As authorized by Section 418.016(e) of the Texas Government Code, on March 16,
2020, Governor Greg Abbott suspended various provisions that require government
officials and members of the public to be physically present at a specified meeting
location.
The following requirements have been suspended by the governor:
1. A quorum of the committee/board/commission need not be present at one physical
location. Id. § 551.127(b).
2. In light of (1), above, the meeting notice need not specify where the quorum of the
committee/board/commission will be physically present and the intent to have a
quorum present. Id. § 551.127(e).
3. In light of (1) above, the meeting held by video conference call is not required to be
open to the public at a location where committee/board/commission is present. Id. §
551.127(f).
4. The audio and video are not required to meet minimum standards established by
Texas Department of Information Resources (DIR) rules, the video doesn't have to be
sufficient that a member of the public can observe the demeanor of the participants,
the members faces don't have to be clearly visible at all times, and the meeting can
continue even if a connection is lost, so long as a quorum is still present. Id. §
551.127(a-3); (h); (i); (j).

This meeting will be closed to in person attendance by the public to reduce the spread
of COVID-19. A temporary suspension of the Open Meetings Act to allow telephone or
video conference of public meetings has been granted by Texas Governor Greg
Abbott. Letters and emails may be submitted by any citizen of the City or other party of
interest to express his or her opinion concerning this agenda or other general
comments to the Commission. Comments will be read into the record during the
Citizens Appearance portion of the meeting. Letters may be addressed to the Parks
and Recreation Board, 255 Parkway Boulevard, Coppell, TX 75019, by email to
parks@coppelltx.gov, or by calling the Coppell Parks and Recreation
Department at 972-462-5100.
Notice is hereby given that the Parks and Recreation Board of the City of Coppell,
Texas, will meet remotely using videoconferencing technology.
The purpose of this meeting is to consider the following items:
1. Call To Order
Chair, Ed Guignon, called the meeting to order at 6:32PM.
2. Citizens' Forum: Pursuant to the State Open Meetings Law, the Board is restricted in
discussing or taking action on items not posted on the Agenda. Action on your
statements can only be taken at future meetings.
Two Citizens signed up to speak during the Citizen's Forum.
Aaron Jenkins resides at 1009 E Bethel School Rd. Jenkins addressed the
board regarding Trail Signage and a recommendation to update Parks trail
signage to be inclusive for all park patrons and include large print pictures.
Balki Chamkurs resides at 6202 Natches Trace Drive. Chamkurs addressed the
board regarding the Sand Volleyball Courts and a recommendation to add
lights to the courts so they can be accessed after dark.
3. Consider approval of minutes: October 5, 2020
A motion to approve was made by Vice Chair, Nick Paschal, seconded by
Board Member, Earl Rogers and carried with a unanimous vote.
4. Manager's Update- Gary Decker, Rolling Oaks Memorial Center Manager
Gary Decker, Rolling Oaks Memorial Center Manager, presented an update on
Rolling Oaks Memorial Center's recent renovations and expansion.
5. Update regarding the Project Priority List
John Elias, Special Projects Manager, presented an update regarding the 2019
Project Priority List making note of completed, postponed and current Special
Projects.
6. Presentation and discussion regarding Trail Signage

John Elias, Special Projects Manager and Tiffany Anderson, Community
Engagement Manager, lead a presentation regarding Trail Signage in the
parks. The presentation included discussion related to the current signs and
what has/will be updated to the new Trail Signage.
7. Youth Advisor's Report
Youth Advisor, Divya Ravindra, noted a recent discussion with the Farmer's
Market about having a Virtual Farmer's Market. Weighing cost/benefits.
Youth Advisor, Shivi Sharma, requested information regarding current
Volunteer opportunities to share with her school. Sharma also recommended
that the Parks Department shoot video clips of Parks Employees and Residents
for a 2020 Year in Review and posts to Social Media.
8. Liaison’s Report
Jessica Carpenter, Assistant Director of Recreation, took a moment to thank the
outgoing Board Members and Youth Advisors for their commitment and service
while serving on the Board.
Tiffany Anderson, Community Engagement Manager, supplied a Special Events
update and introduced current Holiday events which include: Holiday Lights in
the Park a Virtual Tree Lighting at ABE and the Fa La La La Lights Decorating
Contest.
9. Chair Report
Ed Guignon, Chair, took a moment to note that through this challenging year,
the Park Board and Parks Department have been able to accomplish a lot and
thanked the Board Members and Parks Department for their time and hard
work.

With no further business to bring before the board, the meeting adjourned at
8:15PM.
