The City Council of the City of Coppell met in Regular Called Session on Tuesday, May
26, 2015, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas.
1. Call to Order
Mayor Hunt called the meeting to order, determined that a quorum was present
and convened into Executive Session at 5:46 p.m.
2. Executive Session (Closed to the Public) 1st Floor Conference Room
Section 551.087, Texas Government Code - Economic Development Negotiations.
A. Discussion regarding economic development prospects north of
Sandy Lake Road and west of Freeport Parkway.

to Cause Number DC-14-05839 filed in 101st Judicial District Court,

Mayor Hunt adjourned the Executive Session at 7:24 p.m. and convened into
the Regular Session at 7:30 p.m. Due to time constraints, Work Session was
held at the end of the Regular Session.
5. Invocation 7:30 p.m.
Councilmember Wes Mays gave the Invocation.
6. Pledge of Allegiance
Mayor Hunt and the City Council led those present in the Pledge of Allegiance.
7. Consider approval of a proclamation naming Tuesday, May 26, 2015
as “Coppell High School Girls’ Soccer Appreciation Day;” and
authorizing the Mayor to sign.
Mayor Hunt read the proclamation for "Coppell High School Girls' Soccer
Appreciation Day" into the record and presented the same to the CHS Girls'
Varsity Soccer Team. A motion was made by Councilmember Wes Mays,
seconded by Mayor Pro Tem Gary Roden, that this Agenda Item be approved.
The motion passed by an unanimous vote.
8. Presentation of proclamations congratulating Coppell students on their

appointments to military academies.
Mayor Hunt read each proclamation for the Military Academy Appointments
and presented the same to each student.
Matthew Galea - West Point Academy
A motion was made by Councilmember Wes Mays, seconded by
Councilmember Brianna Hinojosa-Flores, that this Agenda Item be approved.
The motion passed by an unanimous vote.
Parker Wilson - U.S. Air Force Academy
A motion was made by Councilmember Cliff Long, seconded by
Councilmember Nancy Yingling, that this Agenda Item be approved. The
motion passed by an unanimous vote.
Bryce Vonzurmuehlen - U.S. Air Force Academy
A motion was made by Councilmember Brianna Hinojosa-Flores, seconded by
Councilmember Mark Hill, that this Agenda Item be approved. The motion
passed by an unanimous vote.
Andrew McAdams - U.S. Air Force Academy
A motion was made by Mayor Pro Tem Gary Roden, seconded by
Councilmember Cliff Long, that this Agenda Item be approved. The motion
passed by an unanimous vote.
Daniel Jones - U.S. Air Force Academy
A motion was made by Councilmember Nancy Yingling, seconded by Mayor
Pro Tem Gary Roden, that this Agenda Item be approved. The motion passed
by an unanimous vote.
9. Presentation of an award from Jeff Ellis and Associates recognizing
the Coppell Aquatic and Recreation Center as the recipient of the
2014 Platinum International Aquatic Safety Award
Presented
Jessica Carpenter, Aquatic Center Manager, introduced Steve Miller with Ellis
and Associates. Mr. Miller presented Mrs. Carpenter and her staff, Nathan Cox,
Aquatic Coordinator, and Lauren Sutton, Head Lifeguard, with the 2014
Platinum International Aquatic Safety Award.
10. Annual Report by the Parks and Recreation Board.
Read and Filed
Jack Clark, Chair, gave the Park Board's Annual Report.
11. Citizens’ Appearance
Mayor Hunt advised that no one signed up to speak.
12. Consent Agenda
A. Consider approval of the minutes: May 12, 2015.

A motion was made by Mayor Pro Tem Gary Roden, seconded by
Councilmember Wes Mays, that Agenda Items A and B be approved on the
Consent Agenda. The motion passed by an unanimous vote.
B. Consider approval of an Ordinance approving a negotiated settlement
with Atmos Energy Corp., Mid-Tex Division, regarding the 2014 and
2015 Rate Review Mechanism filings and finding the attached Tariffs
implementing the new rates within the corporate city limits of the City
of Coppell to be just and reasonable; and authorizing the Mayor to
sign.
A motion was made by Mayor Pro Tem Gary Roden, seconded by
Councilmember Wes Mays, that Agenda Items A and B be approved on the
Consent Agenda. The motion passed by an unanimous vote.

13. Presentation by Arthur Shrader, 599 Lake Park Dr., regarding the Trail
Stabilization Project at Andy Brown Park East.
Art Shrader, 599 Lake Park Dr., made a presentation to Council on the Trail
Stabilization Project at Andy Brown Park East. Mr. Shrader believed his
presentation was in concert with the City's Master Plan, but was unaware the
path would be demolished. Mr. Shrader finds the current design plan to be
dangerous and requests re-evaluation. He believes the suggested changes
would save the City money, not impact his view as a homeowner and would be
a safer environment for all participants.

Nothing to report.
15. Mayor and Council Reports
Report by Councilmember Mays regarding the Fire Department Medal
Day Ceremony.
Councilmember Wes Mays reported on the Fire Department Medal Day
Ceremony held on May 17th. The guest speaker was Ronnie Carol, retired
Captain from Carrollton. Judge Moseley swore in new members of the Fire
Department and a staff member from Representative Marchant's Office
provided special awards to members of the Fire Department.

The Farmers' Market Farm-to-Table Dinner, scheduled at the Grapevine
Springs Senior and Community Center for May 31st, is sold out.
18. Necessary Action from Executive Session
Nothing to report.
Adjournment
At this time, Mayor Hunt recessed the Regular Session and convened into the
Work Session at 8:37 p.m.
Mayor Hunt adjourned the Work Session at 9:59 p.m. and reconvened into the
Regular Session. Mayor Hunt made a short statement: brief discussion
regarding Mr. Shrader's presentation was had. Although several concessions
had been made along the way, a decision to move forward with the
recommendations from the professional architects and designers was going to
stand. It is believed the trail, as designed, is safer, therefore, the City will
continue down the road with the project as designed today.
There being no further business before the City Council, the meeting was
adjourned.

Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 Parkway
Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
