PRESENTATIONS AND PROCLAMATIONS A.-1. 12-2015 Presentation of Community Partnership Award to the City of Coral Gables by the United States Army Garrison-Miami and United States Southern Command. [Note for the Record: Mayor Cason prefaced his remarks by stating that Agenda Item A-1 is a presentation of the Community Partnership Award presented to the City of Coral Gables by Gisela Bibbo, Executive Assistant to the Garrison Manager, United States Army Garrison - Miami and Michael J. Norman, Deputy Garrison Manager, who stated that it has been a great pleasure to have been here in Miami; further stating that it has been a great pleasure that the Unites States Southern Command has come here to Miami, and that they have a great relationship with the City for the past 2 years, and are looking forward to an even longer relationship with the City. Mayor Cason requested of Vice Mayor Cason to accept the plaque on behalf of the City, the words of which read as follows: “In grateful recognition of your valued partnership with the United States Army Garrison and United States Southern Command. Your support allows us to provide valued services, programs and quality of life to our Service members, families and civilians as they serve our nation.” Following the award presentation a photographic moment ensued]. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-2. 12-2029 Presentation of 30 years service pin to Enid Miguez, Fire Department. Attachments: CM_30 Year Service Pin Recipient [Note for the Record: Fire Chief Walter Reed requested of Ms. Enid Miguez to join him at the podium on the occasion of her receipt of a 30-year service pin; further informing the viewing public that Ms. Miguez began her career with the City as an Accounting Clerk in the Purchasing Department; further adding that she accepted the position of Buyer I in January of 1983, briefly left the City in 1984, but returned in 1986 (May), assuming the responsibilities of Accounting Clerk in the Finance Department; further explaining that in October of 1988 she became a Training Assistant in the Fire Department, being promoted by then Fire Chief David Teems to said position which she has held until this date; further pointing out that she has served in this same capacity under Retired Fire Chiefs Richard Cook and Neal De Jesus, respectively; further noting that during Enid’s tenure that she has provided great customer service to our City and the employees of the Fire Department, thereby City of Coral Gables Page 2 City Commission Meeting Minutes October 30, 2012 continuing to serve as a valued employee while in this assignment. In accepting this recognition Fire Chief Reed thanked Enid, stating that she is going to be missed since October 31, 2012 will be her last day. In accepting this accolade, Enid acknowledged the Mayor, Vice Mayor and other members of the City Commission, City Manager, City Attorney, City Attorney and City Clerk, stating that it has been an honor to have worked with each and all of you in the City Beautiful; further noting that it has been a rich and rewarding experience; further stating that she has been deeply grateful for the opportunity in having served our City, and that she will leave with fond memories; further wishing the City and her Fire family much continued success. In expressing his thoughts about Enid, Vice Mayor Kerdyk stated that what he likes most about Enid is that she serves the residents of Coral Gables, while participating outside in such events like the Junior Orange Bowl. A lot of employees work during the normal work day and retreat back home at the end of the day. She is truly the last of a rare breed of public servants. Enid stated that Former Mayor Dorothy Thomson has served as a mentor, and that Yolande Woodbridge is her good friend, whom she says inspires her. Commissioner Anderson pointed out that she will miss her beautiful smile-reflecting that there is life after Coral Gables. Former Mayor Thomson stated that during her 16 years in the City that Enid was beside her every step of the way- her dedication and loyalty will surely be missed-and the City will miss her as well, since she has represented a big part of the City]. Attachments: Virtual City Coral Gables _Progress Presentation [Note for the Record: City Clerk Walter Foeman prefaced his remarks by reminding the City Commission that during the first regular meeting of September 2012, that the City Clerk’s Office placed on the agenda a new Digital Collections Project entitled “Virtual Historic Project,” including the building of a geo-spatial database and publishing of a virtual spacing mapping infrastructure to host digital prints, property parcels and landmarks, and finally the creation of a Virtual Walking Tour of Coral Gables. Clerk Foeman finally added that when the mapping