The City Council of the City of Coppell met in Regular Called Session on Tuesday, October 28, 2014, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Hunt called the meeting to order, determined that a quorum was present and convened into Executive Session at 5:47 p.m. 2. Executive Session (Closed to the Public) 1st Floor Conference Room City Council shall convene into closed executive session pursuant to Section 551.071 of the Texas Government Code consultation with the City Attorney to seek legal advice concerning municipal financing, debt issuance and tax proceed payments involving public improvement projects. A. Discussion regarding the Legislative Agenda. B. Update regarding the Solid Waste Transition. C. Discussion regarding the Joint Training Facility Interlocal Agreement. D. Discussion regarding Boards and Commissions. E. Discussion regarding Agenda Items. Presented in Work Session Regular Session Mayor Hunt recessed the Work Session at 7:33 p.m. and reconvened into the Regular Session. 4. Invocation 7:30 p.m. Pastor Warren Neverson with GracePoint Church gave the Invocation. 5. Pledge of Allegiance Boy Scout Troop 842 led those present in the Pledge of Allegiance. 6. Consider approval of a proclamation naming November 2014 as “Pulmonary Hypertension Awareness Month”, and authorizing the Mayor to sign. Pulled 7. Consider approval of a proclamation naming the week of November 3-7, 2014 as “Municipal Court Week”, and authorizing the Mayor to sign. Mayor Hunt read the proclamation for "Municipal Court Week" into the record and presented the same to Municipal Judge Moseley, Alternate Judges Nesbitt and Landwehr and Municipal Court Staff. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Wes Mays, that this Agenda Item be approved. The motion passed by an unanimous vote. 8. Citizens’ Appearance Mayor Hunt asked for those who signed up to speak: 1) Leticia Ramirez, 465 Phillips Dr., spoke in regards to the erosion concerns at Andy Brown Park East. 2) Lynn Keefe, 631 Glen Lakes Dr., also spoke in regards to the erosion concerns at Andy Brown Park East. City of Coppell, Texas Page 2 City Council Minutes October 28, 2014 3) Andy Webb, 461 Phillips Dr., discussed the erosion concerns following the past weather events at Andy Brown Park East. 9. Consent Agenda A. Consider approval of minutes: October 14, 2014. A motion was made by Councilmember Wes Mays, seconded by Mayor Pro Tem Marvin Franklin, that Agenda Items A-C be approved on the Consent Agenda. The motion passed by an unanimous vote. B. Consider approval of an Ordinance amending the Code of Ordinances, Chapter 1, Article 1-4, Section 1-4-2 entitled “Street Name Changes” by adding paragraph “T” to rename Chartwell Drive to Hackberry Road from its intersection with Belt Line Road eastbound to the east city limits of Coppell and authorizing the Mayor to sign. A motion was made by Councilmember Wes Mays, seconded by Mayor Pro Tem Marvin Franklin, that Agenda Items A-C be approved on the Consent Agenda. The motion passed by an unanimous vote. Enactment No: 2014-1398 C. Consider approval of revised License Agreements with Dallas Area Rapid Transit (DART) for the purpose of constructing, reconstructing, maintaining and operating utilities within the Cotton Belt railroad corridor; and authorizing the Mayor to sign any necessary documents. A motion was made by Councilmember Wes Mays, seconded by Mayor Pro Tem Marvin Franklin, that Agenda Items A-C be approved on the Consent Agenda. The motion passed by an unanimous vote. End of Consent Agenda 10. Consider approval of the Life Safety Park design. Presentation: Fire Chief Kevin Richardson introduced the Agenda Item. Deputy Fire Chief Tim Oates made a presentation to Council. Gary DeVries, BRW Architect, also made a presentation to Council and answered any questions. A motion was made by Mayor Pro Tem Marvin Franklin, seconded by Councilmember Gary Roden, that this Agenda Item be approved. The motion passed by an unanimous vote. 11. Consider approval of award of a Professional Services Agreement with Pacheco Koch, LLC, in the amount of $199,950.00 for design services related to the development of the Grapevine Creek Park Trail, and authorizing the City Manager to sign the necessary documents City of Coppell, Texas Page 3 City Council Minutes October 28, 2014 Presentation: Brad Reid, Director of Parks and Recreation, made a presentation to Council. A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Gary Roden, that this Agenda Item be approved. The motion passed by an unanimous vote. 12. Consider approval of award of a Professional Services Agreement with Pacheco Koch, LLC, in the amount of $158,025.00 for design services