PLEDGE OF ALLEGIANCE Mayor Jim Cason led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 16-5457 The City of Coral Gables, in concert with the Coral Gables Community Foundation, honor Caffe Abbracci, Pascal’s on Ponce, and Titanic Restaurant and Brewery with the Coral Cube Award, as enduring Coral Gables restaurants which have become landmarks in their own respect. [Note for the Record: Following Mayor Cason’s reading the title to Agenda Item 1(i.e. The City of Coral Gables, in concert with the Coral Gables Community Foundation, honor Cafe Abbracci, Pascal’s on Ponce, and Titanic Restaurant and Brewery with the Coral Cube Award, as enduring Coral Gables restaurants, which have become landmarks in their own respect), Vice Mayor Quesada stated that we have been giving this award to our signature restaurants for the last six months and they are the reason why people love to dine in Downtown Coral Gables, and the Commission felt we could do more to recognize our restaurants, so we created the Coral Cube Award. Vice Mayor Quesada said we will be giving out three Coral Cube Awards today. Vice Mayor Quesada announced that the first award is being given to Pascal’s on Ponce, which he stated has been in Coral Gables for 16 years, where families have major family events, such as anniversaries, graduation parties, baptisms, and birthday parties, and is the best French restaurant in town. Vice Mayor Quesada stated the next award goes to Café Abbracci. Commissioner Slesnick came forward to introduce the owner of Caffe Abbracci, Nino Pernetti, saying that Caffe Abbracci has been in business for 26 years, with an excellent staff and owner who remembers all of its customer names, and is one of the best City of Coral Gables Page 1 City Commission Meeting Minutes October 25, 2016 restaurants in Coral Gables. Nino Pernetti said Coral Gables has become a Metropolis, and is the capital of Miami for restaurants and we have the best City Hall, Mayor, Commissioners and City Manager and he will be here another 30 years. Vice Mayor Quesada then introduced third Coral Cube Award winner, Kevin Rusk, of Titanic Restaurant, saying the restaurant has been open for 20 years, has the best meatloaf in town and has a great mix of customer, college students, families, and date night. He said Titanic has been a great restaurant, and we are glad to have you in our City and we hope you are here another 20 years]. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-2. 16-5442 Presentaion of a Proclamation, declaring October 25, 2016 as "The Villagers, Inc. Day" in Coral Gables. [Note for the Record: Following Mayor Cason’s reading the title to Agenda Item 2 (i.e. Presentation of a Proclamation, declaring October 25, 2016 as "The Villagers, Inc. Day" in Coral Gables), Commissioner Keon came forward to present the proclamation, and said that the Villagers have done so much work in Miami-Dade County, that you can’t praise all of the work that they have done. Commissioner Keon asked City Attorney Craig Leen to help present the proclamation, adding that he is one of only three male members of the Villagers. City Attorney Leen said it was great to receive this proclamation with the Villagers and recounted how he became a member of the Villagers. City Attorney Leen stated that if there is something that is historic, the Villagers are there to preserve it, and that we are lucky to have this important organization in Coral Gables. Commissioner Keon asked the members of the Villagers to come forward to the dais to accept the proclamation. A representative of the Villagers thanked the City for this honor on behalf of past and present members, and said that we are very proud of our accomplishments over the last 50 years of raising over a million dollars for preservation and scholarship, and for this our 50th anniversary of 50 years of saving places]. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 City of Coral Gables Page 2 City Commission Meeting Minutes October 25, 2016 A.-3. 16-5441 Presentation from the American Cancer Society recapping the recent "Relay for Life" event in Coral Gables. [Note for the Record: Following Mayor Cason’s reading the title to Agenda Item 3 (i.e. Presentation from the American Cancer Society recapping the recent "Relay for Life" event in Coral Gables), Mr. Damian Morgan of the American Cancer Society Relay came forward to the dais and stated that the Relay in the City of Coral Gables was the most successful Relay in Miami-Dade County. Mr. Morgan further stated that in Coral Gables there were 400 participants, there were 30 cancer survivors from Coral Gables that came to the Relay and there were many teams, and said that none of that would have been possible without Commissioner Slesnick. Mr. Morgan noted her overall dedication, and that he has never seen someone “jump in head first” as a volunteer for the Relay like Commissioner Slesnick. Mr. Morgan then presented an award from the Cancer Society to Commissioner Slesnick on her effort for the Coral Gables Relay]. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 A.-4. 