The Parks and Recreation Board of the City of Coppell, Texas, met in the 2nd
Floor Conference Room at 255 E. Parkway Boulevard.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1 Call To Order
Ed Guignon, Park Board Chairman called the meeting to order at 6:30PM.

2 Citizens' Forum: Citizens should complete a Citizens Appearance Form.
Pursuant to the State Open Meetings Law, the Board is restricted in
discussing or taking action on items not posted on the Agenda. Action on
your statements can only be taken at future meetings.
Citizen Robert McBrayer of 340 Meadowood introduced himself and informed
the committee he was in attendance to understand Park Board's role.
3 Consider approval of Minutes: January 6, 2020
A motion was made by Boardmember Brian Olsen, seconded by Boardmember
Earl Rogers, that this agenda item to be approved. The motion carried by a
unanimous vote.
4 Discussion related to potential ordinance change regarding dogs at Kid
Country Playground
After Committee discussion, Ed Guignon, Chairman, proposed that the
committee first raise awareness of the current ordinance to leash your dog,
clean up after your dog and increase signage in the park/playground before
moving forward with an ordinance change. They feel the current ordinances
should solve the issues being brought to the committee.
5 Discussion related to feasibility of an enclosed dog park at Andrew Brown
Park East
After committee discussion, it was decided that it is not currently feasible to
have an enclosed dog park at Andrew Brown Park East as it is a located in a
floodplain.
6 Update and discussion regarding changes to the Texas Administrative Code
Rule 3.334, concerning local sales and use taxes
Parks Director, Brad Reid, gave an update.
7 Youth Advisor's Report
Shivi Sharma, Student Advisor, suggested that the Parks Department start
sharing their marketing with CHS so that they can inform the student body of
upcoming special events. In addition, she suggested advertising events earlier
on the Parks Department social media, city website, via postcards and
brochures by directly mailing them to residents homes.

Jessica Carpenter, Assistant Director of Recreation, gave a report on the
following:
A. Sunset Socials begin in March at Old Town. March 6- Party Machine will

play live music. March 21- screening of 2019 Aladdin. Eggstravaganza has been
cancelled this year. Discussion to host pop-up events to replace this event are
in the works. The 2020 Event Calendar will be released soon with other
upcoming events.
John Elias, Park Project Manager gave an update on current projects:
B. MacArthur is on hold, CORE bridge replacement completion and re-opening
February 10, Moore/Riverchase green lines have been added to the bike lanes,
Parkway completion expected mid-March, Andrew Brown West-CHS connector
trail is schedule to begin and the shades at Old Town Pavilion are being
installed with slight weather delay.

Ed Guignon, Chairman, reminded the committee of the Parks Bus Tour
Saturday, February 22 at 9:00AM.

Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, will
meet in the 2nd Floor Conference Room at 255 E. Parkway Boulevard.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