infrastructure is finalized, it is expected that this “Virtual Historic City” project will encourage our residents to contribute their personal documents, photographs, textural materials and other memorabilia that will add to the rich historical content that we have built thus far, as evidenced from our first two digital collections, namely the “Photographic Collections of the 1940s” and the “Talking Book.” GIS Center Director Jennifer Fu prefaced her remarks by thanking the City Commission for funding the “Virtual Historic City” project; further explaining the order of the presentation stating that she would provide an overview of what the presentation team intends to do, followed by a report on the project to end with a static screen capture of what has been done thus far. Ms. Fu in reiterating what City Clerk Foeman stated explained that the Virtual Historic City project is a collaboration between the FIU Digital Collection Center, the Florida Center for Library Automation and the FIU School of Architecture-pointing out that a very key partner is the Office of the City Clerk, stating that the City Clerk is not just a City of Coral Gables Page 17 City Commission Meeting Minutes October 30, 2012 funding partner, but a very active partner who has played a crucial role in facilitating the project, even sometimes directly contributing to the project. Ms. Fu pointed out that the intended activity is to get all of the local historic treasures of historic content into the geospatial enabled web platform; noting that what one attempts to capture in this web environment is how Coral Gables is beautiful not only in its physical space, but also in the virtual space on the web; further setting an example to other municipalities in the nation as to how one best markets, illustrates, visualizes and shows to the world the City Beautiful. Ms. Fu indicated that this project intends to serve multiple layers as it pertains to users and contacts-including tourists, urban planners, recreational users, students, educators, historians and architects can all use this site to retrieve the historical content to ascertain info for planning purposes, research purposes, etc. She provided a diagram which illustrates the type of content that will go into this platform, adding that the project already includes certain content that has been built into the Coral Gables Memory project such as the Digital Photographic Collections of the 1940s and the Talking Book, wherein she intends to inject all of this content into this newer platform; further stating that she also wants to collect, digitize and massage the GIS and historic map data layers into this new platform. Ms. Fu proceeded to give an illustration on a temporal scale as well as the type of GIS data layers presently existing, including aerial photos, Sanborn maps, historic landmarks, and census data maps going back to the 70s - pointing out that the project team has built an interface so people can see changes that have taken place since the 70s. Digital Collection Center Unit Supervisor Jamie Rogers explained that along with the 5,000 plus records from Kerdyk Realty, the project team has over 10,000 plus files, they have digitized over 732 photographs (1,000 files), have ingested over 23 books and pamphlets into the system, as well as other textural materials; also indicating that the project team has digitized over 14 maps from the University of Miami as part of its collaboration with UM as well, along with 100 records from its original data base into their text system. Ms. Rogers continued to explain that screenshots from the actual demo site will look somewhat differently from what appears in the power presentation on this same date because this is only a functional framework and not the final product; further noting that the project team also has the ability to use the Google maps (API)-pointing out that on Google maps one has the ability to show a layer that represents the City as it currently exists, and that the project team also maintain certain historic maps wherein one will be able to drag same over and superimpose them over the current maps to ascertain the way things were as compared to how things are today. City of Coral Gables Page 18 City Commission Meeting Minutes October 30, 2012 Ms. Rogers stated that one may also use the search mechanism wherein one can perform a textural search of the database; also a search of the geographical and temporal feature, one may use a site and time bar feature whereby a user can come to a specific place to pick up a particular point in time, and what one will find in that particular search location will be all of the items that have digitized in the database, said items will be all made available. Ms. Rogers further mentioned that once a particular item is located, a