16-5440 Congratulations to the Office of Public Affairs and Coral Gables Television, recipients of an Award of Excellence for Best Use of Facebook. The award was presented in September by the City-County Communications and Marketing Association (3CMA), an organization of more than 700 professional public communicators and marketers from all over the nation. Note for the Record: Following Mayor Cason’s reading the title to Agenda Item 4 (i.e. Congratulations to the Office of Public Affairs and Coral Gables Television, recipients of an Award of Excellence for Best Use of Facebook. The award was presented in September by the City-County Communications and Marketing Association (3CMA), an organization of more than 700 professional public communicators and marketers from all over the nation), City Manager Cathy Swanson-Rivenbark said that we are so proud of the Communication’s Office and CGTV. She further stated that she was proud, because of the “State of the City”, the different U-Tube and reporting that we do, and to think that we won a national recognition for Facebook when we are “nubies” to the process, and we are going to bring Maria Rosa Higgins-Fallon and her entire team up for their tremendous work in getting the word out with Facebook and other social media in a City that had never done it before. Public Affairs Manager Higgins-Fallon said we are very proud bringing the “Award of Excellence for Best Use of Facebook”, which is a national award given by ICMA (City County Communications Marketing Association). She further stated that this Award is very special to the Communications Office and CGTV as we are “nubies”, and we needed to step it up to attract more viewers and City of Coral Gables Page 3 City Commission Meeting Minutes October 25, 2016 increase our audience. Cristyn Guzman, PT on camera Talent/Reporter of CGTV said in October of last year we had 389 likes of the City’s Facebook page, and a year later our Facebook page had 4,210 likes for an increase of about 1,000 percent and the number is growing; are Facebook videos and postings are being seen by the thousands each week. Brianna Moles, Producer/Writer of CGTV said social media has forever changed the way we communicate, and now people are turning to their mobile devises and their “apps” for their news, entertainment, and light event coverage, and this is why the City is strengthening their presence by streaming on Facebook live, which provide on-the-go instant access of the best City moments when they happen. Mike Biana, Producer/Reporter of CGTV said the Facebook has grown exponentially, and we want to find new and different ways to get the community involved, so today for the "Great Pumpkin Challenge of 2016," we have uploaded the pictures of the pumpkins, so that the residents and Facebook likers can like each individual pumpkin, and then we can show which is their favorite. Diana Rocha, Producer/Editor of CGTV introduced the City’s new social media campaign to promote our City Beautiful, by showing our many beautiful places to see and our many activities. Diana introduced Raggedy Anne and Raggedy Andy, the two iconic figures that are being displayed at the Coral Gables Library, who through their adventures will promote Coral Gables. Diana then introduced the new video, which will be used in the social media campaign]. Assistant HR Director Karla Green introduced the October Employee Month, Grethel Salas of the City Clerk’s Office stating that she began her career in March 2006 as Part-Time Information Technology Programmer with the IT Department, and then was promoted in January 2008 to a full-time position as an Information System Specialist, and in October, 2008 she was selected for the first time as the Employee-of-the-Month, and Grethel has recently joined the City Clerk’s City of Coral Gables Page 4 City Commission Meeting Minutes October 25, 2016 team and her hard work and dedication as the Senior Administrative Analyst has paid off by her being selected as the Employee of the Month for October, 2016. Assistant Director Green congratulated Grethel on this well-deserved honor and asked everyone to watch the video about Grethel. After the video, October, 2016 Employee of the Month, Grethel Salas stated that she was honored and humbled by this recognition and thanked the members of her team, naming the individual team members, and especially thanked her boss City Clerk, Walter Foeman for giving her the opportunity to work on this team, his support and kind words expressed during the video]. DISCUSSION ITEMS Mayor Cason: Let’s start with Commissioner Slesnick. Commissioner Slesnick: Well, I just wanted to compliment John, I already did. I was surprised to go by the library yesterday and see the huge crowds, it’s on the front page of the Herald today, our Coral Gables Library, by lunchtime they’ve already had 1,000 people voting, so we have a great facility there and I’m very pleased that so many people are taking the opportunity to come out and vote early; and last but not least, if you have not been, the Mayor and I attended the opening of Actor’s Playhouse. Mayor Cason: Fabulous. Commissioner Slesnick: “Million Dollar Quartet” it is one of the best plays ever about the four rock and rollers, Elvis Presley, Johnny Cash… Mayor Cason: Johnny Cash and Jerry E. Lewis and Elvis and Perkins. I’ve never seen the audience so excited, they went on for an hour or so afterwards, dancing. It really is a wonderful production; it’s going to on… Commissioner Slesnick: It’s going to run; they think it’s going to run through the holidays because word of mouth is going to make you want to attend. You’ve got to see it, “Million Dollar Quartet” at Actor’s Playhouse. Vice Mayor Quesada: Just one quick thing. There was an article that came out in the Herald the other day related to Solar Amendment, did you guys