PRESENTATIONS AND PROTOCOL ITEMS [Note for the Record: Mayor Cason called Marketing Director Michelle Cash up to the podium, and prefaced his remarks by stating that he wanted to take a moment to recognize one of the outstanding members of our City’s staff-pointing out that she has been a force behind our City’s Marketing Department and brand development, which has expanded into a new frontier of technology and communications, connectivity and aesthetics. Further noting that Michelle’s accomplishments are many, and that he would just like to mention a few of them: (1) In collaboration with our Information Technology Department, she helped launch the City of Coral Gables Mobile Application, which provides anytime/anywhere access to the City’s programs and services; (2) Rolled out a fresh Citywide brand identity and a set of guidelines resulting in a unified look and feel for City materials and a built in natural elegance for our community; (3) Spearheaded a newly formatted City magazine entitled, “Living in the City Beautiful, copies of same which were delivered to every household in Coral Gables; (4) Through Community Outreach, has made possible several events, the first ever Memorial Day Ceremony, resurrection of Town Hall Meeting and Public Workshop Meetings, help lead the Discover Coral Gables Video initiative, to name a few. City Manager Swanson-Rivenbark informed the viewing public that when the City Commission found out that Michelle was leaving to go home to take care of her mother, they wanted to do something special, because Michelle not only changed the look, but also the feel, and the City is eternally grateful. Therefore, in recognition of the role that Michelle has played in marketing the City Beautiful that they wanted to present her with this plaque, which they had planned unbeknownst to her. In accepting this accolade, Michelle stated that being somewhat unprepared, that she has had the opportunity to work with each and every one of the Commissioners, and that it has been a pleasure for the past three and-one-half years, and it has been an absolute blast; further adding that she loves the City, adding that being Canadian, when she first arrived here she considered herself an outsider, but having been here she feels more like an insider, being connected to the City family]. [Note for the Record: Mayor Cason acknowledged Constitution Week, more particularly September 17-22, 2015 here in Coral Gables, and read said protocol document into the public record. Lisa Chaffin, former Regent, stood in for current Chaplain Pamela Kaplan, who could not be present during the ceremony on this same date. Ms. Chaffin requested of Chapter Community Service Chair Dorothy Thomson to join her at the dais. Ms. Chaffin further stated that her Chapter has been around for 87 years, and added that they are touched and honored to receive the protocol document from the City; further mentioning that as stated previously, that from the 17th through the 23rd of September, that they are honored to acknowledge what our ancestors sacrificed their lives for-namely our freedom, liberty and the blessings from God, the greatness of this country, what it has become-adding that it warms the heart to see the children, and that she is proud to be here to receive this proclamation; further extending an invitation to the Commission and officials to join the Coral Gables Chapter of the Daughters of the American Revolution for an event in Key Largo]. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 City of Coral Gables Page 3 City Commission Meeting Minutes September 22, 2015 A.-3. 15-4324 Presentation honoring Commissioner Jeannett Slesnick, recipient of the Coral Gables Chapter of the Daughters of the American Revolution, 2015 "Community Service Award". Presented by Dorothy Thomson, Award Chairman. [Note for the Record: Former Mayor Dorothy Thomson prefaced her remarks by stating that she is the Chairperson of the Community Service Award, that is given each year by the Daughters of the American Revolution, noting that the viewing public just met the immediate past Regent, namely Lisa Chaffin; Pamela Cadman , the current Chaplain, was unable to be in attendance; further mentioning that the Community Service Award is a different kind of award, given each year by the Coral Gables Chapter, but usually it is given during the meeting of the DAR (i.e. second Tuesday of the month, which usually means that our City Commissioner cannot be in attendance; whereby former mayor Thomson stated that in order for Commissioner to be able to receive the award, her group is using the venue today to do so; further adding that the award to be given to Commissioner Jeannett Slesnick was voted upon prior to her being elected as City Commissioner, pointing out that the members of the DAR did not that she was going to run for public office; Commissioner Slesnick admits that she did know herself; further noting that this award is strictly from the community and that it is not a local award, but a national one that is given by the National Society of the Daughters of the American Revolution; and the purpose of this award is to recognize worthy individuals for unpaid voluntary achievement in