thumbnail of that particular item, along with the metadata for said item, then said item will be downloaded and a larger view will be made available; further reiterating that these resources the project team has been working with City Clerk Foeman on, and that the project team will be meeting with the advisory board established to obtain input, in furtherance of building upon said content over the next couple of years. Ms. Fu mentioned that the first year of the project, certain 3D Models for selected landmarks were chosen, using a combination of image photographs; pointing out that sometimes these photographs will be from historic files, wherein the project team will create the façade from that time period; adding that for selected landmarks the project team intends to create 3D buildings for different decades; nine landmarks have been completed-said 3D models were embedded into a 3D and 2D Virtual Tour of Coral Gables; said Virtual Tour is built on 48 landmarks that have been selected. A given user can select any given landmark that one is interested in and decide the order that one wants to proceed to visit said landmark(s). She further explained that the program will generate a route, based on Google Routing. As the route takes the visitor on the 2D Map, as well as the 3D Space, the audio narration will play each time that it arrives at a landmark, said application which is fully functional. Ms. Fu further extended the opportunity to provide the City Commission to play with the Virtual Tour component of the project, if any member of the Commission is desirous of doing so. Ms. Fu also informed the City Commissioners that a bicycle routing component of Miami-Dade County, a previous project she was involved with, can also be embedded into this project, because the project team has already given the scenic route as a criteria and the safest route, adding that, this feature coupled with the project’s current program will enhance recreational activity and cyclist utilization of this program. Following her mentioning of the illustration of different landmarks forming a route in a 2D platform, along with an actual illustration in 3D, Mayor Cason inquired as to whether Coral Gables is the first City to create a Virtual Historic City project? - And will such project present the opportunity for such organization as the Cocoplum’s Women’s Club and others to contribute its historical content to such an initiative? Whereby Ms. Fu answered yes to both inquiries, continuing to qualify her response to the latter inquiry stating that the project team will collect property parcel data (i.e. City of Coral Gables Page 19 City Commission Meeting Minutes October 30, 2012 which is a polygon based on the parcel/height of a building and recorded in the database; adding that the project team can generate a Course 3D Model, with a façade; further explaining that because of the construction year is recorded in the database, it can be used as a filter in terms of displaying what other buildings existed during certain decades. Mayor Cason further inquired as to whether this meant that one can proceed horizontally in a given year to ascertain what new buildings popped up?-in response Ms. Fu replied yes, that it is technically possible, but that she wanted to make sure the data exists in the Property database. Ms. Fu summed up her presentation by stating that this is a three year project, and the first year was consumed with completion of the technology programming associated with said project]. This Agenda Item was Discussed and Filed City Clerk Item No. 30 K. DISCUSSION ITEMS Mayor Cason: OK, let’s move onto Discussion Items, Commissioner Anderson. Commissioner Anderson: Yes, just a quick couple of things. I just want to say that I drove by the Ponce Catalonia Building, wow that was so cool, really neat, it’s a beautiful architecture, the sculpture in the front is beautiful, and I hope we encourage more thoughtful design whether it be modern or historic, but that was beautiful and I hope that - I actually got so inspired I’m going bring in a small slide show of my travels in architecture for fun, so we can get lighthearted. I was thankful for the settlement of the appeal, that was good; I think everybody went away happy and I was really pleased how you all worked together, thank you Craig, Mrs. Spain and for the parties that came before us, I’m glad; and this last thing, the digital history - fabulous. That’s it. Mayor Cason: Ralph. Commissioner Cabrera: Thank you sir. I recently received a letter from Allison Langer, I think some of us know Allison; she is a lifetime member of our community. Her father has also been in the Coral Gables community for many, many years, and I’d like to read you her letter. Let me just start by telling you that Allison Langer is a