PLEDGE OF ALLEGIANCE City Attorney Miriam Ramos led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 18-7871 Presentation of a certificate by AARP designating the City of Coral Gables as an "Age-Friendly Community." [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 1 (i.e. Presentation of a certificate by A.A.R.P. designating the City of Coral Gables as an "Age-Friendly Community”), Mayor Valdez-Fauli called up Victoria Funes of A.A.R.P. Florida to the podium to make the presentation. Ms. Funes stated it was her pleasure to present this Certificate to the City of Coral Gables, accepting them in the network of age friendly communities, which is part of the World Health Organization’s Network of Age Friendly Communities worldwide. Ms. Funes further stated she loves what Coral Gables is, adding she doesn’t live here, but she lives nearby and plays and works in the City a lot. Ms. Funes stated we are looking forward to the next 5-years trying to make Coral Gables even more friendly for all ages, if that is even possible. Ms. Funes thanked the Mayor and Commissioner for having her here this morning and gave her congratulations to the City of Coral Gables for receiving the “Age Friendly Community” Certificate. City of Coral Gables Page 1 City Commission Meeting Minutes September 25, 2018 Adult Activities Supervisor Fabien Desrouleaux stated we are really proud to be here, this is a very big step for us, we are very happy to be designated as an “Age Friendly Community”, and we look forward to the next 5-years, as Ms. Funes mentioned, improving more and more every day. Adult Activities Supervisor Desrouleaux thanked the Mayor for this opportunity and added we will continue to make you proud. Adult Activities Supervisor Desrouleaux stated that coming up next week on October 5th, we have our Art Show where all of our local artists bring out their best work, and on October 24th we have our Annual Health Fair that is open to everybody, so please stop by our Adult Activity Center for a great event. Mayor Valdez-Fauli stated he went last year to the Art Show and it was a great show and asked to have a picture taken]. This Presentation/Protocol Document was Discussed and Filed City Clerk Item No. 1 A.-2. 18-7810 Congratulations to Sergeant Janesse Soto, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of July, 2018 Attachments: NOMINATION - Officer of the Month - Soto July COMMISSION COVER MEMO - OFFICER OF THE MONTH JULY 2018 [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 2 (i.e. Congratulations to Sergeant Janesse Soto, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of July, 2018), Mayor Valdez-Fauli called up Chief Hudak to the podium to make the presentation. Chief Hudak asked Sergeant Koppel who was the nominator to come to the podium to present the “Officer of the Month Award”, and stated we have an ongoing saying in the Police Department that there is one phrase that is not acceptable, “it’s not my job”. Chief Hudak further stated that Sergeant Soto’s action on this as well as her body of work during her career, and this is not her first time at this podium, exemplifies exactly the opposite of “it’s not my job”. Sergeant Koppel stated he is here to present the “Officer of the Month Award” to Sergeant Janesse Soto, who he is very happy to nominate and proud to work with. Sergeant Koppel further stated that on Saturday, July 14, 2018 at approximately 2:30 am, Sergeant Soto was driving her marked patrol vehicle through a residential area, when she observed a suspicious male and suspicious female standing in the middle of the Street in the 3900 Block of Harlano. Sergeant Koppel stated she observed one suspect that appeared to be standing on a skateboard, the other suspect had an City of Coral Gables Page 2 City Commission Meeting Minutes September 25, 2018 illuminated object in her hand, she immediately advised the dispatcher what she observed and requested additional units. Sergeant Koppel stated that Sergeant Soto took her patrol vehicle and went around the block and surprised them by coming down the north side of Harlano, and they immediately took evasive action and started hiding in nearby shrubs in front of a residence, and were walking briskly away from Sergeant Soto, who got out of her vehicle yelled at them to stop and they finally did comply. Sergeant Koppel stated she subsequently read them their Miranda Rights and they waived their right to remain silent and they started talking to Sergeant Soto, and she has a lot of interview and interrogation skills that he has learned are very valuable. Sergeant Koppel stated she was able to extract their confessions, because they had initially stuck to their story that they were visiting a friend nearby and had taken an UBER and they decided to get out just before they got to the friend’s house, and they were going to walk the rest of the way and they were sticking to that story. Sergeant Koppel further stated that the female subject provided a false date of birth, because she was a juvenile, and eventually Sergeant Soto was able to extract confessions from both of these individuals who she subsequently arrested and who were taken off the street. Sergeant Koppel stated we are very proud that Sergeant Soto is the “Officer of the Month” for July 2018 and he is happy to work with her, and adding his congratulations. Sergeant Soto stated she works with a great group of people, Sergeant Koppel being one of them, adding to be nominated for “Officer of the Month” means that he took time out of his busy schedule supervising his people to nominate her, so thank you for that and it shows great leadership qualities in you as well. Sergeant Soto thanked the command staff who has always allowed me to work and they take the brunt of everything, the politics, and they let me do my job, and that is important because she loves her job. Sergeant Soto further stated our job is a thankless job, when we go out there we are dealing with people at their worst, so this means a lot to myself and to the police officers she works with, because this shows us that the City and the citizens in the City care about what we do, so thank you again. HR Director Green stated it was her pleasure to recognize the September 2018 “Employee of the Month”, John Kevin Ray of the Development Services Department. HR Director Green further stated