COOKEVILLE PLANNING COMMISSION MINUTES FEBRUARY 25, 2019 The Cookeville Planning Commission met on Monday, February 25, 2019 at 5:30 p.m., in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Jim Stafne, Judy Jennings, Chris Wakefield, Leslie Sullins Draper, Tracy Cody, Jim Cobb, and Daniel Odom. CONSIDER FOR ACTION REZONING 420 & 430 PEEK DRIVE AND 412 BLAKE CIRCLE FROM RS-10 (SINGLE FAMILY RESIDENTIAL) TO RM-8 (MULTI- FAMILY RESIDENTIAL). REQUEST SUBMITTED BY MICHAEL GAW. THIS ITEM WAS POSTPONED AT LAST MONTH’S MEETING. James Mills stated that Mr. Mike Gaw has submitted a request to rezone from RS-10, Single Family Residential to RM-8, Multi-Family Residential his properties located at 420 and 430 Peek Drive and 412 Blake Circle. Mr. Gaw has indicated that the purpose of the rezoning is to allow the construction of multi-family residential dwelling units. A similar request from Mr. Gaw was considered and denied by the Planning Commission in 2008 and 2014. Consideration of this item was postponed at the January 2019 meeting at the request of the petitioner. The subject properties are identified as Parcel 7.02 and a portion of Parcel 7.03 on Tax Map 40 and Parcel 27.00 on Tax Map 40H, Group C. Parcel 7.02 consists of approximately 1.3 acres, Parcel 7.03 of 2.44 acres and Parcel 27.00 of .25 acres. Combined these three (3) parcels comprise approximately 4.0 acres, or 174,000 square feet. A mobile home is located on Parcel 7.02, two (2) single-family residential structures are located on Parcel 7.03, and Parcel 27.00 is vacant. Parcel 27.00 is also identified as Lot 27 of the Northhaven Estates Subdivision. If rezoned, approximately 34 dwelling units could be located on the subject properties (174,000 square feet divided by 5,000 square feet per dwelling unit equals 34.8 units). COOKEVILLE PLANNING COMMISSION 2 FEBRUARY 25, 2019 The properties are contiguous with RS-10 zoning to the north, west and south and with RM-8 zoning to the east. The zoning of Parcel 7.03 is split with the eastern portion, consisting of approximately 0.74 acres, zoned as RM-8 and the western portion, consisting of approximately 1.7 acres, zoned as RS-10. Access to Parcels 7.02 and 7.03 is from Peek Drive, which is a substandard street with a pavement width of only approximately 11 feet and a right-of-way width of approximately 20 feet. Peek Drive, in its current condition, is not suitable as access to high density development. Mr. Gaw previously indicated that access to the properties would be provided from Blake Circle through Parcel 27.00. The Planning Department is not aware of any restrictions or covenants that would prohibit the parcel from being utilized as an access point. Blake Circle complies with the applicable street construction standards. The Future Land Use Concept Plan from the Cookeville 2030 Plan indicates that the eastern portion of the subject properties are suitable for mixed density residential use. The properties appear to have adequate access to public utilities. While the parcels along Blake Circle within the Northhaven Estates Subdivision consist primarily of single-family residential structures, Putnam County Assessor records indicate that none of the structures are owner occupied. A major issue for higher density development of the subject properties is access. As previously noted in 2008 the Planning Commission denied a request to rezone the subject properties to RM-8 with the primary concerns being access and traffic impact. Additionally, in both 2008 and 2014 at least two (2) nearby property owners expressed opposition to the rezoning. The Planning Department has received correspondence from a neighboring property owner on Peek Drive opposing the current request for many of the same reasons expressed in 2008 and 2014. It should be noted that approximately six (6) multi-family units can currently be constructed on the estimated 32,000 square feet of Parcel 7.03 already zoned as RM-8 and, if developed, would be accessed from Peek Drive. Providing access to the properties from Blake Circle would appear to address this concern. However, due to topographic issues, the provision of access from Blake Circle will be difficult. Staff recommended denial of rezoning of Parcels 27.00 and 7.02 and the remainder of Parcel 7.03 to RM-8 until such time as a subdivision plat combining the three (3) parcels has been approved and until such time as an agreement from the property owner is approved specifying that access to the combined properties be restricted to Blake Circle only or until Peek Drive is brought up to required street standards. Chairman Jim Stafne announced to the audience that the Planning Department recommended denial and no one got up to speak. Leslie Sullins Draper made the motion to deny rezoning 420 & 430 Peek Drive and 412 Blake Circle from RS-10 (Single Family Residential) to RM-8 (Multi-Family Residential). Tracy Cody seconded the motion and the motion carried unanimously. REZONING REQUEST DENIED. COOKEVILLE PLANNING COMMISSION 3 FEBRUARY 25, 2019 CONSIDER FOR ACTION REZONING 10 ROYAL OAK DRIVE FROM RS20 (SINGLE FAMILY RESIDENTIAL) TO CL (LOCAL