[Note for the Record: Following the reading of the title to public record, Mayor Cason requested of police Chief Weiner to come up to the podium, as he read the proclamation declaring Thursday, May 15, 2014 as Police Officer Memorial Day in Coral Gables. Following the reading of the proclamation, Chief Weiner further explained that this event represents an annual day to reflect on the service that the Police Department provides to the community and the risk that the officers are exposed to each day; further thanking the City Commission for its support in bringing forth this proclamation. Commissioner Keon further added that the members of the policeman and policewomen are very brave men and women and that she wanted to thanked them for their service to the City and its residents]. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH - MARCH 2014.pdf NOMINATION MEMO - MARCH 2014.pdf [Note for the Record: After Mayor Cason read the title to Agenda Item A-5 into the public record, Interim City Manager Olazabal requested of Police Chief Weiner to approach the podium, whereby he stated that Detective Velier Zaccheo is the recipient of the City of Coral Gables Officer of the month Award for the Month of March, 2014 for his work on two investigations along the roadside, which took place -the first place, Detective Zaccheo was tasked to investigate an armed robbery on the roadside, at the 22000 block of Salzedo Street, wherein the suspect took the victim’s property and fled; Police Chief Weiner stated that Detective Zaccheo wore a very distinguishable pair of eyeglasses that would be seen despite being masked; further stating that Detective Zaccheo learned that the City of South Miami also sustained a similar armed robbery; adding that several days later, Detective Vaccheo while driving into the City discovered a vehicle that matched the suspects’ vehicle from the South Miami case, when said vehicle approached him near his car, wherein the passenger in the vehicle wore eyeglasses. He noticed that suddenly the driver of the vehicle began to drive in an erratic and reckless manner, violating several traffic laws. Detective Zaccheo was able to coordinate the safe stop of the vehicle and place the offender under the arrest. Chief Weiner further stated that a search of the vehicle netted an air soft pistol, marijuana and narcotics paraphernalia; Chief Weiner further added that the passenger in the car was also suspected in the armed robbery, later mentioning that both suspects confessed to Detective Zaccheo that they committed the armed robbery in the City of Coral Gables, as well as the City of Miami armed robbery, which resulted in both offenders being charged and arrested. In the second case, an elderly female in our community was the victim of an armed home invasion. Detective Zaccheo offered her comfort and support, which led to the victim keeping a calm composure while she relived the events and provided a calm composure during her initial on-scene interview. There was also an eyewitness account of an offender fleeing the area and providing valuable information. As the investigation continued on the scene, members of the departments’ strategic initiatives team provided a follow-up investigation to locate the subject; noting that a brief time later the detective stopped the subject vehicle in North Miami-Dade County and detained the subject, noted Chief Weiner; further stating that the victim positively identified the subject as the one who committed the home invasion, subsequently leading to his arrest; further pointing out that the arrest netted jewelry, bank credit cards, U.S. currency, Florida driver’s license and miscellaneous receipts, all belonging City of Coral Gables Page 4 City Commission Meeting Minutes May 13, 2014 to the victim. Chief Weiner also mentioned that Detective Zaccheo shared this information with other Police agencies, which resulted in today’s clearance of five armed robbery cases being cleared due to the capture of this subject. Chief Weiner also stated that Detective Zaccheo was passionate about his investigations, and is driven to combat those who perpetuate the most heinous crimes against innocent hardworking citizens within our community; adding that he is truly deserving of this award]. Fire Chief Marc Stolzenberg thanked the City Commission for acknowledging the service that the Fire Department provides to the City, which encompasses a wide variety of response times; further stating that he was proud of the acknowledgement through this protocol document, however his department maintains a presence through its service delivery 24/7; further thanking the City Commission for this recognition]. John Perrotti, recipient of the City of Coral Gables Firefighter of the Month Award for the month of May 2014. John Perrotti, Firefighter of the Month for the month of May, 2014, whereby Chief Stolzenberg stated that in recognition of EMS Week, that he was proud to present him, said individual who has been a firefighter for 21 years, and has been assigned as a Recue Lt. since 2006; further noting that Lt. Perrotti was selected as May’s Firefighter of the Month for his high proficiency while responding to a life threatening emergency involving a University of Miami football player, resulting from Lt. Perrotti’s response to an emergency call at the University of Miami’s football practice session which found the victim incoherent and unresponsive, said student was presented with a very high core