PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 18-8085 Presentation of a $3,107.21 donation from the City of Coral Gables to the Coral Gables Community Foundation collected during the “Pumpkin Patch at Pittman Park,” and benefitting the Coral Gables Prep Academy’s Eagles Nest Fund for purchasing laptops and mobile laptop carts. [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 1 (i.e. Presentation of a $3,107.21 donation from the City of Coral Gables to the Coral Gables Community Foundation collected during the “Pumpkin Patch at Pittman Park,” and benefitting the Coral Gables Prep Academy’s Eagles Nest Fund, for purchasing laptops and mobile laptop carts), Mayor Valdez-Fauli asked representatives of the Eagles Nest Fund to come forward. Economic Development Director Pamela Fuertes stated it was a pleasure to be present on behalf of the Economic Development Department; further adding that in the spirit of giving, it was her pleasure to present this check of $3,107.21 to the Coral Gables Prep Academy’s Eagles Nest Fund, and this is third year that the City of Coral Gables hosted the “Pumpkin Patch at Pittman Park”. Economic Development Director Fuertes further stated, we would like to thank all of you, colleagues as well as residents and businesses who attended and helped to make this a very special day, Economic Development Director Fuertes stated that all the proceeds from the sale of City of Coral Gables Page 1 City Commission Meeting Minutes November 13, 2018 the pumpkins will be donated to the Coral Gables Community Foundation, who is ably represented this morning by its chair and executive director. Economic Development Director Fuertes stated we would like to take the opportunity to officially present the check to the “Eagles Nest Fund”; and we would like to call up Sandy Demitri, Vice President, Tiffany Betancourt, Treasurer, Nancy Quintana, and Luciana Gonzalez for the presentation. Economic Development Director Fuertes mentioned special thanks to Parks and Recreation for its exceptional teamwork in collaborating with her department in doing this fantastic program; also giving special thanks to Public Service for helping us set up the patch, adding a very special thanks to the teenagers from the Coral Gables Police Athletic League who volunteered to help customers carry their pumpkins. Economic Development Director Fuertes asked the Mayor, City Commissioners and City Manager to join them in the official presentation. Community Foundation Chair Jack Lowell stated that the Community Foundation’s partnership with the City has never been stronger, and he wants to thank the staff and he really wants to thank Mary Snow our Executive Director, who is his secret weapon and she and the Mayor came up with the Umbrella Sky Project, it was the City’s money and our idea, so it was a great combination. [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 2 (i.e. Presentation of a Proclamation declaring November 15, 2018 as "America Recycles Day in Coral Gables"), Mayor Valdez-Fauli read and presented the Proclamation to Senior Sustainability Analyst Matt Anderson, Assistant Director of Public Works for Sanitation Alberto Zamora, and Landscape Services Division Chief Brook Dannemiller. Senior Sustainability Analyst Anderson stated he wanted to take this opportunity to recognize staff that are out there every day, hard at work, collecting waste and recycling from the residents. Senior Sustainability Analyst Anderson further stated, he would like to take the opportunity to invite everyone to our next household hazardous waste collection event taking place this Saturday from 9 a.m. until 12 a.m. in the City Hall parking lot, and recognize our Police Department for their partnership in that event, and encouraging everyone to come out.] City of Coral Gables Page 2 City Commission Meeting Minutes November 13, 2018 This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 A.-3. 18-7998 Presentation of a Proclamation declaring November 24, 2018 as "Small Business Saturday" in Coral Gables. CEO and President Trowbridge stated this is our 8th year of participating with American Express in working closely with them to produce “Small Business Saturday”. Mr. Trowbridge thanked all of the businesses, merchants, and local retailers, who make that day incredibly special. Mr. Trowbridge further stated for those of you who like to get out and shop on Thanksgiving and Black Friday, this is the perfect way to honor your local businesses and say thank you to your neighbors and friends who help make life much easier; adding he agrees with the Mayor that every day in our community is really about our small businesses, they are really the backbone and job creators, not only in Coral Gables, but around our community, great state and great nation. Mr. Trowbridge stated he is joined today by Zack Evangelista, who is the Chair of our Small Business Community, he is with Ser and Associates, and he is doing a great job of leading our efforts on this front. Chief de la Rosa stated humorously that Chief Hudak said he had to go first, further stating as he has said often when he stands before the Commission that he believes that our motto “Committed to our Community”, which most often goes beyond the confines of the City of Coral Gables, and as we stand up here together, this is a shining example of that, whenever a community needs help the men and women of the City of Coral Gables are there to help. Chief de la Rosa further stated the first 2 individuals that he would like to recognize are Lieutenant Christian Garcia and Firefighter/Paramedic David Vargas, who could not be present; they were part of a FEMA USAR team that deployed to Hurricane Florence in the Carolina’s. Chief de la Rosa stated, while they were there they took on challenges that were non-traditional to the Fire Department, they helped create shelters, they did swift-water rescues, and they helped communities prepare for the flooding they were going to get. Chief de la Rosa added they were there for one of the longest Urban Search and Rescue (USAR) deployments, 22 days; and Firefighter Vargas was home for 2 days and went back, so they