COMMERCIAL). REQUEST SUBMITTED BY KEVIN MCBROOM OF SANDCASTLE LLC. Jon Ward stated that Mr. Kevin McBroom, 225 St. Lucie Way, St. Augustine, FL 32092, submitted a rezoning request to rezone his property located at 10 Royal Oak Drive (tax map 39O, group A, parcel 12.00) from RS-20, Single Family Residential to CL, Local Commercial. The property ownership is listed at Sandcastle, LLC, 1999 N. Willow Avenue, Cookeville, TN 38501. Mr. McBroom is the owner of Sandcastle LLC. Mr. McBroom included on the application that he is making this request to “allow for better use of the lot, subdivide, multifamily or commercial uses such as child care, restaurant, church, etc.” The subject property is located west of the intersection of Royal Oak Drive and West Broad Street (US 70N), and is further identified as Parcel 012.00 on Tax Map 039O, Group A. Tax parcel data shows the property consists of approximately 0.82 acres. A single family residence is located on the property, tax records indicated this was built in 1955. The property is contiguous with RS-20 Single Family Residential zoning to the north, east and west, and CL, Local Commercial zoning to the south. The home is currently accessed off Royal Oak Drive, but has approximately 145 feet of frontage on West Broad Street (US 70N). The general area north of West Broad Street (US 70N) where Mr. McBroom’s property is located is bordered by CL, Local Commercial zoning to the east, west and predominately commercial zoning to the south. There are currently eleven (11) total parcels along this northern section of West Broad Street that are zoned RS-20, which includes ten (10) different property owners. The property in this area has a number of the characteristics appropriate for commercial development including frontage on streets of major collector or higher classification and access to adequate utilities. These properties all have access on West Broad Street (US70N), which is classified as a major arterial street. Improvements to West Broad Street (US70N) have been included in the Major Street Plan for many years. And with the opening of Tennessee Avenue, it is anticipated that West Broad Street traffic will only continue to increase. The Planning Department sent letters to the nine (9) property owners (excluding the petitioner) in this identified area on February 4, 2019 to gauge interest in including their properties in rezoning from RS-20, Single Family Residential to CL, Local Commercial. The Planning Department received confirmation from three of these property owners, all of which indicated they would like for their property to be included in the rezoning. It appears six (6) of these properties are owner occupied. The Future Land Use Concept Plan is a component of the Development Plan Element of the 2030 Plan and is intended as a guide for land use decisions. In particular, zoning/rezoning decisions should be made in harmony with the Concept Plan. Rezoning proposals that significantly deviate from the Concept Plan generally should not be approved. The 2030 Plan depicts this area as being best suited for lower density residential development. The proposed rezoning does not comply with the Future Land Use Concept Plan. In the opinion of the Planning Department, the properties that have frontage on West Broad Street (US 70N) are best suited for commercial development, and it would be appropriate to COOKEVILLE PLANNING COMMISSION 4 FEBRUARY 25, 2019 consider an amendment to the Future Land Use Concept Plan. The Plan currently depicts areas to the east and west of these identified properties as best suited for local commercial development. The Planning Department is of the opinion that the Planning Commission should consider an amendment to the Future Land Use Concept Plan that would extend the areas depicted as being best suited for local commercial use to include the identified area prior to considering a rezoning action. The procedure for the adoption of and/or amendment to a municipal plan is specified in Tennessee Code Section 13-4-202. The Planning Commission must review and make a recommendation to the City Council regarding any amendment to the plan. The City Council must hold a Public Hearing, for which at least 30 days of notice must be given, before considering an Ordinance to amend the plan. Staff recommended denial of the rezoning request due to non-compliance with the Future Land Use Concept Plan and authorize the Planning Department to complete a study on amending the Future Land Use Concept Plan map to include the area located on West Broad Street depicted on the included maps as best suited for local commercial development. Chairman Jim Stafne announced to the audience that the Planning Department recommended denial of the request. Kevin McBroom, property owner at 10 Royal Oak Drive, stated that he purchased the property as an investment over 10 years ago, thinking he would be able to get it rezoned. Mr. McBroom said that someone at the City told him that due to the extension of sewer and the construction of the 5th Interchange that he might have a chance to get it rezoned. Barbara Brown, property owner at 