related to the development of the MacArthur Blvd Trail, and authorizing the City Manager to sign the necessary documents. Presentation: Brad Reid, Director of Parks and Recreation, made a presentation to Council. A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Nancy Yingling, that this Agenda Item be approved. The motion passed by an unanimous vote. 13. Consider approval of amending the Code of Ordinances, by amending Chapter 2, Boards and Commissions, Article 2-1 “Library Board”, by amending Section 2-1-2, “Meetings” and “Powers and Duties”; by amending Article 2-2 “Parks and Recreation Board”; by amending Section 2-2-2, “Term; Vacancies”; by repealing and replacing Article 2-3 “Keep Coppell Beautiful” with a new Article 2-3, “Coppell Recreation Development Corporation”; and by adding a new Article 2-5 “Economic Development Committee”; and authorizing the Mayor to sign. Presentation: City Manager Clay Phillips made a presentation to Council. A motion was made by Councilmember Gary Roden, seconded by Councilmember Wes Mays, that this Agenda Item be approved. The motion passed by an unanimous vote. Enactment No: 2014-1399 14. City Manager Reports - Project Updates and Future Agendas City Manager Clay Phillips reported on numerous project updates: Sandy Lake Road will be seeing traffic changes on the bridge. There is a delay in opening the road in its entirety due to the re-pouring of concrete. Freeport Parkway is progressing. Bridge beams will be set shortly. The construction projects at City Hall and the Justice Center are moving along. The Council Chambers will be repainted beginning October 29th. Regarding the Bethel Road/Coppell Road construction project, Mr. Phillips visisted with the Council and made the recommendation to continue with the roadway project. There are other options to review with regards to the Park Lane entrance and the stretch of roadway into the park. Councilmembers Roden and Mays agreed that compromises are in order with both the Historical Society and the neighboring subdivisions. Mr. Phillips said a change order will be coming back before Council at a future date for Council's consideration. City of Coppell, Texas Page 4 City Council Minutes October 28, 2014 Concerning future agendas, there is only one meeting in November where Council will make their Board Appointments, and one meeting in December when the Board and Commission Reception will be held. 15. Mayor and Council Reports A. Report by Mayor Hunt regarding Make a Child Smile. B. Report by Mayor Hunt regarding upcoming concert in Old Town Coppell. Mayor Hunt reported that the City of Coppell will once again sponsor the special holiday program called Make a Child Smile. This annual program benefits children living in the City of Coppell by providing holiday gifts for those families who need a little extra help. Paper ornaments are available in the City Manager’s Office in Town Center between Nov. 3 and Dec. 9, Monday through Friday, 8 am to 5 pm. The program goal is to provide at least one toy and one article of clothing for each child. City staff will deliver the gifts prior to Christmas. You may contact or email Ashley Owens or Amy Swaim in the City Manager’s Office. Mayor Hunt also reported on the Concert at Old Town scheduled for November 1st from 7pm – 10pm. The featured band will be The Time Warp Band. Coppell Deli will be onsite selling burgers and the Parks and Recreation Department will be giving out free popcorn and glow sticks! 16. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. Councilmember Yingling reported on the NCTCOG Emergency Preparedness Meeting she attended. Discussion included how information is distributed with regards to the recent storms in Arlington and health scare with ebola. Councilmember Yingling also attended the NTTA Luncheon and updated Council on the promotion of the one sticker for vehicle registration. She mentioned the NTTA Tolltag will now be available for use in Oklahoma and reminded the audience that roadside assistance is available by contacting the phone number on the back of the Tolltag sticker. Finally, at the Metrocrest Social Services Banquet, the Coppell Community Garden was the recipient of the Seasons of Service Award. Their efforts donated over 150 pounds of produce last year. Councilmember Mays reported that CHS received a $10,000 grant from the Engineering Department at MIT on October 23rd. The CHS Engineering Expo will be held on November 2nd from 3-5 p.m. 17. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. 18. Necessary Action from Executive Session Nothing to report. At this time, Mayor Hunt recessed the Regular Session at 8:56 p.m. and reconvened into the Work Session.