were gone for a very long time and they did leave an indelible impact on the Carolinas and represented the State of Florida and the City of Coral Gables well. Chief de la Rosa congratulated Lieutenant Garcia on this special recognition. Chief de la Rosa stated the other 2 firefighters went to Hurricane Michael in the Panhandle, and they went as part of the Firefighter contingency along with the Police Department, again they took on whatever needed to be done, whether it was helping City of Coral Gables Page 4 City Commission Meeting Minutes November 13, 2018 the Police Officers tarping roofs or handing out supplies, and not one would think would be the normal responsibilities of a firefighter or for a police officer, and they represented the City exceptionally well, that is Captain Brian Shaw and Driver Christopher Butler. Chief de la Rosa presented special recognitions to Captain Shaw and Driver Butler. Chief Edward Hudak stated that what the Fire Chief failed to tell the public when Hurricane Michael started Chief de la Rosa reported to the EOC and helped run the EOC for the State of Florida before, during and after the storm, and adding humorously that it his pleasure at times to work next to the Fire Chief, while stating his excellence in what he does is far as getting the City ready does bring back to the City the ability to handle anything that may come our way as far as natural or man-made disasters. Chief Hudak further stated as the Chief touched upon as well we set up a deployment to the area of the Panhandle, specifically Panama City, these officers and the 2 firefighters left their families for a week, slept in tents worked both the Midnight and day shifts to supplement some of the officers who lost everything in that area. Chief Hudak further stated it is truly an honor to be their Chief, he wants to acknowledge the City Manager for allowing his department to run on all cylinders here, along with allowing his department to take our efforts up there; we are not done, we will head back again with another contingent of volunteers in December, and we will go back and spell them again. Chief Hudak had the following officers come up for recognition, the detail was led by Sergeant Antonio Aleman, Sergeant Guido Antezana and Sergeant Maurice Sikes, Officer Chris Hernandez, Officer Steven Perez, Officer Lauren Garcia, Officer Wilfredo Diaz, Officer Cristino Perez, Officer Jim Banks, Officer Alexander Toledo, Officer Kristen Seegers Sears, and Officer Jecabseel Nunez. Chief Hudak stated these men and women left their families for a week, literally slept in tents in the worst conditions and they made sure that the officers and families along with the 2 firefighters, who went along both for our safety and for those around and what we see in California, we know what natural disasters and human terror can do, these officers and firefighters exemplify what the employees of Coral Gables do every day, and he couldn’t be prouder, thank you men and women for going there for us. Chief de la Rosa told a story, wherein back in 1988, there was a young paramedic student that had to do his ride time with a certain fire department to get his Paramedic Certification, the welcome he received at that Fire Station was less than stellar and as a result he never applied there, that to him was the first impression of a fire department. Chief de la Rosa further stated he recognizes Firefighter/Paramedic Milito, because he was recognized by his peers for his positive attitude and the exceptional example that he shows all the paramedic students that ride with us. Chief de la Rosa stated that to me this is the first impression of a potential future candidate that’s going to be working with us, it’s leading by example, it’s helping a paramedic candidate that basically wants to do for a living. Chief de la Rosa stated the fact that he showed that exceptional example and was recognized by his peers is why he is the “Firefighter of the Month” for August. Chief de la Rosa presented the “Firefighter of the Month Award” for August, 2018 to Firefighter/Paramedic Milito. Firefighter/Paramedic Milito thanked Mayor Valdez-Fauli and the City Commission and Chief de la Rosa for continuing to support the ALS Team and its crew, that team, that team helps the Fire Department get new knowledge, new scenarios and new techniques, to bring it back home, not only to the City of Coral Gables, but these candidates who are attempting to become paramedics are the future, hopefully for the City as well.] This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 City of Coral Gables Page 6 City Commission Meeting Minutes November 13, 2018 A.-6. 18-8077 Congratulations to Firefighter Derek Robles, recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of September 2018. Chief de la Rosa stated in a similar fashion in regard to leading by example, he then asked Firefighter Robles to come to the podium. Chief de la Rosa further stated that several years ago, the Department looked at revamping and enhancing the Cadet Program, and the challenge the Department put forth was it had to be a program that would lead potential firefighter/paramedics and would to have to give them career advice and the preparation necessary to be successful, once they graduated high school, and Firefighter Robles took on that challenge and is an integral part of that program. Chief de la Rosa stated the success is in our last class, the graduating seniors from last year, we have 6, that are currently enrolled in EMT school, and we have 4 that passed basic training for the Marine Corp, so he thinks if we are assisting them in their career advancement, we are making a significant impact on our community and our youth. Chief de la Rosa stated for your dedication to the Cadet Program, Firefighter Robles, you are the “Firefighter of the Month” for September, congratulations. Firefighter Robles thanked everyone for coming and stated this was a nice thing, along time he never had this, and now it’s here and humorously stated he never get it again, you never know, thank you to everybody, thank you to the Fire Department, thanks Gil for everything]. Chief Hudak