that Kevin Ray has worked for the City the past 23 years with the majority of time as a Plans Processor, in addition to not only performing his day to day functions, Kevin is known for his outstanding work as a key departmental representative of the Emergency Operations Center during hurricane season. HR Director Green stated during Hurricane Irma, Kevin’s extensive knowledge was indispensable as he served to train other municipalities on the new real time damage assessment software. HR Green added that during the Hurricane Irma storm event, Kevin’s dedication to getting the job done has served as an example for our employees and even other agencies Countywide of what a world class service really means. HR Director Green stated for these reasons and many others, and for his dedication she would like to congratulate John Kevin Ray for having been selected as the “Employee of the Month” for September, 2018. A video tape was then played showing Kevin’s work regimen. HR Director Green and Development Director Suramy Cabrera presented the “Employee of the Month” Award for September, 2018 to John Kevin Ray and adding their congratulations to him. DISCUSSION ITEMS City Attorney Ramos: I would like to announce for the record, as I stated earlier, the Executive Session is being postponed until a later time. However there was an error made in the title, Vice Mayor Quesada is recused from this item, has been from the inception, has never participated and is being corrected to remove him from that title. He will not be participating. Mayor Valdes-Fauli: We are having an Executive Session? City Attorney Ramos: We are not. We are postponing it to a later date. Sorry to disappoint. Commissioner Keon: On the item relating to Garage 1, is that supposed to come back? City Attorney Ramos: I believe it will be at the next meeting, but all I got was a text message saying that they were not ready today. Commissioner Keon: OK. City Attorney Ramos: I suspect they will be in two weeks. Commissioner Lago: You have a comment? Commissioner Keon: I would like for us to have a Sunshine meeting again, to meet with staff. Commissioner Keon: Again - before it comes back to the Commission, because I’d like to know all of their input before. I want all of the information I need on that Friday before, so I can make a very informed decision on that Tuesday. Commissioner Lago: And, I’d also like to thank Commissioner Keon for putting together the Sunshine meeting before. I attended. It was very informative. I think Mr. Trias did an exceptional job in bringing a lot of the issues to light. I requested that he go through the Manager, send all the work that he did over the weekend to make sure that it got all to my colleagues on the Commission, because it was very, very appropriate. His diagrams, all the information that he provided, because it really gave you a sense of the scope and the size and the magnitude of the project. I would just like to put one last thing on the record. I want to lay this to rest at the next Commission meeting. This has been dragging on for way too long. Either we approve this project or we don’t approve this project. But, it’s gotten to the point where it’s taking up a lot of staff’s time, a lot of resources, and I think that we need to move on, because there are a lot of other issues that I think are just as important as these projects. Mayor Valdes-Fauli: Thank you Commissioner. City Attorney Ramos: I’d like to know Commissioner Lago, as of last night the plan changed again, so we are looking at something new. Commissioner Lago: And I think it’s appropriate that it didn’t come before us, because I think staff didn’t have an opportunity to review it and I did not want to see and I told Peter when we met, I think at 5 o’clock yesterday evening, under no circumstances that I want to see this come before the Commission when staff hasn’t been able to give us their up or down in regards to this project or seen the fine points. It has to go through that, it has to through Ramon, it has to go through everybody that’s involved. Kevin has to really vet the project, I need to understand and feel comfortable when we are going to make this decision. Commissioner Mena: But to Commissioner Keon’s point, and I think your point, now that there is this new proposal, which I think was made in response to some of the things that were stated at the last meeting. I don’t want to have another workshop until everybody’s reviewed it… City of Coral Gables Page 18 City Commission Meeting Minutes September 25, 2018 Commissioner Keon: I don’t want another workshop. Commissioner Mena: …vetted it. Commissioner Keon: I don’t want another workshop. City Attorney Ramos: I don’t think she’s asking for a workshop. I think she is just going to have a Sunshine meeting. Commissioner Keon: A Sunshine meeting, so I have all of the information that I need. City Attorney Ramos: A meeting that’s noticed and anybody who wants to come, you all can come, but it’s with staff. Commissioner Keon: It’s with staff. Commissioner Lago: And by the way, and I want to make a point, excuse me Commissioner Keon, this is worth noting. The City Attorney just mentioned that anyone can attend. We did have two individuals from the public attend this meeting, and they came and they gave their voice or opinions. Commissioner Keon: Well they just asked some questions, they are writing about it. Commissioner Lago: They asked questions about the project, they voiced their opinions and perfectly fine. It was a Sunshine meeting. Commissioner Mena: So all the meetings were noticed though, right? Commissioner Lago: I know. City Attorney Ramos: But it’s not a formal workshop where, at least I don’t believe that that’s what… Commissioner Keon: No. We sat around the conference table and talked about it and Keith Kleiman was there and talked about our ability to finance the garage and gave us all the information, everything, whatever. So it was very, very informal. Mayor Valdes-Fauli: Thank you very much. City Attorney Ramos: Mr. Mayor before you break, would you like to come back at 1:30 (p.m.) to vote on the resolution for the City Manager, or would you like to leave that for some other time? Commissioner Keon: Can we do that like at 4:30 (p.m.) before… City Attorney Ramos: We can do it at 4:30 (p.m.) or 4:45 (p.m.) right before the budget meeting.
