The following requirements have been suspended by the governor: 1. A quorum of the committee/board/commission need not be present at one physical location. Id. § 551.127(b). 2. In light of (1), above, the meeting notice need not specify where the quorum of the committee/board/commission will be physically present and the intent to have a quorum present. Id. § 551.127(e). 3. In light of (1) above, the meeting held by video conference call is not required to be open to the public at a location where committee/board/commission is present. Id. § 551.127(f). 4. The audio and video are not required to meet minimum standards established by Texas Department of Information Resources (DIR) rules, the video doesn't have to be sufficient that a member of the public can observe the demeanor of the participants, the members faces don't have to be clearly visible at all times, and the meeting can continue even if a connection is lost, so long as a quorum is still present. A temporary suspension of the Open Meetings Act to allow telephone or video conference of public meetings has been granted by Texas Governor Greg Abbott. Letters and emails may be submitted by any citizen of the City or other party of interest to express his or her opinion concerning this agenda or other general comments to the Commission. Comments will be read into the record during the Citizens Appearance portion of the meeting. Letters may be addressed to the Parks and Recreation Board, 255 Parkway Boulevard, Coppell, TX 75019, by email to parks@coppelltx.gov, or by calling the Coppell Parks and Recreation Department at 972-462-5100. Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, will meet remotely using videoconferencing technology. The purpose of this meeting is to consider the following items: Regular Session 1. Call To Order Ed Guignon, Chair, called the meeting to order at 6:36 PM. 2. Citizens' Forum: Citizens should complete a Citizens Appearance Form which can be requested from the Parks and Recreation Department no later than 2:00PM on the first Monday of each month. Pursuant to the State Open Meetings Law, the Board is restricted in discussing or taking action on items not posted on the Agenda. Action on your statements can only be taken at future meetings. Magnolia Park HOA and Residents, lead a presentation and discussion expressing their thoughts, opinions, questions and concerns regarding Agenda Item #4. Those who lead the presentation and discussion are as follows: Yvette Hightower, 137 Natches Trace, Coppell, TX, 75019 Mark T. Myers, 620 Waverly Ln., Coppell, TX, 75019 Dan Miller, 148 Levee Pl., Coppell, TX, 75019 Eric Taves, 602 Madison St., Coppell, TX, 75019 Jack Leathers, 615 Canemount Ln., Coppell, TX, 75019 3. Consider Approval of Minutes: January 11, 2021 A motion was made by Board Member, Corcoran, seconded by Board Member, Ratnayake and passed by a Unanimous Vote. 4. Presentation and Recommendation Regarding Magnolia Park Trail Connection Parks Project Manager, John Elias, lead a presentation and sought a recommendation from the Park Board regarding the Magnolia Park Trail Expansion. The Park Board unanimously voted for John Elias to bring the Recommendation to go with Option Alternate B on the North side of the lake to Council. Liaison's Report Assistant Director of Recreation, Jessica Carpenter, supplied the Board with an update regarding the recently posted Special Events Survey which can be found on Social Media, the announcement of the testing phase of the newly developed City Website and how residents can visit/test the site and offer feedback. In addition, an announcement was made for the restart of Special Events in March. Kicking off with socially distanced gatherings using socially distanced spaces and pre-registration to monitor distance: Friday March 12th at ABE Sunset Social in the Park hosting a Movie and Friday March 26th at ABE Sunset Social in the Park hosting a Concert, both anticipating 200 spaces seating up to 6 people each. 6. Youth Advisor's Report Youth Advisor, Varadharajan, lead the report bringing fourth an idea to have residents send in pictures/videos of COVID safe activities that they have been doing at home to be posted on the City Website/an upcoming event to share with the community. Youth Advisor, Banga, followed up with an update regarding her project recommendation for a Youth Environmental Sustainability Initiative stating she has been in contact with Maura Reed, BEC Coordinator, to determine a plan of action, stating she hopes to execute by Summer 2021. 7. Chair Report Ed Guignon, Chair, thanked the Park Board and Magnolia Park HOA Members for their time and input during this evenings meeting stating high-confidence in the project ahead of us. Adjournment With no further business to be brought before the Board, the meeting was Adjourned at 8:43 PM.