50 Royal Oak Drive, stated that the deed for Royal Oak Subdivision says that the property in question can only be used as residential. Ms. Brown added that vehicles drive fast on Royal Oak now and don’t realize that the road turns, which is a hazard for children and elderly that walk on the road. Ms. Brown continued that there is problem with water drainage and raw sewage on this property and that she was against rezoning this property to commercial. Richard Barns spoke on behalf of his mother-in-law Betty Newman, who lives at 1694 West Broad Street, by reading a letter from her. The letter stated she has lived there since 1956 and that several years ago that her property was annexed and zoned commercial and she didn’t have a say in either process and that most of the properties around her and across the street are being used a single family residential homes. Rezoning to commercial would disrupt home owners like her who want to continue living in their homes without having commercial surrounding them. James Mills stated that if Mrs. Newman does not like her zone that she can come in the office tomorrow and fill out a rezoning application. Leslie Sullins Draper made the motion to deny rezoning 10 Royal Oak Drive from RS20 (Single Family Residential) to CL (Local Commercial). Jim Cobb seconded the motion and the motion carried unanimously. REZONING REQUEST DENIED. COOKEVILLE PLANNING COMMISSION 5 FEBRUARY 25, 2019 CONSIDER FOR ACTION PRELIMINARY PLAT OF RAELYN COURT SUBDIVISION, 13 LOTS LOCATED OFF BAY VIEW DRIVE. REQUEST SUBMITTED BY AARON TYLER BROWN. Jon Ward stated that Mr. Aaron Tyler Brown submitted a Preliminary Plat for Raelyn Court, a thirteen (13) lot single family detached development of his property located off Bay View Drive. The subject property is located at 1419 Bayview Drive, further identified as Parcel 034.00 on Tax Map 096, and consists of approximately 8.06 acres. The property is zoned RS-20, Single Family Residential and is contiguous with properties zoned as RS-20 on all sides. A single family structure and detached garage is located on the property. Tax records indicate this home was constructed in 1968. The plat consists of thirteen (13) lots and depicts the creation of a new street named Raelyn Court that extends approximately 1,085 feet and ends in a cul-de-sac. New four (4) foot wide sidewalks are proposed to be installed along the western side of the new street. Public Works requires that the plat and street plans must depict a five (5) foot passing lane on the proposed sidewalk every 200 feet to comply with current ADA requirements. The typical road section depicted on the plat shows a street profile with ditch and shoulders with a two (2) foot grass strip between the ditch and the sidewalk. Public Works has requested that sight distance to the east from the proposed intersection of Raelyn Court and Bay View Drive be verified. The intersection will require a sight distance of 175 feet. Public Works also requires that the developer submit street plans including a street profile, drainage plans to include storm water detention, water quality, grading and sidewalk plans. The Water Quality Control Department requires the submittal of state approved engineered plans for the provision of water, fire hydrants and sewer. The development is served by a three (3) inch low pressure sewer line running along Bay View Drive that will be extended along Raelyn Court. The plat depicts this sewer extension located between the proposed new street and the sidewalk. During the plans review process, the Water Quality Control Department may require that proposed sewer forced main be located behind the sidewalk. Water will connect to a six (6) inch line located in the right-of-way of the existing street. There is an existing fire hydrant located near the intersection of the new street and Bay View Drive and one (1) new hydrant is proposed within the development to provide adequate coverage for fire protection. The Electric Department requires that all electric is to be installed underground per CED specifications and easements shall be established as needed. If gas service is desired, a new station will need to be set and easements established as necessary. There are no Special Flood Hazard Areas or sinkholes identified in the available GIS data for the property. Mr. Brown previously submitted a request to rezone this property from RS-20, Single Family Residential to RS-10, Single Family Residential. The Planning Department had concerns with this due to Bay View Drive having only one point of ingress/egress. The Planning Commission denied this request due to the many houses located along the street with only one way in/out. The Planning Department still has concerns over the lack of additional access, but does not see this as a reason to deny the subdivision plat. COOKEVILLE PLANNING COMMISSION 6 FEBRUARY 25, 2019 Staff recommended conditional approval of the Preliminary Plat subject to the following: • Developer must schedule and attend a pre-construction meeting with all the appropriate city departments, • Developer must submit a street plan and