The Cookeville Planning Commission met on Monday, January 22nd, 2024, at 5:30 p.m., in the
Council Chambers, 45 E. Broad Street, Cookeville, Tennessee.
Members Present: Councilman Ali Bagci, Jim Cobb, Bob Faulhaber, Jason Fowler, Lauren
Metts, Mallie Rogers, Kay Starkweather & Jim Woodford.
Members Absent: Judy Jennings.
Staff Members Present: Christopher Phillips, Jon Ward, Ken Young, Matt Billings, & Haley
Dickson.
Staff Members Absent: James Mills.
Others Present: Lindsay Pride, Josh Stites, & Paul Trivette.
Establishment of Quorum: Chairman Jim Woodford announced that a quorum was present for
the meeting.
Welcome new member Jason Fowler.
Election of Chairman & Vice-Chairman. Kay Starkweather nominated Mr. Jim Woodford as
Chairman and Ms. Judy Jennings as Vice-Chairman. Jim Cobb seconded the motion and the
motion carried unanimously.
Consider for Approval the Agenda as Submitted. Jim Cobb made the motion to approve the
agenda as submitted. Kay Starkweather seconded the motion and the motion carried unanimously.
Approved.
Consider for Approval the Minutes of December 18th, 2023. Kay Starkweather made the motion
to approve the minutes of December 18th, 2023. Councilman Ali Bagci seconded the motion and
the motion carried unanimously. Approved.
Consider for action the final plat of Westbrook Farms, Phase II Revisions of Lots 17-26, 11
lots located on Westbrook Circle. Request submitted by Putnam Properties. Mr. Jon Ward
stated that Mr. Chad Gilbert, on behalf of Putnam Properties, has submitted for approval the
revised final plat of Westbrook Farms, Phase II Revisions of Lots 17-26, an 11-lot single-family
detached development located on Westbrook Circle. The revised final plat was submitted to create
a new lot for a community swimming pool to serve the Westbrook Farms Subdivision.
Analysis: The subject property is identified as Parcel 063.00 on Tax Map 039 and contains
approximately 4.75 acres. The property is zoned RS-15, “Single-Family Residential” as are the
adjacent properties to the east, south, and west. The property is bordered by RD, “Single-Family
and Duplex Residential” to the north.
The revised final plat adjusts lot lines to create a new Lot 41 for the construction of a new
community pool. At the January 11, 2024, meeting, the Cookeville Board of Zoning Appeals
approved a special exception to allow the new pool on condition that the final plat is approved by
the Planning Commission. Lot 41 has a lot-width of 75 feet. The RS-15 district requires a width of
100 feet at the setback line. This restricts the newly created lot to only be used for a swimming
pool.
The Cookeville Electric Department noted that electric boxes have already been installed along
existing lot lines. The developer has spoken with CED and has agreed to adjustments as stipulated
by the department for the new lots.

Recommendation: 90-day conditional approval of the final plat subject to the following:
Adjustments as discussed with the Cookeville Electric Department and agreed to by the
developer
Completion of corrections and/or additions to the plat as determined necessary by the
Planning Division and/or other appropriate city departments
Councilman Ali Bagci made the motion to approve the request recommended by staff. Kay
Starkweather seconded the motion, and the motion was carried unanimously. Approved.
Consider for action a variance for a flag lot and the final plat of the South Willow Industrial
Park, Phase 2 Division, Redivision of Lot 1, two (2) lots located on Foreman Drive (Tax Map
065E, Group B, Parcel 004.01). Request submitted by Josh Stites. Mr. Jon Ward stated that
Mr. Josh Stites has submitted a request for a variance to allow the creation of one (1) flag lot and a
final plat of the South Willow Industrial Park, Phase 2 Division, Redivision of Lot 1, a two (2) lot
subdivision located on Foreman Drive.
Analysis: The subject property is identified as Parcel 004.10 on Tax Map 065E, Group B, and
contains approximately 3.96 acres. The property is zoned CI, “Commercial-Industrial Mixed Use”
as are the adjacent properties to the east and south. The property is bordered by RS-10, “Single-
Family Residential” to the north and LM, “Light Manufacturing” to the west. The property is
currently vacant.
A flag lot is defined in the Subdivision Regulations as, “a lot which is accessed by a strip of land
of a width less than the required street frontage and which is located behind another lot which
meets the required street frontage.” Article X, Section G of the Subdivision Regulations specifies
that flag lots shall be permitted only for existing lots of record and upon the approval of a variance
by the Planning Commission subject to the following conditions:
a. The parcel of land proposed for subdivision to include a flag lot shall have depth to width
ratio exceeding 2:1.
b. No access strip shall be less than 25 feet in width for its entire length.
c. The access strip shall provide access for only one lot and shall be deeded and platted as a
part of the building site. No building or structure shall be in the access strip.
d. The access strip shall not exceed 500 feet in length and no more than two access strips shall
be located side-by-side.
e. The point where the access strip abuts the public street shall be safe for vehicular ingress and
egress as far as visibility and grade are concerned since, unlike conventional lots, flag lots
have no other alternatives for driveway locations.
f. All required building setbacks shall apply and be measured from the boundaries of the
portion of the lot excluding the access strip.
g. The developer shall restrict the flag lot from further subdivision unless a street meeting all
requirements, including right-of-way, is constructed. Said restriction shall be placed on the
Final Plat.
In no case shall a flag lot be used to avoid constructing a street to the required standards.
Current GIS data indicates the southern area of the property is encumbered by a sinkhole retention
area.
Recommendation: It is the opinion of the Planning Division that the petitioner has met the criteria
for a flag lot and therefore recommends that the variance be granted. Planning Staff recommends

conditional approval of the final plat subject to any additions and/or corrections as required by the
Planning Division and/or other city departments.
Bob Faulhaber made the motion to approve the request recommended by staff. Lauren Metts
seconded the motion, and the motion was carried unanimously. Approved.

(2) Consider for study amendments to the Official Street Map. Request submitted by staff.
(3) Consider for study an amendment to the Zoning Code relative to Private Schools in the
Commercial-Industrial (CI) Zoning District. Request submitted by Daniel Bailey.
(4) Consider for study an amendment to the Zoning Code relative to methadone clinics in the
Medical Services (MS) Zoning District. Request submitted by Paul Trivette on behalf of Cedar
Recovery.
(5) Consider for study rezoning the property located at 1225 South Willow Avenue (Tax Map 065
Parcel 102.04) from CI (Commercial-Industrial Mixed Use) to MS (Medical Services).
Request submitted by Upper Cumberland Development District.
(6) Consider for study the preliminary plat of Johnny Hammock Division, 16 lots located on
Huddleston Drive (Tax Map 027, Parcel 134.00). Request submitted by Johnny Hammock.
Councilman Bagci made the motion to accept the above item for study. Jim Cobb seconded the
motion, and the motion was carried unanimously. Approved.