read it? Mayor Cason: Yes - very good. Commissioner Slesnick: Yes. Vice Mayor Quesada: Related to its recording and FPL and all that. OK. I just wanted to make sure you guys had read that. City of Coral Gables Page 25 City Commission Meeting Minutes October 25, 2016 Mayor Cason: Explanation of what this is all about and who is supporting what which was in E-NEWS. City Manager Swanson-Rivenbark: It was also in this Thursday’s Miami Herald. Mayor Cason: The Miami Herald. Commissioner Lago: I want to mention that because not only was it in the Herald, they also had an article in the Sun Sentinel and they also had an article in Forbes, we made Forbes Magazine, that’s pretty incredible; and one of the main points in the article was, how can we call ourselves the Sunshine State and then try to pass this type of legislation. So I thought it was very… Mayor Cason: I think the important thing is for those who haven’t voted, it’s very confusing, people not quite sure what it means. Take a look at what we’ve said, because we’ve tried to be neutral, we haven’t been neutral, but we have explained carefully who supports it and what it’s really all about. Commissioner Lago: And what’s in the best interest of the future, not only South Florida but the entire State. Mayor Cason: Your turn. Commissioner Lago: I just wanted to - I had the pleasure this weekend to attend the Pumpkin Patch event at Pittman Park. I took my wife and my two daughters and it was a spectacular time. I want to commend the City Manager and Mr. Betancourt and all of staff who put it together. I know CGTV was there. It was an incredible experience. There was probably when I was there for about an hour, a few hundred people, Coral Gables Fire Department was there, the Police Department. Like I mentioned to Javi, this is very representational to what the City of Coral Gables is all about. We are about family; we are about that hometown feel in a very sophisticated City. So it was spectacular. You had kids doing face painting, you had pumpkins being sold for at cost, I don’t think we made any money on a $5.00 pumpkin. You had some of the vendors from Giralda, which was beneficial to them, because we are a stone’s throw away from Giralda, while construction was going on, on a Saturday. So I wanted to commend staff for doing an incredible job; and like Commissioner Slesnick mentioned, make sure you go out and vote. I’m not sure if they are going to City of Coral Gables Page 26 City Commission Meeting Minutes October 25, 2016 be open on Sundays yet. Commissioner Slesnick: They are. Every day through Sunday before Election. Commissioner Lago: I was hoping to go after, but now that you tell me there are 1,000 people that voted in one day. Commissioner Slesnick: An hour long line. Go 7 in the morning. Commissioner Lago: Make sure you go out and vote that’s the most important thing. Mayor Cason: Commissioner Keon. Commissioner Keon: I’d like to thank Public Works for their work on the crosswalks all over related to Ingraham Park. Thank you very much. They really connect the park now to all of the surrounding neighborhoods. Thank you. Mayor Cason: And I just wanted to thank Coral Gables Television for that wonderful production of what we’ve all accomplished in the last five and-a-half years, and recommend I have that we use that and maybe add in some of the things on the cultural side of the City that we used in…China 4-5 years ago, to make a presentation on “Here’s Coral Gables” that can be given to realtors, given to people who move into town and want to know, why should I move into Coral Gables and not Pinecrest or some other place, and make that a very concentrated “Here’s Coral Gables” because I think all the elements are there to make it really great and it was a wonderful production. City Manager Swanson-Rivenbark: And Mr. Mayor we’ve had a lot of requests for them, so we are making copies of the CD, it’s also on YouTube, but we’ll help pass the word out; and before you adjourn the meeting, if CGTV is paying attention, if they can put on the Pumpkin Patch that Commissioner Lago talked about. City Manager Swanson-Rivenbark: Well Economic Development, Parks and Rec, a lot of departments worked hard on it, but we really appreciated Javier, the “Farmer” coming forward and making it all happen; and as you conclude you have just like last year with your First Annual Pumpkin Challenge, you have your Second Annual and we need you to vote and we have prizes for the top three, and if you pay attention the creativity of our employees amazing. A copy of the Ordinance is available in the Office of the City Clerk, City Hall. Any person, or persons, wishing to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, will require a verbatim record of the proceeding upon which the appeal is based. Interested persons should, therefore, take the necessary steps to ensure that a verbatim record of the proceedings is made which contains the testimony and evidence upon which the appeal is based. Any person making impertinent or slanderous remarks or who become boisterous while addressing the Commission, shall be barred from further audience before the Commission by the Chair, unless permission to continue or again address the Commission is granted by the majority vote of the Commission Members present . Clapping, applauding, heckling or verbal outbursts or any remarks in support or opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in Commission Chambers.