profile with storm sewer and sidewalk details to the Department of Public Works for all new streets. Plan shall include typical road section, subgrade, base width, asphalt width and 2:1 slopes, • Developer shall submit a Storm Water Pollution Prevention Plan (SWPPP) to the Department of Public Works, • Developer must provide easements along all street frontage on both sides of the new street as required by the utilities, • Developer must submit water (including fire hydrants) and sewer plans to the Water Quality Control Department, • Developer shall submit plans for the installation of underground electric per the Electric Department design requirements, • Developer to submit plans for the installation of natural gas to the Gas Department if gas service is desired, • Developer to provide all conduit for underground communications facilities, CAD files and electrical layout plan to Frontier Communications, and • Completion of corrections or additions to the plat as determined necessary by the Planning Department and/or other appropriate city departments. Daniel Odom made the motion to grant conditional approval of the Preliminary Plat of Raelyn Court, subject to staff’s recommendation. Chris Wakefield seconded the motion and the motion carried unanimously. CONDITIONAL PRELIMINARY PLAT APPROVAL. CONSIDER FOR ACTION PRELIMINARY PLAT OF WASHINGTON COURT SUBDIVISION, 9 LOTS LOCATED ON THE CORNER OF NORTH WASHINGTON AVENUE AND VICKERS LANE. REQUEST SUBMITTED BY JUSTIN CUMBY OF TITAN DEVELOPMENT LLC. Jon Ward stated that Mr. Justin Cumby, Titan Development LLC, PO Box 3891, Cookeville, TN 38502 submitted a Preliminary Plat of Washington Court, a nine (9) lot single family attached development of his property located at the northeast corner of Vickers Lane and North Washington Avenue. The subject property is identified on Tax Map 040C, Group E, as Parcel 003.00 and consists of approximately 0.64 acres. The property is zoned CL, Local Commercial, and is bordered by CL zoning on the east, south and west, and CI, Commercial Industrial Mixed Use to the north. Section 221.3 of the Zoning Code stipulates that single family attached dwellings (townhouses) are allowed in the CL zone as a use permitted on review, subject to the submission of a plat in accordance with the Cookeville Subdivision Regulations. The development consists of eight (8) single family attached building lots and the construction of a private street with installation of utilities. The development has only one point of access located on Vickers Lane. The plat depicts an existing sidewalk along North Washington Avenue and will require a new five (5) foot wide sidewalk to be installed along Vickers Lane. COOKEVILLE PLANNING COMMISSION 7 FEBRUARY 25, 2019 Lot nine (9) is the remaining common area and is not a building lot. A currently unnamed private street is proposed for access for the townhouses. Two (2) bioretention areas for storm water management are depicted on the plat, one within the common area and one on proposed lot one (1). A maintenance easement was included on the plat for the bioretention area located within proposed lot one (1). The developers must also submit drainage and street construction plans to the Public Works Department. Water service will connect to the existing four (4) inch water line located in the right-of-way of Vickers Lane and the lots will be served by individual meters set near the street right-of- way. Private sewer will connect to the existing eight (8) inch gravity sewer line also located within the street right-of-way. All water service will be private beyond the water meters and all sewer service is private beyond the property line. There is one (1) existing hydrant located at the northeast corner of Vickers Lane and North Washington Avenue provides adequate coverage for fire protection. and the dwelling units will have sprinkler systems. The developer has advised that Clinton Engineering is in the process of preparing all required engineering plans for the development including detention areas. Individual receptacles will be utilized for trash pickup and the developer will need to consult with Public Works for cart placement. The Electric Department requires that all electric is to be installed underground per CED specifications and easements shall be established as needed. Gas service was declined. All common areas, streets, sewer and other infrastructure improvements are private and will be maintained via a Homeowner Association Agreement that will be required upon final plat recording. No portion of the subject property is located in a Special Flood Hazard Area according to the Flood Insurance Rate Maps for the area, nor are there indications of Sinkhole Retention Areas according to the available GIS data. Staff recommended conditional approval of the Preliminary Plat subject to the following: • Developer shall schedule and attend a pre-construction meeting with all the appropriate city departments, • Developer must submit a street plan and profile with storm sewer details to the Department of Public Works for all new streets. Plan shall include typical road