cultural, educational, humanitarian, patriotism, historical, citizenship, or environmental-conservation endeavors. The recipient must have contributed to the community in an outstanding manner, and that Jeannett meets all of those criteria, everyone agrees, she added; further noting that Commissioner Slesnick is one of those driven individuals who have mastered the art of community service. In accepting this accolade, Commissioner Slesnick thanked the Daughters of the American Revolution was this recognition]. Robert Thomson [Note for the Record: City Manager Rivenbark requested of Human Resources Director Elsa Jaramillo-Velez and Police Chief Edward Hudak to approach the dais and present Police Officer Robert H. Thomson as the Officer of the Month for September 2015. Mrs. Jaramillo-Velez stated that Officer Thomson began his career with the City as a Police Officer in September of 1995 and later became a Police Officer in March. Officer Thomson received Honorable Mention for Officer of the Month in July of 1996, November 2002, June 2006 and May 2012; he was recipient of Officer of the Month September 1999 and October 2004; he was awarded Officer of the Year in 1999 and received the Employee Excellence Award in May of 2000, added Mrs. Jaramillo-Velez. The City thanks Robert Thomson for 20 years of loyal service. Police Chief Hudak informed the Commissioners that is fitting that we award this 20-year pin for the legacy of someone who has worked so well-noting that we have the Mayor’s, with the exception of one, who have been here, and Robbie is part of the tradition and legacy and commitment; further recalling that he remembers Robbie when he use to drive his mother’s orange Corvette and deliver pizzas while under the employ of Domino’s Pizza; observing that he has never lost his vigor, and his commitment to do what is right for the City of Coral Gables while serving as a police Officer; further pointing out that his mother and father still serve the City of Coral Gables. In accepting this accolade, Robbie stated that it is an honor and a privilege to have served 20 great years, and that he shares a lot of memories here: he was born and raised here; he use to ride his bicycle on Alphonso, etc. There are not too many police officers who can say that they were born and raised here and are now patrolling the streets that they once terrorized back in the day; pointing out that it has been a great run, that he is still here, and that he enjoys it]. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 City of Coral Gables Page 5 City Commission Meeting Minutes September 22, 2015 A.-5. 15-4302 Recognition of the Coral Gables Fire Department for receiving “Accreditation Status” from the Commission on Fire Accreditation International, awarded on August 26, 2015 in Atlanta, Georgia. Attachments: Cover Memo - Accreditation Status Recognition, Sept 2015 CFAI letter of recognition [Note for the Record: Following Mayor Cason’s reading of the title to Agenda Item A-5 into the public record, he called upon Fire Chief Mark Stolzenberg to present this item. Chief Stolzenberg prefaced his remarks by stating that he was pleased to be in attendance today, and referenced the lyrics from a contemporary rap song by saying that he did not mean to brag, and he did not mean to boast, but he will in acknowledging that Coral Gables Fire Department has been re-accredited by the commission on Fire Accreditation International; the latest re-accreditation serves as the City’s fifth successful re-accreditation, and that the Coral Gables Fire Department’s represents 1 of 19 departments in the country that holds both Class 1 Insurance Safety Office rating and Fire Accreditation; and only 1 in 5 in the State of Florida. Chief Stolzenberg briefly commented on the role of the Accreditation Manager, who is charged with the responsibility of developing the document, developing the SOP’s, preparing our response time, etc.; further introducing the staff that help with the accreditation process: Robert De la Rosa, Deputy Fire Chief, Robert Lowman, Division Fire Chief, Fire Marshall, Captain Acevedo, Gil Hernandez, Division Chief, in charge of the Operations Division, Alan Ruzzo, who runs the Professional Standards Division; further noting that without these core individuals, accreditation does not happen. Fire Chief Stolzenberg further articulated the timeline for said process-pointing out that in August, he went to Atlanta to present the departments’ self-assessment document. He further mentioned that one of the questions addressed was what made you institutionalize the accreditation process? We explained that the department took its standard coverage, but the fire fighters did not use it every day, adding that they put it onto the promotional exam, and now everyone knows what our standard coverage is, as well as forms part of our accreditation process. Chief Stolzenberg summed up his presentation by stating that he is proud to present this accreditation award to the City Commission, citizens of Coral Gables, and to the members of his department; further thanking the rest of the City departments who contributed to his departments’ achievement of its goal. Commissioner Lago inquired as to the number of full service cities have been able to attain this recognition?