns in the front of the house were not in keeping with the
bungalow style.
Calvin Dickinson replied that the straight wooden columns were not appropriate for the
style house.
Marcia Donovan added that she was concerned that the property owner was not in
attendance to answer any questions.
Bill Haberkamp, property owner at 511 North Dixie Avenue was also concerned about
the columns on the front of the house.
James Mills asked Calvin Dickinson to confirm what the columns should look like on this
type of house.
Calvin Dickinson replied that they were typically massive with rock, brick or a
combination of materials.
Paula Haberkamp, property owner at 511 North Dixie Avenue, thought that with the
changes of the roof that it look like a farm house instead of a bungalow.
Chris Wakefield made the motion to accept staff’s recommendation with the following
amendments: (1) Calvin Dickinson will approve the style door with sidelights and
overhead panels along with staff and (2) Calvin Dickson will approve the type columns
that will be placed on the front porch to make them more appropriate for a bungalow
style house. James Dial seconded the motion and the motion carried unanimously.
CONDITIONAL APPROVAL.
CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR
THE ALTERATION OF THE UPSTAIRS ROOF ON THE SOUTHEAST SIDE
OF THE STRUCTURE AND THE ADDITION OF A WINDOW ON THE
PROPERTY LOCATED AT 107 NORTH DIXIE AVENUE. REQUEST
SUBMITTED BY SHEILA BUSH DRILLER. Ken Young stated that property owners
Sheila Bush Driller and Dennis Driller have submitted an application for a Certificate of
Appropriateness to allow the alteration of the rear roof on the southeast side of the house
to allow more headroom inside for interior bedroom space and to allow the addition of a
window opening. The request for a Certificate of Appropriateness specifically includes
the following:

1) Proposed new section to be approximately 15 feet in width parallel with the roof
and approximately three (3) feet in height with matching roof shingles
2) Small four (4) pane window opening proposed in center of addition utilizing a
section of a larger window that was previously removed from the structure
3) All exterior materials for the proposed alteration to match existing materials as
per submitted photographs

the proposed alteration of the roof at the rear of the house, the addition of a window
opening utilizing an original window and the proposed materials to be used are all
compatible with the design, dimension, detail, and all visual characteristics of the primary
structure on the applicant’s property, as well as homes within the North Dixie Avenue
Historic District. It is also staff’s opinion that these are in harmony with the guidelines
for this particular historic district.
Staff recommended approval of Issuance of Certificate of Appropriateness.
Calvin Dickinson asked about the deck on the back of the house had to be approved by
the Board.
Ken Young replied that they did not have to approve because it was not visible from the
road.
Cathy Lamb made the motion to approve the Certificate of Appropriateness for 107
North Dixie Avenue for the alteration to the upstairs roof on the southeast side of the
structure and the addition of a matching window. Chris Wakefield seconded the motion
and the motion carried unanimously. APPROVED.
STAFF REPORT ON CERTIFICATE OF APPROPRIATENESS THAT WAS

• REMOVED TWO (2) SILVER MAPLE STREET TREES (NOT IN THE
RIGHT-OF-WAY) ASSESSED AS DEAD OR DYING BY CITY FORESTER