temperature (i.e. 109 degrees Fahrenheit) that appeared life threatening; his EKG showed a rapid heart rate, along with a very irritable heart. Chief Stolzenberg pointed out that Lt. Perrotti acted in a manner that was essential to stabilize the patient; adding that in the end, the patient had a positive outcome and recovered from the emergency. Fire Chief Stolzenberg further mentioned that the UM Football Coach wrote a letter to Lt. Perrotti and praised he and his crew for their efforts. Fire Chief Stolzenberg recalled that the football coach’s comments reminded the department that one single act can make a difference and that they were very thankful for what the Fire Department provides to the City each day; acknowledging that as a Fire Chief that it is very comforting to have a Firefighter Lieutenant like John respond similar to these emergencies]. Attachments: Cover Memo___EOM May 2014 Jennifer EOM Notification Letter May 2014 [Note for the Record: Following the Mayor’s reading of the title to Agenda Item A-1 into the public record, Interim City Manager Olazabal called upon Human Resources Director Elsa Jaramillo-Velez to approach the podium in connection with introducing Jennifer Zuriarrain, Employee of the Month, for the Month of May, 2014; further stating that she began her employ with the City of Coral Gables as a Parking Enforcement Specialist in 1988, she has held various positions including Accounting Clerk; she is presently the Money Room Coordinator, and she is truly essential to the City; Mrs. Jaramillo-Velez further mentioned that Jennifer starts her day early, while most of us are still sleeping or waking up, usually around 6 am, sometimes earlier, adding that she is the one that the City relies on to make sure that the money is collected on a daily basis, and is accounted for. During the videotaped segment of the presentation she was acknowledged by Parking Department Director Kevin Kinney as the one who oversees the Money Room and oversees the money deposits every day; adding that in the 22 years that she has been in charge of the Money Room, she has counted and processed more than $500,000 coins for deposit; further noting that she has been credited with helping to develop processes and procedures to track money received from electronic payments. During the live segment of the presentation, Parking Director Kevin Kinney explained that Jennifer has been a great help to him as witnessed by her developing of new procedures and processes in tracking revenue received via electronic payments. In response to Mr. Kinney’s comments, Jennifer stated in jest that she had never heard such comments from Kevin before and that she is very proud to call herself an employee of the City of Coral Gables]. Note for the Record: Following the Mayor’s reading of the title to the Non-Agenda Item honoring Ms. Arva Moore Parks, he read the proclamation into the public record declaring May 13th, 2014 as Arva Moore Parks Day, Mayor Cason further requested of Ms. Arva Moore Parks and members of the Coral Gables Museum to join him on the dais. Commissioner Vince Lago prefaced his remarks by stating that he has had the pleasure of knowing Ms. Parks for the past one-and one-half years, and that she never ceases to amaze him what she brings-albeit author, historian, activist, a leader in the community, etc.; further thanking her for everything she has done for the community and the City; further adding that the City Commission honors her with this proclamation, and that he is curious what she has to say. Ms. Parks acknowledged that she is thrilled about what is happening in our City, not just what is happening historically, but all of those great things that make Coral Gables what it is today-further acknowledging Chip Withers whom she credited with starting the Museum initiative, and others who made the museum possible; acknowledging the Coral Gables Museum Board, along with the Museum Director Chris Rupp; further informing the viewing audience that before the week is out, that she will unveil and send out her 500 page document on George Merrick. The University Press of Florida will soon unveil to the inquiring public all of the things that one wants to know about the life and times of George Merrick and his family -adding that this is really George Merrick’s story, the City’s creator; further adding that when talking about planning, historic preservation, landscaping, all the things that make the City who we are, noting this is what the Museum does, and the Museum needs to tell the story, adding it is a great story. Ms. Parks once again thanked the City Commission so much, stating that she was honored, adding that she can’t help but think of the wonderful people that are no longer with us, reflecting back to the old days of Bill Chapman and Bill Kerdyk Sr. and Dorothy Thomson who very important in the development of the City.]