- whereby Fire Chief Stolzenberg stated 18 accredited agencies in the state of Florida have attained this recognition, and for those who are a Class 1 and accredited organization, there are 19 nationwide]. City of Coral Gables Page 6 City Commission Meeting Minutes September 22, 2015 This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 A.-6. 15-4239 Congratulations to Firefighter Xavier Jones, recipient of the City of Coral Gables "Firefighter of the Month Award," for the month of September, 2015. Attachments: Cover Memo - FF OF THE MONTH, Sept 2015 Notification Letter, FF of the Month, Sept 2015 [Note for the Record: Following Mayor Cason’s reading of the title to Agenda Item A-6 into the public record, Fire Chief Stolzenberg that there was a reason for his calling Firefighter Xavier Jones name last from the list of firefighters who were introduced as forming part of the certification team, he is one of the more interesting firefighter team members, adding that despite his youthful appearance, “X” as he is commonly referred to started with the department when he was 16 years old, not as a firefighter, but as a Fire Explorer; following the completion of the Firefighter Explorer post, he went to the Fire Academy following high school, and later to the state of Florida to obtain his paramedic certification; he was subsequently hired by the Fire Department of Daytona Beach, only to later come back to the city of Coral Gables in 2006; pointing out that they were happy to have him back to the Fire Department after he went full circle ; further adding that “X: became a valued member of their department, as he showed interest in the accreditation process; he showed interest in said process in 2009 after being reassigned to staff and learned the intricate parts of the Fire Department; further noting that as the reaccreditation process started to resurface, the Department looked for an experienced leader, and there again “X” stepped up and took a leadership role; further stating that willing to do the job unselfishly is one thing, however his youth appearance did not let him down, in that he had to be forceful and keep everyone on task; further noting that each time someone tries to do something on top of what one is already doing on a day-to-day basis, things get pushed aside; further mentioning that it was not uncommon that when most staff saw “X” in the hallway, they either shut the door, or went somewhere else, because they knew he was going to look for some of the documents and accreditation material. Chief Stolzenberg further informed the viewing public that Firefighter Xavier Jones was worthy of this recognition, and that his commitment to our department, and his willingness to take a leadership role; further adding that his work product emphasizes excellence, and that the department is fortunate to have him; summing up by saying that he just wanted to congratulate him for being selected, and commend him for the great job he did with the accreditation process, and mostly for being that right person. In accepting this accolade, Firefighter Xavier Jones thanked the Mayor, members of the City Commission and the City Manager for this opportunity; also thanking Fire City of Coral Gables Page 7 City Commission Meeting Minutes September 22, 2015 Chief Stolzenberg and Chief De la Rosa for entrusting to him the leadership role in furtherance of such a prestigious accomplishment; further saying that this is what Coral Gables stands for when it comes to exceptional services and professionalism]. DISCUSSION ITEMS Mayor Cason: Let’s start with Commissioner Slesnick for Discussion Items. Commissioner Slesnick: I’m fine. I don’t have anything today. Vice Mayor Quesada: Nothing. Mayor Cason: Commissioner Lago. Commissioner Lago: I just have two, well I have three items, and I’ll make them brief. One of them has to do with what we just voted on, which is going to be, in my opinion and I know the opinion of the rest of the Commission is probably one of the most important things that we can undertake over the next year due to the fact that we have so many issues in regards to traffic and public safety. I wanted to bring to the attention, City of Coral Gables Page 22 City Commission Meeting Minutes September 22, 2015 I know that Jessica and Glenn have been dealing with this and the City Manager has been dealing with this. I met with the residents of Algardi, Cantoria and Garcia and I know that some of you have received e-mails. They sent out, I have it here, a petition where I think it was like 60 or 70 residents and I’ve walked the actual neighborhood on two or three different occasions, and I had a discussion with the City Manager this past week, there are a lot of things that neighborhood needs, it needs a lot of attention. Especially since they are located on 57th Avenue and Bird Road, not only is it cut-through traffic, that’s just and afterthought. We are talking about beautification, trash; we are talking just people being considerate in regards to the fact that, that is part of the Gables. They have a component of commercial, which is right off 57th Avenue and Bird Road, which brings a lot of individuals who park illegally on the Coral Gables side, who run over the medians. There