section, subgrade, base width and asphalt width, • Developer shall submit a Storm Water Pollution Prevention Plan (SWPPP) to the Department of Public Works, • Developer must work with Public Works to make arrangements for trash pickup, • Developer shall submit plans for the installation of underground electric per the Electric Department design requirements, • Developer to provide all conduit for underground communications facilities, CAD files and electrical layout plan to Frontier Communications, • Developer shall provide all utility easements as required by the Electric and Water Quality Control Departments, and • Completion of corrections or additions to the plat as determined necessary by the Planning Department and/or other appropriate city departments. COOKEVILLE PLANNING COMMISSION 8 FEBRUARY 25, 2019 Jim Cobb made the motion to grant conditional approval of the Preliminary Plat of Washington Court, subject to staff’s recommendation. Leslie Sullins Draper seconded the motion and the motion carried unanimously. CONDITIONAL PRELIMINARY PLAT APPROVAL. CONSIDER FOR ACTION PRELIMINARY PLAT OF BRIGHTON PARK, 14 LOTS LOCATED AT 625 EAST 10TH STREET. REQUEST SUBMITTED BY DONNIE SUITS OF CAPITAL COMMUNITIES, LLC. Jon Ward stated that Mr. Donnie Suits, Capital Communities, LLC, PO Box 3647, Cookeville, TN 38502 submitted a Preliminary Plat of Brighton Park, a fourteen (14) lot single family attached development of his property located at on East 10th Street. The subject property is identified on Tax Map 040N, Group D, as Parcel 001.01 and consists of approximately 1.57 acres. The property is zoned CN, Neighborhood Commercial, and is bordered by CN Neighborhood Commercial zoning on the east, north and west, and RS-15, Single Family Residential to the south. Section 220.3 of the Zoning Code stipulates that single family attached dwellings (townhouses) are allowed in the CN zone as a use permitted on review, subject to the submission of a plat in accordance with the Cookeville Subdivision Regulations. The development consists of thirteen (13) single family attached building lots and the construction of a private street with installation of utilities. The development is accessed off East 10th Street. No sidewalk is depicted on the plat along East 10th Street and the developer is investigating paying a sidewalk in lieu of fee as opposed to installation due to the topography. Lot fourteen (14) is the remaining common area and is not a building lot. A currently unnamed private street is proposed for access for the townhouses. A four (4) foot wide interior sidewalk is depicted along the fronts of the townhomes. The property is dissected by an existing stream and the plat depicts floodplain area traversing the property. The floodplain area is included within the common area of the development and all proposed dwelling units are located outside of the depicted floodplain. The Public Works Department will requires a thirty (30) foot stream buffer to be depicted on the plat. Also, all detention area must be shown on the plat and contained within an easement. The proposed private street will require a turnaround area for utility and safety vehicles, which is not depicted on the plat. The developers must also submit drainage and street construction plans to the Public Works Department. Water service will connect to the existing eight (8) inch water line located in the right-of-way of East 10th Street and the lots will be served by individual meters set near the street right-of- way. The Department of Water Quality Control suggests that the water meters be set in one large vault. Private sewer will connect to the existing eight (8) inch gravity sewer line also located within the street right-of-way. All water and sewer service will be private within the development. A new hydrant will have to be installed to serve the lots, which is not included on the plat. All dwelling units will have sprinkler systems per required standards. Lauren Engineering Services PLLC is in the process of preparing all required engineering plans for the development including detention areas. Individual receptacles will be utilized for COOKEVILLE PLANNING COMMISSION 9 FEBRUARY 25, 2019 trash pickup and the developer will need to consult with Public Works for cart placement. The Electric Department requires that all electric is to be installed underground per CED specifications and easements shall be established as needed. Gas service was declined. A portion of the subject property is located within a Special Flood Hazard Area according to the Flood Insurance Rate Maps for the area. This area has been depicted on the plat. The property borders an undeveloped twenty (20) foot wide alley to the south, with single family residential property to the south of the alley. The developer will need to provide a buffer yard and screening as specified by the Zoning Code for the single family property to the south of the alley. Jon Ward added that there was concerned by Fire Chief Daryl Blair that there was not adequate turn around for their Fire Trucks. Staff recommended conditional approval of the Preliminary Plat