. Ariel Fernandez stated that the Fiesta at the Park enables the Hispanic Cultural Foundation to raise money to defray costs associated with the festival; further adding that this year they will be doing the Cultural Foundation Art competition comprising students from local schools; further adding that in order to do these events, we will do fundraising; further asking for permission to sell alcoholic beverages; noting that they will have paella, wine and beer at the event to raise funds for the festival]. [Note for the Record: Commissioner Keon stated that she had asked in the past, knowing that previously, only past Mayors were invited to the 4th of July event; however, she pointed out that so many Commissioners have also given a lot of their dedication and effort to our City, that she would like to include both the Mayor and the City Commissioners, since they sit as a collegial body of five in further acknowledgement of what they have done for the City, and hope we will extend the same invitation to the City Commissioners as well. Commissioner Quesada added that we are currently looking for sponsors for the event, adding that anyone who is watching, or anyone who is in the crowd either business or friend with a lot of money be aware that this great event will be held in our City; further noting that last year, said event attracted 30,000 people-pointing out that the 4th of July event is looking for a titled sponsor. Commissioner Keon inquired as to the cost to the City to conduct said event?-whereby Interim City Manager Olazabal responded $130,000 to put on the fireworks display. Acting Assistant City Manager Cindy Birdsill added that through the Coral Gables Foundation, presents an opportunity to tender charitable giving. Commissioner Keon further inquired as to the mechanism for doing same?-whereby Mrs. Birdsill responded that through the Coral Gables Foundation, we have a prepared sponsorship list, so there are levels of giving, but if one wants to have smaller donations, then one has to talk about how to set that up. Commissioner Keon suggested the City work with the Coral Gables Foundation to create an opportunity to allow people to contribute a charitable gift, and then it would go toward a fireworks display, thereby giving the people an opportunity to contribute to the community. Mrs. Birdsill stated that she would contact Mary Snow regarding setting up a fund for the smaller contributions; and in her office Michelle Cash (Phone: 305-460-5313) will be the person to contact for those persons willing to donate to said event. I keep hearing from, and I don’t know that it is correct or not, but I keep hearing from the Police Union that a number of patrol officers are being reassigned, or the spaces for patrol officers are being reassigned to investigative units or all kinds of other things. We increased the Fire Fee in order for us to have seven more officers and I think that it was our preference as a City and it was a policy that we would maximize the number of police on patrol, so I would only like to bring it up and to have it on the record that we don’t want to see a decrease on the number of officers on patrol. Mayor Cason: Why don’t we ask the Chief to come in another meeting and explain how he is allocating because he may have reasons for doing that he is doing. Interim City Manager Olazabal: OK. Commissioner Lago: Just to go off what Commissioner Keon is saying, I also had the same conversation with the Interim City Manager, in reference to this I also want to have more boots on the ground, in standard clothing versus plain clothing. Commissioner Keon: Or in unmarked cars. I want to see them in marked cars. Commissioner Lago: Correct, whatever it is point being I think it is a great idea like the Mayor said to have the Chief come in here because I want him to understand that the residents are in favor of having, number 1, as many zones as possible manned at night out of the twelve and from my understanding we have six or seven zones manned, and that we do not remove police officers into the special unit until we fill the 21 positions that are available and that is what we a while back and I know that you were looking into it. City of Coral Gables Page 24 City Commission Meeting Minutes May 13, 2014 Commissioner Quesada: I respect what you are saying, but we don’t have the experience, we don’t have the knowledge. I would like to hear the rationale… Mayor Cason: That is why I wanted to have the Police Chief here. Commissioner Quesada: And I would also like him to discuss the implementation of the matrix consulting study, because for us to make a request like that, we are not police officers. Commissioner Lago: I understand that I am not a police officer, I didn’t go to the police academy, but I do understand that there is a psyche to having police officers visible and if you are going to take officers of the street from being in marked police cars and put them into special teams before you hire those 21 open positions, I think it is detrimental. I think we need to discuss it. Mayor Cason: Let’s have him come and give his arguments as to how he is deploying his troops and hear what he has to say. Commissioner Quesada: And I agree because I have heard the same concerns. I just want to know that we are being as effective as possible. Commissioner Lago: And I appreciate Commissioner Keon airing that out because I had completely forgotten after my discussion with Carmen. I have only one issue and that is this Sunday 10 am to 11:30 am I request the presence of anyone in this community that would like to see what this great City is putting forth, I ask you to go to 4751 West Ingraham Terrace, Quesada Park, it is a spectacular park that is opening up. All jokes aside. Ingraham Park is going to be opening up, I know it has been a labor of love for this Commission prior to Commissioner Keon and myself joining, but it is something that I am extremely proud of and I know that we are all extremely proud of and I know that we are really looking forward to opening it, so our families can enjoy it.