is an issue with signage there; it’s a little bit confusing. I want to make sure that as we move forward, we just voted 5-0 on the Traffic Master Plan, I want to make sure that these individuals with your support, don’t have to wait a year, two years for some minor relief in regards to their issue, and if you get a chance, I welcome you to go walk this area of the City. My father-in-law lives at 4205 Alhambra Circle, which is probably a block and-a-half away. I lived there for two years while my house was under construction, so I’m very, very familiar in reference to what’s going on in that neighborhood. At all times of the day, due to the fact that you have commercial located on 57th Avenue and Bird, so if you get a chance, I just want to highlight the fact that these residents are really clamoring for some sort of relief and hopefully we can bring them something and incorporate them into the Traffic Master Plan. Mayor Cason: And I had a visit from 8 or 9 neighbors on Milan that says the same thing…of 57th. Commissioner Lago: And Jessica made a very good point in reference to you don’t want to treat this piecemeal, we want to do this in a global scale, but I think that I’m just a little nervous about addressing this a year or a year and-a-half or two years from now. I think we may have to make some changes depending on what staff City of Coral Gables Page 23 City Commission Meeting Minutes September 22, 2015 recommends kind of alleviating a little bit of traffic and having people respect. For example, they don’t even have grass on any of the medians, it’s all destroyed and eaten away, that’s not Coral Gables. They don’t even have grass, they don’t have trees, it’s not beautified, it’s a tough situation. You don’t even have to walk the neighborhood, just drive by and you’ll see what I’m talking about. That’s the first issue. The second one, I welcome all of you; I know you received an invitation tomorrow from 7 to 7:30; we’ll be jumping on the trolley. Let me just give you a little bit of quick background on why we are doing it. Obviously, everybody here has ridden the trolley, I know that the Vice Mayor rides the trolley all the time, its right next to his home, but I wanted to bring awareness to the County and the City of Miami Commissioner who will be joining us. The whole point is to make a sustainable approach in regards to relieving as many cars off the street. So we are going to show them that Coral Gables has done our part. What I’m trying to push for is for the City of Miami to provide a trolley line, I think that’s the correct word, a trolley line down Grand so that there can be connectivity between the City of Coral Gables and the City of Miami. So it’s not only beneficial for our residents, but it’s beneficial for the residents just giving another option instead of having to get in their cars and alleviates congestion. So anybody at 7 o’clock, we are going to meet at 209 Grand Avenue Trolley Stop, we are going to have a 30 minute trolley ride, it’s going to show you the new trolley loop which rides through McFarlane-Homestead Historic District area. And the final issue which I brought up very briefly was, on October 22nd they’ll be having an event called Pause for a Cause at Fritz and Franz, where Fritz and Franz is donating 15 percent of all food and beverage will be going toward a cause, these non-for-profits, all the entrant tickets and all the raffle tickets. Pause for a Cause is an event that will host a multitude of non-for-profit organizations and volunteers that will come together to raise money for important causes within our community. It’s a one day event from 6 to 10 p.m. What I was asking for, if my Commission will support it, just to waive the fees in relation to this event for that one day, which I think would be very beneficial due to the simple fact that there are so many philanthropic organizations City of Coral Gables Page 24 City Commission Meeting Minutes September 22, 2015 that are going to benefit from that evenings event. Food for thought, speak with the City Manager, if we are all in line, I think it’s a worthy cause to support. Mayor Cason: And we do that from time to time. Commissioner Lago: I’m just leaving it up to - if you’d like to have a conversation with the City Manager and you agree, maybe we can support them with just alleviating the fee waiver. Mayor Cason: How much are the fees, do you have any idea? Commissioner Lago: That I do not know. I apologize. And I’m sorry, one more last thing, I apologize. I will be bringing forth, I’m working on a Styrofoam ordinance and a plastic bag ordinance. We are not the first City to do this, we are chasing a few other cities, but I just want to make you all aware that there are ordinances that already exist that basically eliminate not only the public sector use, but the private sector use of Styrofoam, which take over 100 years to decompose. I think that we should push in the direction, I’m asking staff to obtain a little bit more information in regards to what the financial impact of that would be to see if we can hopefully proffer a Styrofoam and a plastic bag ordinance for the City. Mayor Cason: Commissioner Keon. Commissioner Keon: I would like to have us talk about bring back this