COOKEVILLE HISTORIC ZONING COMMISSION MINUTES SEPTEMBER 11, 2018 5:00 P.M. The Cookeville Historic Zoning Commission met on Tuesday, September 11 2018, at 5:00 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Alma Anderson, Lee Carney, Calvin Dickinson, Cathy Lamb, Greg Stamps, and Chris Wakefield. STAFF PRESENT: James Mills, Jayne Barns, and Ken Young. OTHERS PRESENT: Greg & Susan Vandergriff, Joshua Seabold, Jim Leymon, Sandra Bush, and Ben Wheeler. CONSIDER FOR APPROVAL THE MINUTES OF AUGUST 14, 2018. Calvin Dickinson made the motion to approve the minutes of August 14, 2018. Chris Wakefield seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL HISTORIC ZONING DISTRICT DESIGNATION FOR CERTAIN PROPERTIES LOCATED ALONG EAST 8TH STREET. REQUEST SUBMITTED BY SUSAN VANDERGRIFF ON BEHALF OF THE PROPERTY OWNERS. Ken Young stated that Ms. Susan Vandergriff of 290 East 8th Street has submitted applications from 15 of 17 owners of property on East 8th Street between North Jefferson Avenue and North Washington Avenue pursuant to establishing the “East 8th Street Historic Zoning Overlay District”. According to tax records all the primary structures are over 50 years old with the exception of the house located at 252 East 8th Street which was built in 1986. The first house on the street was completed in approximately 1920 and the average age of 16 of the structures is 77 years. All parcels in the proposed Historic District are zoned as RS-10 Single Family Residential and are used for that purpose with the exception of 322 East 8th Street which is used for two-family residential. Under the Zoning Code provisions of Section 232.4A pertaining to the establishment of Historic Overlay Zoning, a simple majority (51 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. With 17 parcels in the proposed area the approval of the owners of nine (9) parcels would be required. Property tax records indicate that no individuals own more than one (1) parcel in the proposed district. As previously stated, the owners of 15 parcels have submitted applications requesting the establishment of a Historic District. The owners of two (2) parcels located at 252 and 315 East 8th Street have indicated their opposition. This represents an approval rate of just over 88 percent, which obviously exceeds the minimum requirement specified in the Zoning Code. HISTORIC ZONING COMMISSION 2 SEPTEMBER 11, 2018 Staff recommended approval of the establishment of the “East 8th Street Historic Overlay District” to include 17 parcels located along East 8th Street between North Jefferson Avenue and North Washington Avenue with recommendation to the Planning Commission and City Council. The specific properties (all addressed on East 8th Street) are as follows: 252, 255, 262, 270, 271, 284, 287, 293, 294, 297, 298, 307, 314, 315, 322, 325 and 330. Ken Young stated that the house at 255 E. 8th Street was built by T J Farr in the 1930’s and the house at 287 E. 8th Street was a Sears Roebuck House that was built in the 1920’s. Mr. Young added that the residents on 8th Street are gathering historic information on their homes and will be submitting the information to the Planning Department to be included in the Historic Zoning Inventory after the District is formed. Calvin Dickinson made the motion to establish the East 8th Street Historic Overlay District. Cathy Lamb seconded the motion. Alma Anderson opened the floor open for discussion. Sandra Bush, property owner of 718 North Washington Avenue, requested that her house be included in the East 8th Street Historic Overlay District. There was some discussion by the Board to also include 806 North Washington Avenue in the East 8th Street Historic Overly District to line up the zoning. Greg Stamps amended the motion to include 718 & 806 North Washington Avenue along with the 17 parcels along East 8th Street between North Jefferson Avenue and North Washington Avenue. Cathy Lamb seconded the motion and the motion carried unanimously. APPROVED WITH TWO PROPERTIES ADDED. Ken Young thanked Susan Vandergriff for all of her hard work in getting the residents involved in becoming part of a new Historic Overlay District. ADJOURNMENT: 5:30 P.M.
