The City Council of the City of Coppell met in Regular Session on Tuesday, April 23, 2024, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Wes Mays called the meeting to order, determined that a quorum was present and convened into the Work Session at 5:31 p.m. 2. Work Session (Open to the Public) 1st Floor Conference Room Citizen comments will not be heard during the Work Session, but will be heard during the Regular Session under Citizens' Appearance. A. Discussion regarding agenda items. B. Presentation by City of Coppell’s Financial Advisor. C. Discussion regarding the Service Organization process. Executive Session (Closed to the Public) 1st Floor Conference Room Mayor Wes Mays adjourned the Work Session at 6:49 p.m., and convened into the Executive Session at 6:52 p.m. Section 551.071, Texas Government Code - Consultation with City Attorney. A. Consultation with City Attorney regarding contract negotiations with municipal solid waste disposal provider. Discussed under Executive Session Regular Session Mayor Wes Mays recessed the Executive Session at 7:23 p.m., and convened into the Regular Session at 7:30 p.m. 4. Invocation 7:30 p.m. Pranamya Shrikant with Allies Interfaith Group gave the Invocation. 5. Pledge of Allegiance Mayor Wes Mays led the audience in the Pledge of Allegiance. 6. Citizens’ Appearance Mayor Wes Mays asked for those who signed up to speak: 1) Jack Henderson, 617 Pheasant Lane, spoke in regards to pickleball. 2) Sue McCarthy, 456 Woodway, spoke in regards to Smart City plans for the City of Coppell. 7. Consider approval of the Minutes: April 9, 2024. A motion was made by Councilmember Kevin Nevels, seconded by Councilmember Mark Hill, that Consent Agenda Item 7 be approved. The motion passed by an unanimous vote. 8. PUBLIC HEARING: Consider approval of an Ordinance designating Fulgent Genetics, Inc, Reinvestment Zone No. 116 pursuant to Section 312.201 of the Property Redevelopment and Tax Abatement Act; and authorizing the Mayor to sign. Community Development Director Mindi Hurley gave a presentation to City Council. Mayor Wes Mays opened the Public Hearing and stated that no one had signed up to speak. City of Coppell, Texas Page 2 City Council Minutes April 23, 2024 A motion was made by Councilmember Brianna Hinojosa-Smith, seconded by Councilmember Don Carroll, to close the Public Hearing and approve this agenda item. The motion passed by an unanimous vote. Enactment No: 2024-1606 9. City Manager Reports, Project Updates, Future Agendas, and Direction from Work Session S. Belt Line – All lanes are open. They continue to work on the Hackberry traffic signal and median landscaping from Hackberry to 635. DART - working on franchise relocations at Freeport, once relocated they will begin the storm drain installation across Freeport. Woodhurst – The contractor is continuing to install utilities from the cul de sac to Duck Pond Park and will begin paving that section in the next couple of weeks. 500 Southwestern (The Hangar, Art Annex) - The art groups have moved into the Hangar and out of the old theater. Village Parkway Ground Storage Tank Rehab – The work on the large tank is complete and it is back in service. The smaller tank has been emptied and the contractor is beginning to work on the interior repairs. Andy Brown Park West Streambank Repair - A section of trail north and west of the soccer game fields will be closed to address erosion along Denton Creek. Please stay clear of the closed sections of trail during construction. 10. Mayor and Council Reports on Recent and Upcoming Events. Early voting continues at Town Center through Tuesday, April 30. Included on the ballot is Coppell’s special election for Place 5. Election Day is May 4. Now through May 15, you are invited to join Team Coppell as we go up against the cities of Keller and Southlake to complete for the title of Most Fit City 2024 in the Fit City Challenge! Engaging in any physical activity — whether it’s a walk through the Coppell Nature Park or joining a group fitness class at The CORE — helps Challenge participants earn points for Team Coppell. Information on how to sign up is on our website coppelltx.gov. 11. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. A. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Mayor Wes Mays announced the City Council Work Session on April 30, 2024. Councilmember Jim Walker announced the arrival of his newest grandson. Mayor Pro Tem John Jun announced the upcoming Seniors Luncheon at the Coppell Senior Center. Councilmember Don Carroll announced elementary student Lauren Gutierrez's return to school with a Public Safety escort at Mockingbird Elementary. Mayor Wes Mays announced the swearing in of Officer Bailey Grawunder. Mayor Pro Tem John Jun announced meal planning services for Citizen's Police Academy of Coppell (CPAC) member Judy White while she undergoes chemotherapy; meal planning will be coordinated by CPAC. Mayor Wes Mays recessed the Regular Session at 7:58 p.m., and reconvened into the Executive Session at 8:09 p.m. Executive Session (Closed to the Public) 1st Floor Conference Room 3. To deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: City Manager. Discussed under Executive Session Mayor Wes Mays adjourned the Executive Session at 9:56 p.m., and reconvened into the Regular Session at 9:58 p.m. 13. Necessary Action from Executive Session A motion was made by Councilmember Kevin Nevels, seconded by Mayor Pro Tem John Jun, to approve a contract extension through April 30, 2027, an increase of base annual salary to $293,105.00, and an increase in the annual deferred compensation to $20,517.35 for City Manager Mike Land. The motion passed by unanimous vote. 14.
