As authorized by Section 418.016(e) of the Texas Government Code, on March 16,
2020, Governor Greg Abbott suspended various provisions that require government
officials and members of the public to be physically present at a specified meeting
location.
The following requirements have been suspended by the governor:
1. A quorum of the committee/board/commission need not be present at one physical
location. Id. § 551.127(b).
2. In light of (1), above, the meeting notice need not specify where the quorum of the
committee/board/commission will be physically present and the intent to have a
quorum present. Id. § 551.127(e).
3. In light of (1) above, the meeting held by video conference call is not required to be
open to the public at a location where committee/board/commission is present. Id. §
551.127(f).
4. The audio and video are not required to meet minimum standards established by
Texas Department of Information Resources (DIR) rules, the video doesn't have to be
sufficient that a member of the public can observe the demeanor of the participants,
the members faces don't have to be clearly visible at all times, and the meeting can
continue even if a connection is lost, so long as a quorum is still present. Id. §
551.127(a-3); (h); (i); (j).

This meeting will be closed to in person attendance by the public to reduce the spread
of COVID-19. A temporary suspension of the Open Meetings Act to allow telephone or
video conference of public meetings has been granted by Texas Governor Greg
Abbott. Letters and emails may be submitted by any citizen of the City or other party of
interest to express his or her opinion concerning this agenda or other general
comments to the Commission. Comments will be read into the record during the
Citizens Appearance portion of the meeting. Letters may be addressed to the Parks
and Recreation Board, 255 Parkway Boulevard, Coppell, TX 75019, by email to
parks@coppelltx.gov, or by calling the Coppell Parks and Recreation
Department at 972-462-5100.
Notice is hereby given that the Coppell Recreation Development Corporation of the
City of Coppell, Texas, met remotely using videoconferencing technology.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1. Call To Order
Boardmember Khan called the meeting to order at 6:35pm.
Members present:
Mahbuba Khan, Cliff Long, Wes Mays, Majid Hussain, Thomas Dwyer, Richard
Rewerts
2. Introductions
Boardmember Richard Rewerts introduced himself to the board.
3. Election of Officers
Boardmember Khan nominated Boardmember Hussain as President,
Boardmember Mays montioned to cease the nomination, Boardmember Dwyer
second. All in favor. Motion carried by an unanimous vote.
Boardmember Hussain nominated Boardmmber Dwyer as Vice President,
Boardmember Mays motioned to cease the nomination. Boardmember Long
seconded. All in favor. Motion carried by an unanimous vote.
Boardmember Khan motioned to nominated Boardmember Straach as
Secretary, Boardmember Dwyer seconded. All in favor. Motion carried by an
unanimous vote.
4. Citizens' Forum
Boardmember Kahn advised that no one signed up to speak.

A motion was made by Boardmember Long, seconded by Boardmember Khan,
that this agenda item be approved. The motion carried by an unanimous vote.
6. Consider approval of an agreement with Mackbeth Corporation for
contracted food and beverage services for the Arts Center, not to exceed
$10,000 for fiscal year 20-21 as budgeted; and authorizing the City
Manager to sign any necessary documents.
A motion was made by Boardmember Long, seconded by Vice President
Dwyer, that this agenda item be approved. The motion carried by an
unanimous vote.
7. Consider approval of a grant to the City of Coppell in the amount of
$100,000.00 for the remainder of fiscal year 2020-2021, for the purpose
of presenting/exhibiting art at the Coppell Arts Center
A motion was made by Vice President Dwyer, seconded by Boardmember
Long, that this agenda item be approved. The motion carried by an unanimous
vote.
Adjournment
There being no further business to come before the CRDC Board, the meeting
was adjourned.
The City of Coppell acknowledges its responsibility to comply with the Americans with
