Notice is hereby given that the Coppell Parks and Recreation Board of the City of
Coppell, Texas, met in the 2nd Floor Conference Room at 255 E. Parkway Boulevard.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1. Call To Order
Chair Guignon called the meeting to order at 6:33 pm.

Ed Guignon, Nick Paschal, Margaret Bryan, Earl Rogers, Maheshika Ratnayake,
Maureen Corcoran, Zainab Tinwala, Advika Varadharajan

2. Citizens' Forum: Citizens should complete a Citizens Appearance Form which can be
requested from the Parks and Recreation Department no later than 2:00PM on the first
Monday of each month. Pursuant to the State Open Meetings Law, the Board is
restricted in discussing or taking action on items not posted on the Agenda. Action on
your statements can only be taken at future meetings.
Bill Whitehill, 747 Meadowlark Lane, expressed his interest in having access to
the lake on the North Lake property.
Mike Hall, 619 Canemount Lane, expressed his concerns regarding the
Magnolia Park trail project.
3. Gold Medal Award presentation
Jessica Carpenter, Director of Parks and Recreation, gave an overview of the
Gold Medal Award.
4. Consider approval of minutes: August 2, 2021
A motion was made by Boardmember Corcoran, seconded by Vice Chair
Paschal, that this agenda item be approved. The motion carried by an
unanimous vote.
5. Annual Update by the Coppell Girls’ Softball Association
Tom Hargrove, President of the Coppell Girl's Softball Association, gave an
update on current registration numbers, Covid impacts, and future activities.
6. Manager's Update - Eric Clay, Tennis Center Manager
Eric Clay, Tennis Center Manager, gave a presentation in regards to the
Wagon Wheel Tennis and Pickleball Center's current and upcoming activities.
7. Discussion regarding a policy for donations of memorials and monuments to be placed
on City-owned property
The Board reviewed the current Parks and Recreation policy and discussed
possible changes. Parks and Recreation staff will work on revising the current
policy and bring it back to a future meeting for the board to review.
8. Youth Advisor's Report
Youth Advisor Advika Varadharajan expressed her interest in creating a
program to allow families to place white flags in a park to commemorate their
loved ones lost during the pandemic.

A. Project Update
B. Special Events
A. Moore Road Boardwalk and Thweatt Park pond will go to bid early
November. Magnolia Park Trail project is scheduled to go back to Council the
second meeting in October. The Duck Pond Park will need to go to CRDC and
Council for approval. The Grapevine Spring Park project should be complete
by the end of October. Staff is working on replacing plant material that was

lost during the winter freeze.
B. Kaleidoscope will be held on Saturday, October 16. Sunset Social - Date
Night will be held on Saturday, November 6 at Andrew Brown East Park.

There being no further business to come before the Parks and Recreation
Board, the meeting was adjourned. at 8:22 pm.