photographer and she does, typically she specializes in family portraits, children and the entire family put together and Allison been doing that, I don’t know how many years, she is a young woman, but she is very, very talented. Let me read you what she City of Coral Gables Page 20 City Commission Meeting Minutes October 30, 2012 wrote me on October 28th. She said dear Commissioner, and I did speak to her, per our conversation, I’m hopeful an annual permit for photographers can be established. I believe this fee will benefit the City, the residents and the neighbors. Recently permit needed signs have appeared adjacent to parking spots at the entrance to Coral Gables at Club Prado and Southwest 8th Street, applying for a permit each time a client calls for an appointment, its costly and time consuming. My clients are mostly residents of Coral Gables and would like to memorialize and share their neighborhood with friends and family. Passing on an $88 user fee is expensive when added to the cost of their session. These people feel angry that they are denied access to the places their tax dollars maintain. The incidence of cancellation due to sick children or inclement weather adds to the inconvenience and risks associated. I often shoot non paying friends there. Over the past ten years twice I was asked to leave the premises by Police despite an explanation that I was not getting paid. I also own a home in Coral Gables and find that unreasonable. With the annual permit of say $150.00 professional photographers would be able to wear a badge displaying proof of compliance, the City would have proof of insurance and proof of business license on file and an e-mail list with which to relay new rules and issues. Communication between the neighbors, the photographers and the City might provide the peace the neighbors are looking for, before the median parking was illegal people did not park in the neighborhood swale, maybe during certain hours parking on the median might be allowed again. That parking question I really didn’t discuss with her, I think that was something she decided to include in the letter, but here’s what’s happening. When a professional photographer goes on a shooting session with a family or an individual there is an $88 user fee, I was unaware of it, I can just about share with you that I doubt very much that I voted in favor of it, but it was all lumped together with all the user fees. You know we are doing a disservice not only to the photographers, but to their clients who may be residents and to our own residents; number one, we’ve got now new signs that are proliferating areas in our neighborhoods, now we are charging an $88 user fee for each time someone has an assignment to take photos; and number three, we are losing the opportunity to feature our City, and really that’s a big one there. I love to see family portraits at the Country Club Prado or any of our entrances, our other entrances. So that opportunity is being lost because people are saying $88 every time this happens, photographers are making it - I read you her letter and I’m going to give you each a copy of it. I think it beckons for us to relook at this and potentially create an annual fee, give them an identification so they can identify themselves to law enforcement personnel, ensure that they have the right insurances, and that they are complying with all their permits and licenses, but to continually to charge people $88, photographers $88 for these sessions, I think it’s just inappropriate, it’s not what Coral City of Coral Gables Page 21 City Commission Meeting Minutes October 30, 2012 Gables is all about, it’s not the Coral Gables I grew up in, and I don’t know how the rest of you feel about this, but I’d like to see staff go back and retool this user fee. I just don’t feel comfortable with it, it’s just wrong, I think it’s inappropriate, I think it sends a terrible message out there, and as I said before it’s not the Coral Gables I grew up in. Vice Mayor Kerdyk: You know let me just say, Allison shoots all my pictures, she shoot my family since they were one year old. I just want to make sure, and Allison is not the problem, I’m 100 percent for Allison or Allison’s type of people; Allison lives in Coral Gables, Allison grew up in Coral Gables, I’m concerned about the commercial intrusion that we have. How about the time I brought up about all these movies being shot on Riviera Drive, one after another or commercial shootings… Commissioner Cabrera: Well this is not about that; this is not about commercial movies. Vice Mayor Kerdyk: I just want to make sure we don’t throw the baby out with the bath water by trying to help that out which I’m good with, but we also make sure we have a hand on commercial intrusion into these residential neighborhoods because that