item, I-2 that we talked about with the placement of the solid waste assessment on the roll, on the tax rolls. In talking with the City Attorney, I think part of what the discussion with the county was that going forward after this, and I think we have talked about it is, placing our garbage fees on the tax roll going forward and I know that we give a reduction or something to residents if they pay it early or whatever, which we can still do, they can pay it early and it wouldn’t go on the tax rolls, but that we would like to be able to give him the authority to proffer this in settling this issue so that we can get this on the tax roll in time for now. Mayor Cason: I can support that because if you pay in advance like you do now you get a reduction, so you don’t have to go on the tax roll if you’ve already paid in advance, and it alleviates us from having to go collect that. City of Coral Gables Page 25 City Commission Meeting Minutes September 22, 2015 Commissioner Keon: Right. Commissioner Lago: Can I just ask one question from the City Manager, maybe someone on this Commission can provide that information. Why have we always had the garbage fee and the tax separately?- is there a reason behind that? City Manager Swanson-Rivenbark: I’m going to ask Diana Gomez to come up. Commissioner Lago: And are we the only municipality in the county that, again, I preface my statement, I’m not holding you to it, if you can get me the information I’d appreciate it. I haven’t heard of any other municipality that has that structure. Ms. Gomez: So I’m not sure how many other cities have it separate. I know for instance, City of Miami does have it as a special assessment on their Tax Bill. I can get the information as to what other cities how they do it. I believe the reason that we have never put it on the Tax Bill in the past was because we do offer a discounted fee for those who pay earlier?- so do you charge everybody the lesser fee?- do you charge everybody the higher fee?- do you do a mixed fee in between somewhere?- and so we never kind of got past that. I know it came up one time before I was here and that was what I got as the reasons why they never moved forward with it. However, in thinking about it, you could request that the fees, you could shift the schedule to allow that the early payments happen before the deadlines and then you can - because you have to get the tax roll to the Property Appraiser on September 15th so as long as you have enough time to get the information. Commissioner Lago: But if you do all that intricate property taxes… Mayor Cason: It gets paid. Commissioner Lago: It gets paid, number one. When you get your property tax bill it’s in November, correct? Ms. Gomez: November 1st. Commissioner Lago: November 1st - you are offered options which have a reduction in regards to the amount you are going to pay. If you pay on November 1st… Ms. Gomez: Right - 4 percent if you pay in the month of November; 3 percent in December; 2 percent in January and 1 percent in February. City of Coral Gables Page 26 City Commission Meeting Minutes September 22, 2015 Commissioner Lago: And the biggest issue too is, don’t forget your taxes are, you can deduct your taxes, so you have a larger portion… Ms. Gomez: I’m not sure if this special assessment… Commissioner Lago: If you own, again, if you own. Ms. Gomez: Right. Commissioner Lago: I’ve heard that from several residents. Commissioner Keon:…go into the tax rate and that’s apparently what they… Ms. Gomez: No. It’s a separate special assessment on the bottom of the Tax Bill just like the Fire Fee is now. So Property Taxes are one separate number and then the Fire Fee. City Attorney Leen: One point. What the County said in the discussion was, they’ve been proposing that we just reassess this next year, OK, and I told them I didn’t see the Commission doing that. I didn’t see us agreeing to that, I think we’d have to proceed with our lawsuit. So then the discussion, which there is no authority for it at this moment, but which I’m asking you to grant us authority if you think it’s in the best interest of the City, which is to do a broader settlement where we agree to place this on the Tax Bill next year, but for this year they agree to put this assessment on the Tax Bill and we hold them harmless for any claim that they receive that they’ve done that. We are the party placing the item on the Bill; they are just a ministerial officer. So in offering that to them, we are really not offering anything more than the law would require anyway, because we are the ones who are responsible for the assessment that we approved. Mayor Cason: I think it’s a great way to move this thing forward and we don’t have to that way go after year after year liens and all this sort of stuff. City Attorney Leen: One other issue, Section 54-185 of the Code, although it doesn’t have to be done immediately, would need to be amended to reflect what the Finance Director is saying. So what we would do is, we would change the date by which someone would have to pay to get the discount to an earlier date, such as August 1st, for example, I remember, it could be a different date. But what I would ask you to do City of Coral Gables Page 27 City Commission Meeting