Parks and Recreation Board Minutes August 3, 2020
As authorized by Section 418.016(e) of the Texas Government Code, on March 16,
2020, Governor Greg Abbott suspended various provisions that require government
officials and members of the public to be physically present at a specified meeting
location.
The following requirements have been suspended by the governor:
1. A quorum of the city council need not be present at one physical location. Id. §
551.127(b).
2. In light of (1), above, the meeting notice need not specify where the quorum of the
city
council will be physically present and the intent to have a quorum present. Id. §
551.127(e).
3. In light of (1) above, the meeting held by video conference call is not required to be
open to
the public at a location where council is present. Id. § 551.127(f).
4. The audio and video are not required to meet minimum standards established by
Texas
Department of Information Resources (DIR) rules, the video doesn't have to be
sufficient that
a member of the public can observe the demeanor of the participants, the members
faces
don't have to be clearly visible at all times, and the meeting can continue even if a
connection
is lost, so long as a quorum is still present. Id. § 551.127(a-3); (h); (i); (j).
Notice is hereby given that the Parks and Recreation Board of the City of Coppell,
Texas, will meet remotely using videoconferencing technology.
The purpose of this meeting is to consider the following items:
As authorized by Section 551.127, of the Texas Government Code, one or more
Commission members or employees may attend this meeting remotely using
videoconferencing technology.
Regular Session (Open to the Public)
1. Call To Order
Ed Guignon, Chair, called the meeting to order at 6:32PM.
2. Citizens' Forum: Pursuant to the State Open Meetings Law, the Board is restricted in
discussing or taking action on items not posted on the Agenda. Action on your
statements can only be taken at future meetings.
Ray Soria, 1305 Stonecrest Dr., Coppell, TX, 75019, spoke requesting updates
be considered to the Waggin Tails Dog Park.

A motion was made by Boardmember Earl Rogers, seconded by Boardmember
Lisa Reynolds, that this Agenda Item be Approved. The motion carried by a
unanimous vote.
4. Managers Update- Molly Bujanda, Community Programs Manager
Community Programs Manager, Molly Bujanda, supplied a Manager's Update
for the Biodiversity Education Center, Coppell's Farmers Market, Coppell
Community Gardens, and Keep Coppell Beautiful.
5. Presentation and Discussion related to potential Legacy recognition at Biodiversity
Education Center
Molly Bujanda, Community Programs Manager, gave a presentation and
discussion relating to potential Legacy/recognition at the Biodiversity
Education Center. The board requested that Molly supplies a visual
presentation be brought back for further review.
6. Youth Advisor's Report
Youth Advisor, Shivi Sharma, suggested that Volunteer opportunities be shared
via Parks Social Media. Youth Advisor, Divya Ravindra, suggested that teen
activities be offered at the Farmer's Market, such as ways to live a healthy life
style.
7. Liaison's Report:
A) Liaison's Report- Jessica Carpenter, Assistant Director of Recreation
B) Special Project Update- John Elias, Parks Project Manager
A) Jessica Carpenter, Assistant Director of Recreations, supplied an update on
the COVID Re-opening Plan.
B) John Elias, Park Project Manager, supplied an update on the following Park
Projects: ABW/CHS Connector Trail, Emergency Trail Marker System,
MacArthur Blvd. Trail, Grapevine Springs Park Dredging & Wall.
8. Chair Report
Ed Guignon, Chair, spoke stating the board and Parks Department, should be
proud that the community can take advantage of the parks and trails during the
time of COVID.
Adjournment
With no further discussions, Ed Guignon, Chair, called the meeting to Adjourn
at 7:55PM.
