The following requirements have been suspended by the governor: 1. A quorum of the committee/board/commission need not be present at one physical location. Id. § 551.127(b). 2. In light of (1), above, the meeting notice need not specify where the quorum of the committee/board/commission will be physically present and the intent to have a quorum present. Id. § 551.127(e). 3. In light of (1) above, the meeting held by video conference call is not required to be open to the public at a location where committee/board/commission is present. Id. § 551.127(f). 4. The audio and video are not required to meet minimum standards established by Texas Department of Information Resources (DIR) rules, the video doesn't have to be sufficient that a member of the public can observe the demeanor of the participants, the members faces don't have to be clearly visible at all times, and the meeting can continue even if a connection is lost, so long as a quorum is still present. Id. § 551.127(a-3); (h); (i); (j). Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, met in the Council Chambers at 255 E. Parkway Boulevard. As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein. The purpose of this meeting was to consider the following items: Regular Session (Open to the Public) 1. Call To Order Chair Guignon called the meeting to order at 6:30 pm. Members present: Ed Guignon, Nick Paschal, Kevin Erickson, Meheshika Ratnayake, Maureen Coorcoran, Margaret Bryan, Earl Rogers, Zainab Tinwala, Chaitnya Jayanti, Natasha Banga 2. Citizens' Forum: Citizens should complete a Citizens Appearance Form which can be requested from the Parks and Recreation Department no later than 2:00PM on the first Monday of each month. Pursuant to the State Open Meetings Law, the Board is restricted in discussing or taking action on items not posted on the Agenda. Action on your statements can only be taken at future meetings. Chair Guignon advised that no one signed up to speak. 3. Approval of minutes: May 3, 2021 City of Coppell, Texas Page 2 Parks and Recreation Board Minutes June 7, 2021 A motion was made by Boardmember Corcoran, seconded by Boardmember Bryan, that this agenda item be approved. The motion carried by an unanimous vote. 4. Annual Report by the Coppell Lacrosse Association. Brooks Carter, President of the Coppell Lacrosse Association, gave an update on current and upcoming activities and the impact Covid 19 had on the association. The boys Lacrosse team won the champions in 2021. 5. Presentation and discussion related to The Duck Pond Park renovations. John Elias, Special Projects Manager, gave a presentation regarding The Duck Pond Park renovations. 6. Manager's Update - Tiffany Anderson, Community Engagement Manager Tiffany Anderson, Community Engagement Manager, gave an update on the Community Engagement division's current projects and activities. Mrs. Anderson also gave the board details about the Celebrate Coppell event. 7. Youth Advisor's Report Youth Advisor Natasha Banga continues to work with the Biodiversity Education Center on a nature scavenger hunt. 8. Director's Report Director Jessica Carpenter in formed the board that the Parks Department will be taking a proclamation to City Council for Parks and Recreation Month. Council will also be awarding a contract for the Grapevine Springs Wall Dredge and Repair Project. Mrs. Carpenter also reminded the board of the Volunteer Appreciation Event on June 15. 9.