Minutes September 22, 2015 is give us authority, if we are going to do this, to agree to do that and then to come to you for ratification in an emergency ordinance, if any ordinance change and that could be after the fact. We could still agree to the settlement and then it would be… Mayor Cason: Do we need a resolution on this or just…? City Attorney Leen: Yes. It would be better to have a motion. Mayor Cason: Let me say one thing first. On the 29th of this month at 10 o’clock here, we are going to have Hal Oneness, who I think is the head of the Geology Department at the University of Miami, who some of us have heard before talking about the sea level rise that’s coming our way one of these days, and it will be televised and probably be an hour with some questions and answers for the audience, and it will be available for Coral Gables TV. In that regard I would recommend that you all, if you have a chance this is a really interesting book that the County asked me to take a look at. I read it; it’s one of the best summaries. It’s called High Tide on Main Street, Rising Sea Level and the Coming Coastal Crisis. It’s a good book. Vice Mayor Quesada: You sent us a chapter, did you not? City of Coral Gables Page 28 City Commission Meeting Minutes September 22, 2015 Mayor Cason: Just a piece of it. Commissioner Lago: An excerpt. Mayor Cason: It’s a good book to read. Vice Mayor Quesada: Can we make a request of Dr. Oneness, he’s great. I’ve had a chance to speak to him quite a few times. I think one of the first exhibits that the Museum had, Commissioner Slesnick, he presented, which was great. Whoever is going to be communicating with him from the City before he comes to present to us, can we ask him to give us specific recommendations of what we can be doing, because he is - so we have something concrete as far as what his thoughts are what we can be doing, what we should be doing, because a lot of times its very academic, and it’s great, but I would like to hear his perspective on… Mayor Cason: I’ll ask him to do that. Commissioner Keon: Cathy, the Manager and I met with FIU the School of Arts and Sciences with Dr. Mike Highhouse, who is the Dean of that area. I think they are the ones that did the exhibit at the Museum with FIU on the sea level rise, and they do a pretty significant program on all of the issues related to it. We met with them a month or so ago, and were talking about having a program that we would bring to the community on that, particularly with our coastal communities, and one of the things we asked for with that is because it’s through the university and their School of Government or whatever, is also under that school, is that we would look at public policy related to sea level rise also. It would be good if they do it too, but we’ve also asked that they would do that so we can look at policies that we may implement or we may champion regarding sea level rise in our communities. Commissioner Slesnick: Are you looking about including other communities around us? Commissioner Keon: Yes. We would invite anybody who wants to come. Commissioner Lago: I’m going to ask the City Manager to extend the invitation to other elected officials. Commissioner Keon: Yes, but FIU was very happy to do it for us. Commissioner Slesnick: And if we could publicize it a lot. City of Coral Gables Page 29 City Commission Meeting Minutes September 22, 2015 Commissioner Keon: We will. I think Naomi is working on it - Naomi is working on it to schedule it and we could hold it in a couple of different places, and if we held it in the coastal communities and then hold it maybe at the Youth Center or someplace close, in closer. Commissioner Slesnick: Someplace with a lot of parking. Commissioner Keon: Yes, where people can really look at it and we can look at the implications. And some of the things we were talking about, particularly in the coastal communities during storms or whatever, is sea level rise, is like the placement of transformers and all of these different things that FPL puts out that gets flooded and then knock out electricity to the whole area because they are too low and they are not waterproof… Mayor Cason: This will be on the scientific evidence and what’s happening and what can be - something done about it, and then I’ll be going to New Hampshire for this rising tides with 35 Mayors. Commissioner Keon: When is it? Mayor Cason: That’s something like the 23rd of October in New Hampshire, 25 coastal Mayors and I’ll come back and report on it. They are going to have the head of NASA there, the head of FEMA, quite a few, head of the Navy preparation for sea level rise, and then we can go into the specifics and what’s possible. Commissioner Keon: Right. Right. And so we were talking about planning something maybe for November, I think was the timeframe. We were looking at when people would be back, so we’ll have a full complement of our community and some of this other stuff too. Commissioner Lago: Can we make sure we publicize and also like what Commissioner Slesnick was mentioning, invite local elected officials. Just invite them, if they come they come, if they don’t at least we offered the ability to come for the event, for the symposium not this Friday, but the following.