is the number one issue. Let me tell you, you want to get neighborhoods fired up, let them have commercial intrusion and all these things happening. Commissioner Cabrera: Maybe I don’t communicate well, maybe that’s the problem I have, but I’m only talking about photographers, I’m not talking about commercial ventures, I’m not talking about movies, I’m not talking about ads, I’m not talking about videos… Vice Mayor Kerdyk: But ads could be commercial, they could be photography of ads too. Commissioner Cabrera: It could be, it could be. Vice Mayor Kerdyk: I think we can get to the right place by just making sure we understand there are two distinctions; one is Allison like a commercial enterprise that is softer, then you also have the commercial enterprises out here shooting. No, I’m for it, but I just want to make sure… Commissioner Cabrera: I don’t disagree with anything you said, I don’t disagree City of Coral Gables Page 22 City Commission Meeting Minutes October 30, 2012 whatsoever, I’m not sure why you threw in the commercial aspect only because you’ve been personally, you personally have experienced that and I feel for you, I would hate to be on my street or any street in Coral Gables and see a movie crew there all day obstructing traffic and people’s quality of life, but please if I somehow miscommunicated or did not articulate clearly then I apologize to you, this is about photography sessions in public land, public places, entrances, structures. Mayor Cason: Let me just say that I rode around a while back with Code Enforcement and we went up there and a couple of neighbors came out and were complaining about the commercial people coming from out of the Gables constantly parking all over the place, taking pictures… Vice Mayor Kerdyk: Wedding pictures. Mayor Cason:…wedding pictures, but perhaps there is a way to distinguish; I like the idea of an annual permit that might make it easier… Commissioner Cabrera: But Mr. Mayor it would still require a photography company to get an annual permit to be monitored, to show proof of insurance, to show proof of the appropriate licenses, so that we can avoid what you just got done saying that people dislike so much. Commissioner Anderson: There is a vetting process, what you are looking for is a vetting process and a way to make sure these people can do their work, but do it properly. Commissioner Cabrera: In a compromise, in a fashion that doesn’t - you know what it is for, and Bill just got done saying that his whole family has been photographed by Allison Langer, you know what it is to have a long time Gables resident be carted off or asked to leave a premise. Vice Mayor Kerdyk: I never knew she had to pay to be honest with you. Commissioner Cabrera: They all have to pay, they all have to pay for each session, it’s not one, it’s each time they do this. Vice Mayor Kerdyk: It’s not right. City of Coral Gables Page 23 City Commission Meeting Minutes October 30, 2012 Mayor Cason: Why don’t we take a look at it? City Manager Salerno: Mr. Mayor did the Commission finish up?- can I speak? Mayor Cason: Frank do you have anything? Commissioner Quesada: Yes, I did actually. I think you guys are saying the same thing. Vice Mayor Kerdyk: We are, we are. I just wanted to make sure we didn’t get one thing and threw out the other portion. Commissioner Quesada: How about we do this?- because I’m sure this specific photographer, I don’t know her, I didn’t receive the letter, I believe everything that’s in there is true. I’m sure there are situations where she goes out on her own and photographs a family, and I’m sure there are other situations where she gets retained for more comprehensive photo shoots where they have to come with more staff, and lighting and those kinds of things that are more intrusive; what if we can ask staff to take a look at this and maybe if a photographer is going by themselves with one assistant then it’s OK, then it’s an easier more streamline process; however, if they are coming out there with more equipment and maybe for a different kind of shoot, because I think we all know a shoot of a family is a little bit easier than a wedding shoot and that becomes more intrusive. I’ve heard those same complaints from the neighbors in that area, they don’t like it and all of a sudden there are people parking in their front yard and there are photographers and kids running all around the place in their yard and they are taking all these pictures, so I think we are all saying the same thing. I think let’s find a better way to do it; I’m in favor of having a yearly license under certain circumstances, I don’t know exactly what those circumstances are, maybe we can ask staff to take a look at that in a little more detail. Commissioner Cabrera: That’s all I’m looking for. Commissioner Quesada: Let’s look at the pricing as well. City Manager Salerno: Mr. Mayor, I don’t know what the origins of the fee were or the thoughts behind it, but we will certainly research it, that fee hasn’t been something that we created since I was here, but I’d be glad to look at it, also making sure that the issue of intrusion into neighborhoods is a factor considered in that, so we’ll get staff to review the whole matter, how it originated, where it originated, when it originated, City of Coral Gables Page 24 City Commission Meeting Minutes October 30, 2012 what the reason was and if there are ways to improve it. Mayor Cason: OK. Any other? Commissioner Cabrera: Yes there are. The State Department, Department of Transportation recently communicated with all of us regarding a roadway improvement project that’s about to be underway, the project actually is already underway October 24, 2012 through February 2013, and I was just wondering what are we doing, this is a project that’s being done on Bird Road from southwest 38th Avenue to State Road 5, South Dixie Highway, US-1, and it’s a new roadway project as I indicated and I received a very nice letter from Gus Pago, the District Secretary from the Florida Department of Transportation, and I just want to make sure that we are informing and educating, this is a great use of our E-NEWS, it’s a wonderful use of our E-NEWS. City Manager Salerno: We have included it in our E-NEWS I believe Commissioner. Commissioner Cabrera: Good. Good. I’m glad to hear that. Vice Mayor Kerdyk: I hope that’s the repair that huge puddle on the corner of Bird Road and Ponce, that thing is like a lake. Commissioner Cabrera: But it started before this notification came out, that’s OK, it’s no big deal. Just wanted to give you a quick update. Thanks to the efforts of the City Attorney, I hope I can say this without getting you in any trouble, thanks for the efforts of the City Attorney that squatters issue that you had spoken about the last time in Commission meeting on Dorado seem to have been addressed very, very effectively. Mayor Cason: There may be another one too that I think he is looking into. Commissioner Cabrera: Yes, I think there are multiple, and Channel 4, Michelle Gillian was reporting on it, so there may be something coming out on that publicly about how we handled it. Actually Michelle Gillian was exceedingly appreciate and impressed with how the City Attorney’s Office handled the whole thing, she was trying to get the City of Miami to potentially use the same tactics or procedures to get squatters out of private properties; and last but certainly not least, I wanted to thank the good folks at the Bike Walk Coral Gables organization and their Chairperson, Robert Ruano, and of course Mayor Cason for being there Sunday, last Sunday. Gables Bike Day took place in Coral Gables where we close off, or the City permits the closing of Miracle City of Coral Gables Page 25 City Commission Meeting Minutes October 30, 2012 Mile east/west, south side of Miracle Mile as well as the north/south Ponce from Miracle Mile all the way I think just north of University Drive, so I think it was an event that was well attended, very well liked, I think the merchants had a great time, the restaurants certainly did and of course I can’t forget the Business Improvement District of Coral Gables for stepping up and being the sponsor of the event, the primary sponsor, and then we had a bunch of other great sponsors like University of Miami, the Fraternal Order of Police… Mayor Cason: Sebastian was there. Commissioner Cabrera: Even Sebastian the Ibis, you know, I saw Jim and Sebastian talking about that whole duck thing and I think… Mayor Cason: I told them we had an ordinance against fowl in Coral Gables but we were willing to overlook that. (Laughter) Commissioner Cabrera: You guys got along fabulously. Commissioner Anderson: Maybe we can charge a user fee (Laughter). Commissioner Cabrera: He was like in an armor outfit. Are you talking about the guy in green?- that was pretty wild wasn’t it? Vice Mayor Kerdyk: That was pretty wild. Commissioner Cabrera: I heard he was looking for you, I sent him to the Kerdyk Building. (Laughter) Vice Mayor Kerdyk: I got to tell you, just to piggyback on what you are saying, I was amazed by how many people were out there and it was a good wholesome event it was. So many people, young people…. Commissioner Cabrera: Well it really goes to that organization. Vice Mayor Kerdyk: That was great, good job, very good job. City of Coral Gables Page 26 City Commission Meeting Minutes October 30, 2012 Commissioner Cabrera: They do a nice job, lots of volunteers were out there, Rotary Club of Coral Gables was out there in force, and it was a nice day. You know the weather could not have been nicer. Vice Mayor Kerdyk: Unbelievable. Unbelievable. Commissioner Cabrera: Second year in a row. That concludes my comments for today. Vice Mayor Kerdyk: Two things; one is, Mr. City Manager I wanted to commend you and I have not talked to you about this, but I like the friendly aspect of this by waiving the cost of the facility for Enid’s retirement. I thought that was good because she has put a lot into the Firefighters Benevolent Association, but I thought that was a good gesture by staff to do that. Secondly, this is for Walter; Walter, maybe you can give us a little overview, Walter is not only very innovative and has taken that City Clerk’s job to a new level, but he and we saw a good presentation today, but also Walter, I think Coral Gables through your initiative was the sponsor of the FIU’s Writers Conference 2012, that’s really a good, that turned out to be very good. Walter you want to say a few words about it? City Clerk Foeman: Sure. The Writers Conference was held last week from the 25th through the 27th, it was a three day conference, and we did have co-sponsorship along with the Biltmore, and Books and Books. I didn’t attend all the workshops sessions, I did attend our workshop session because we had a workshop session on online publishing and that was a collaboration as part of the PALMM partnership with FIU, Jamie Rogers who was here this morning, was one of the presenters. We presented it from four perspectives that of the client, which in this case I was representing the City of Coral Gables, that of the publisher which is FIU, we were talking about the “Talking Book” itself, that of the writer, Les Standiford who was one of the writers as far as the “Talking Book” is concerned, and Mr. Ed Williams who is the voice we used for both projects, the “Talking Book” as well as the Virtual Historic City project; and it was very well received. We held our workshop session in the Bowman Room, it was filled and it was a very good exchange. I understand that from Mr. Les Standiford who was one of the prime forces behind the conference that they met their goals in terms of the participants. Overall I think it was good for the first time it was held here. City of Coral Gables Page 27 City Commission Meeting Minutes October 30, 2012 Vice Mayor Kerdyk: Thank you very much Walter, I know that they held it last year I think, in the Cayman Islands and they moved it to the Biltmore this year and it’s a good chance they will bring it back again next year and that’s the kind of stuff we like to see the City of Coral Gables being associated with and bring into our community. Thank you. Commissioner Quesada: I only have one item, it related to the B.I.D. and some commercial businesses that have approached me, related to ticketing that they have received. I briefly spoke to the City Manager about it yesterday and I just think it’s something we need to follow up with William just so you are aware of it. Some of the businesses have been receiving tickets for some signage that they have had in the past and this is the type of signage they’ve had for many, many years and they are being ticketed for - they are being told now the signage has to be 5 feet within their property line. I know that’s generally what we do with residential properties and signage related to political signs, so it’s just a little bit of confusion and we are looking into clarifying that, I’ve asked Pat to look into that. Unknown Speaker: [Inaudible - off mic] Commissioner Quesada: No its not, its mini boards and other different types of signage they have, but no its not aprons, because it’s not like they are putting it on the public right-of-way, it’s on their private property, so they are saying it’s got to be way inside the store rather than the threshold. Commissioner Anderson: And sometimes codes, I’m glad you brought that up, because sometimes codes are just laws but the reality is merchandizing and marketing are different, and if there can be - figure out a way to have some type of balance that would be great. Commissioner Quesada: The concern is they’ve been able to do something for the last 5 or 10 years, and now the enforcement is a little different, so it’s just something we just want to clarify, just want to let you know. Commissioner Anderson: Yes, that’s great. I think that’s wonderful. Mayor Cason: I only have one item. I was visited by some people that want to create a runners club in Coral Gables and perhaps eventually a runners map like we are doing the bike map, so they’ll be trying to find out who else is interested in this, the University City of Coral Gables Page 28 City Commission Meeting Minutes October 30, 2012 of Miami, one of the professors there that is a runner herself and wants to create a group, perhaps start off at the Farmers Market and run into the Gables promoting health.
