CONSENT AGENDA All items listed within this section entitled "Consent Agenda" are considered to be self-explanatory and are not expected to require additional review or discussion, unless a member of the City Commission or a citizen so requests, in which case, the item will be removed from the Consent Agenda and considered along with the regular order of business. Hearing no objections to the items listed under the "Consent Agenda", a vote on the adoption of the Consent Agenda will be taken. C.-1. 16-4881 A Resolution authorizing the acceptance and execution of a grant from the 2016 Edward Byrne Memorial Justice Assistance Grant Program, to purchase customized Complete Child ID Kits and Child Safety Wristbands for distribution by the Police Department as part of a child safety initiative; further authorizing an amendment to the Fiscal Year 2015-2016 Annual Budget, to recognize the $10,000 grant funds as revenue and to appropriate such funds to cover the grant expenditures. C.-2. 16-4892 A Resolution authorizing free parking for Participants (in Garage Four) and a waiver in the amount of $590, the cost of renting fifty-nine (59) parking spaces along Biltmore Way, for the "2016 Coral Gables Walk MS," scheduled for April 16, 2016. City of Coral Gables Page 2 Printed on 3/24/2016 City Commission Agenda March 29, 2016 C.-3. 16-4895 A Resolution accepting the recommendation of the Chief Procurement Officer to extend the Environmental Engineering Consultant Services continuing contracts with Hazen & Sawyer P.C., AECOM Technical Services, Inc., and CDM Smith, Inc., pursuant to Section 2-829 of the Procurement Code entitled, “Approval of Change Orders and Contract Modifications,” until June 30, 2016, until such time as the negotiations are complete and new contracts are executed, pursuant to the current RFQ process. C.-4. 16-4896 A Resolution accepting the recommendation of the Chief Procurement Officer, to extend the Architectural Consultant Services for continuing contracts with Stantec Consulting, Inc., AECOM Technical Services, Inc., Ferguson Glasgow Schuster Soto, Inc. (FGSS), and MC Harry & Associates, Inc., pursuant to Section 2-829 of the Procurement Code entitled, “Approval of Change Orders and Contract Modifications,” until June 30, 2016, or until such time as the negotiations are complete and new contracts are executed, pursuant to the current RFQ process. C.-5. 16-4897 A Resolution accepting the recommendation of the Chief Procurement Officer, to “piggyback” off of a contract from Miami-Dade County, FL with AUM Construction, Inc. for traffic signal improvements, pursuant to Section 2-978 of the Procurement Code entitled, “Use of Other Governmental Unit Contracts (Piggybacks)”. C.-6. 16-4899 A Resolution accepting the recommendation of the Chief Procurement Officer, to extend the contract with Witt O’Brien’s, LLC, formerly known as O’Brien’s Response Management, Inc., pursuant to Section 2-829 of the Procurement Code entitled “Approval of Change Orders and Contract Modifications,” to provide emergency management services until June 30, 2016, or until such time as a new contract is executed. C.-7. 16-4900 A Resolution accepting the recommendation of the Chief Procurement Officer, pursuant to Section 2-583 of the Procurement Code entitled, “Application of the Code” to waive the Procurement Code to lease eleven (11) 2016 FLHP Harley-Davidson motorcycles for the Coral Gables Police Department, from Peterson’s Harley-Davidson of Miami, LLC. 1. ORDINANCES ON SECOND READING E.-1. 16-4880 An Ordinance of the City Commission of Coral Gables, Florida, requiring permitees/owners to post “No Trespass” signs on construction sites, consistent with Sec. 810.09, F.S.; providing for enforcement; providing for a repealer provision, severability clause, and providing for an effective date. (Sponsored by Mayor Cason) E.-2. 15-4474 An Ordinance of the City Commission of Coral Gables, Florida providing for text amendments to the City of Coral Gables Official Zoning Code: Article 2, “Decision Making and Administrative Bodies”, Division 3. “Board of Architects”, Section 2-301, “Powers and Duties”; Section 2-302, “Membership, Terms; Vacancies; Removal”; and Section 2-303, “Meetings; Quorum; Required Vote”; Article 3 “Development Review”, Section 3-303, “Reconsideration of City Architect Administrative Determination” and Section 3-606, “Procedures for Appeals”, by updating the membership and certain procedures of the Board of Architects and requiring a conflict resolution meeting prior to a quasi-judicial hearing; providing for a repealer provision, severability clause, codification, and providing for an effective date. ORDINANCES ON FIRST READING E.-5. 16-4884 An Ordinance of the City of Coral Gables, Florida, prohibiting buttons and other encroachments in the public right-of-way without approval from the City, directing the City to remove such unauthorized buttons and other encroachments from the right-of-way, authorizing the City to bill the property owner for such removal as a special assessment, and providing for severability, repealer, codification, enforcement and providing for an effective date. (Sponsored by Mayor Cason) E.-6. 16-4910 An Ordinance of the City Commission of Coral Gables, Florida providing for text amendments to the City of Coral Gables Official Zoning Code by amending Article 3, “Development Review,” Division 2, “General Development Review Procedures,” Section 3-206, “Building site determination”; and, Article 8, “Definitions,” amending the requirements for applications for a building site separation and creating a definition for voluntary demolition; providing for a repealer provision, severability clause, codification, and providing for an effective date. A copy of the Ordinance is available in the Office of the City Clerk, City Hall. Any person, or persons, wishing to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, will require a verbatim record of the proceeding upon which the appeal is based. Interested persons should, therefore, take the necessary steps to ensure that a verbatim record of the proceedings is made which contains the testimony and evidence upon which the appeal is based. Any person making impertinent or slanderous remarks or who become boisterous while addressing the Commission, shall be barred from further audience before the Commission by the Chair, unless permission to continue or again address the Commission is granted by the majority vote of the Commission Members present . Clapping, applauding, heckling or verbal outbursts or any remarks in support or opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in Commission Chambers.
