The following requirements have been suspended by the governor: 1. A quorum of the city council need not be present at one physical location. Id. § 551.127(b). 2. In light of (1), above, the meeting notice need not specify where the quorum of the city council will be physically present and the intent to have a quorum present. Id. § 551.127(e). 3. In light of (1) above, the meeting held by videoconference call is not required to be open to the public at a location where council is present. Id. § 551.127(f). 4. The audio and video are not required to meet minimum standards established by Texas Department of Information Resources (DIR) rules, the video doesn't have to be sufficient that a member of the public can observe the demeanor of the participants, the members faces don't have to be clearly visible at all times, and the meeting can continue even if a connection is lost, so long as a quorum is still present. Id. § 551.127(a-3); (h); (i); (j). Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, will meet remotely using videoconferencing technology. The purpose of this meeting is to consider the following items: 1. Call To Order Ed Guignon, Chair, called the meeting to order at 6:31PM. 2. Citizens' Forum: Pursuant to the State Open Meetings Law, the Board is restricted in discussing or taking action on items not posted on the Agenda. Action on your statements can only be taken at future meetings. No citizens present for a Citizens' Forum 3. Consider approval of minutes: August 3, 2020 A motion was made by Boardmember Earl Rogers, seconded by Vice Chair Nick Paschal, that this Agenda Item be Approved. The motion carried by a unanimous vote. 4. Update and recommendation regarding the Game Field Ordinance. Guy McLain, Assistant Director of Park Operations, supplied a presentation. Chair, Ed Guignon, supplied a recommendation from the Board to take to Council. 5. Discussion and recommendation related to potential Legacy recognition at the Biodiversity Education Center. City of Coppell, Texas Page 2 Parks and Recreation Board Minutes September 14, 2020 Molly Bujanda, Community Programs Manager, returned this month to further discuss and seek a formal recommendation related to a potential Legacy Recognition at the Biodiversity Center. Park Board supports this recommendation being brought forward to Council. 6. Manager's Report - Eric Clay, Tennis Center Manager Eric Clay, Tennis Center Manager, supplied a Manager's Update regarding continued service throughout the COVID closure and reopening. 7. Youth Advisor's Report Youth Advisors, Divya Ravindra and Shiva Sharma, suggests the Biodiversity Education Center consider hosting Virtual Science and Wild Life Camps utilizing local High Schoolers as Camp Counselors. 8. Liaison's Report: A. Special Events Update Jessica Carpenter, Assistant Director of Recreation, supplied an update on upcoming Special Events which will include: Virtual Sunset Social Trivia Nights, Virtual Kaleidoscope and a Drive-Thru Halloween Candy Cruise. 9. Chair Report Chair, Ed Guignon, thanked the Parks Department for finding creative ways to keep the community engaged during COVID and expressed excitement over the Art Center.