subject to the developer providing an approved turn around area on the Preliminary Plat and subject to the following: • Developer shall schedule and attend a pre-construction meeting with all the appropriate city departments, • Developer must submit a street plan and profile with storm sewer details to the Department of Public Works for all new streets. Plan shall include typical road section, subgrade, base width and asphalt width, • Developer shall submit a Storm Water Pollution Prevention Plan (SWPPP) to the Department of Public Works, • Developer must work with Public Works to make arrangements for trash pickup, • Developer shall submit plans for the installation of underground electric per the Electric Department design requirements, • Developer to provide all conduit for underground communications facilities, CAD files and electrical layout plan to Frontier Communications, • Developer shall provide all utility easements as required by the Electric and Water Quality Control Departments, • Developer shall comply with all applicable screening and buffering requirements, • Developer shall install new hydrant to serve the proposed lots, and • Completion of corrections or additions to the plat as determined necessary by the Planning Department and/or other appropriate city departments. COOKEVILLE PLANNING COMMISSION 10 FEBRUARY 25, 2019 CONSIDER FOR ACTION FINAL PLAT OF BILBREY & TENTH SUBDIVISION, 4 LOTS LOCATED ON THE SOUTHEAST CORNER OF EAST 10TH STREET AND BILBREY AVENUE. REQUEST SUBMITTED BY ROBERTS CONTRACTING ON BEHALF OF LEWIS COOMER & RON WILLIAMS. Jon Ward stated that Roberts Contracting, 1228 Walnut Grove Road, Sparta, TN 38583, submitted for approval a Final Plat for a three (3) lot subdivision located at the corner of East 10th Street and Bilbrey Avenue, plat submitted on behalf of Lewis Coomer and Ron Williams. The subject property is located at 1409 East 10th Street and is located at the southeast corner of East 10th Street and Bilbrey Avenue, further identified as Parcel 005.00 on Tax Map 041P, Group B. The proposed plat consists of three (3) lots on approximately 1.07 acres. The property is zoned RS-10, Single Family Residential. Properties to east, south and west are also Zoned RS-10, Single Family Residential, and property to the north is zoned RS-15, Single Family Residential. The proposed lots are located on existing streets and served by existing utilities. A twenty (20) foot wide utility easement is depicted along all street frontages. The plat depicts an existing fire hydrant at the northwest corner of Bilbrey Avenue and East 10th Street that provides adequate coverage for fire protection. There are no Special Flood Hazard Areas or sinkholes identified in the available GIS data for the property. However, an area located at the northeast corner of proposed lot three (3) depicts a closed contour, and the area has retained water. The plat was previously platted as a four (4) lot subdivision, but one of the lots was eliminated to ensure an adequate buildable area was provided given the wet area. Staff recommended conditional approval of the Final Plat subject to the following: • Developer shall provide all utility easements as required by the Utility Departments, and • Completion of corrections or additions to the plat as determined necessary by the Planning Department and/or other appropriate city departments Leslie Sullins Draper made the motion to grant conditional approval of the Final Plat of Bilbrey & Tenth, subject to staff’s recommendation. Some of the major tasks completed in 2018 included: • Prepared and approved amendment to Future Land Use Concept Plan relating to property on East 10th Street and created new land use classification (Commercial-Planned), • Approved Cookeville Corridor Analysis and Major Street Plan update funded through a TDOT Community Transportation Planning Grant, COOKEVILLE PLANNING COMMISSION 11 FEBRUARY 25, 2019 • Served on Putnam County Multi-Jurisdictional Transportation Committee, top 10 priority list of state route projects identified and submitted to TDOT , • Completed Downtown Parking Utilization Study, • Prepared and adopted amendments for Zoning Code Floodplain District zoning requirements per 2017 NFIP-CAV, • Prepared summary report and evaluation of 2017-2018 Pilot Curbside Recycling Program • Provided assistance for Mackie Farm annexation referendum, prepare Comprehensive Zoning proposal if referendum approved, • Continued to assist with implementation of 2015 TDOT Multimodal Access Grant for installing sidewalks along East Spring Street, • Prepared and submitted 2018 TDOT Multimodal Access Grant application for installing sidewalks along West 12th Street and North Willow Avenue, • Initiated assistance with implementation of 2018 TDOT Transportation Planning Grant to update the Cookeville Pedestrian and Bicycle Circulation Plan, • Assisted with establishment of East 8th Street Historic District, • Reviewed and approved PRD Rezoning on West 9th Street and PCD Rezoning on East 10th Street and • Approved 14 final subdivision plats containing a total of 234 lots and 43 minor plats containing 63 lots.