stated every year we handle thousands and thousands of phone calls, the next few award recipients that we are going to recognize today are the people that answer those 911 calls, the job that he would tell you that he doesn’t want to do, because every time that phone rings your heart skips a beat not knowing what’s on the other end. Chief Hudak asked Operator Trainee Caroline Del Valle to come up to introduce our first “Operator of the Quarter”. Operator Trainee Del Valle stated she respectfully requests to nominate Operator Lawanda Isaac as “Operator of the Second Quarter”; as a trainee she is consistently looking over at her peers and trying to learn as much as possible by observing them, she listens to way they interact on the radio and on the floor and how quickly they make decisions, efficient decisions at that; every single day. Operator Trainee Del Valle further stated the few times she has worked the same shift with Operator Isaac, she has seen nothing short of professionalism, effective working skills, and an overall grace she truly admires. Operator Trainee Del Valle stated whether she is dispatching an officer, or working a call in Fire dispatch---she consistently sees Lawanda using her critical thinking skills, and executing duties effortlessly; even when she can see in her demeanor that she may be dealing with a stressful call, she keeps her composure and does her job the way it should be done, all in all, I see a true leader in Miss Isaac. Operator Trainee Del Valle added being a trainee and learning from others every day, she wants to continue learning from co-workers like Operator Isaac, because she is the type of dispatcher she wants to become; with all that being said, she truly believes she is deserving of this nomination. Major Pedroso stated it has been a pleasure to be in attendance, and he would like Operator Plascencia to join him at the podium. Major Pedroso further stated that Operator Plascencia has been with the City of Coral Gables Police and Fire serving as a Communications Operator for 28 years, and he has had the pleasure of working alongside her. Major Pedroso stated she’s a professional, she is extremely experienced, but no matter what your experience is, as the Chief mentioned, you never know what’s going to be on the end of that call when it rings. Major Pedroso stated In July, Operator Plascensia received a call from an individual who had seen a post on social media that presented a situation where someone may be suicidal. Major Pedroso further stated he didn’t know who to call, so he called 911 and fortunately for everyone involved Operator Plascencia answered the phone that day. Major Pedroso stated we didn’t have jurisdiction, we didn’t know where this person lived, all we knew was that someone was in distress, so rather than just refer the call to someone else who could try to help, Officer Plascencia made contact with that individual asking them to work through that social media post to see what information he could provide; she started the process of investigating herself to determine who this caller was and where they were to get resources to them; as a result of her efforts, the person that was seen the posting found a possible phone number. Major Pedroso stated Operator Plascencia started the process of trying to find the provider and lucky for everybody the first cell phone provider she contacted was the provider of that phone number, and they were able to provide subscriber information, but the work was not done yet, all she had was a name and this phone number. Major Pedroso stated on her own she began working on open source information online and was able to get through voter registration, the possible identity of the person who owns that phone number, who was a male while the person posting was a female. Operator City of Coral Gables Page 9 City Commission Meeting Minutes November 13, 2018 Plascencia continued to work the case, and she was able to determine that this person was a middle school student, and got Coral Gables resources to this individual and immediately rendered aid and it was very happy ending for a situation that could have gone terribly wrong. Major Pedroso thanked Operator Plascencia for all her effort that day, going above and beyond and saving a life. Operator Plascencia thanked her supervisor Sharon Swikehardt, who couldn’t make it today, adding she really gives her a lot of credit for noticing the work we do on the midnight shift and for writing me up for this, she really appreciates this honor.] This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 8 A.-9. 18-8088 Congratulations to Detective Velier Zaccheo, recipient of the City of Coral Gables “2018 Detective of the Third Quarter.” Attachments: 2018 Detective of the Third Quarter 2018 Detective of the Third Quarter - nomination [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 9 (i.e. Congratulations to Detective Velier Zaccheo, recipient of the City of Coral Gables “2018 Detective of the Third Quarter”), Chief Hudak asked Sergeant Ted Nguyen of the Crimes Against Persons Investigations Unit to introduce our “Detective of the Quarter”. Sergeant Nguyen stated it was his pleasure to present the nomination of Detective Zaccheo as the “Detective of the Third Quarter” for 2018. Sergeant Nguyen further stated he was assigned to investigate numerous cases involving domestic violence, aggravated battery, sexual battery, most notably, multiple robbery incidents, and five to be exact during this quarter. Sergeant Nguyen stated Detective Zaccheo was able resolve four of them; and would highlight one of them, which was a University of Miami robbery, which occurred in August, 2017, where the victim was dropping off her son on moving day at the University. Sergeant Nguyen stated she was robbed of her precious diamond rings and was beaten resulting in serious injuries, but through Detective Zaccheo’s holistic investigative measures he was able to identify the subject; with that being said he also assisted the City of Aventura in investigation of similar robbery cases. Sergeant Nguyen introduced Detective Zaccheo, the “Detective of the Third Quarter” for 2018. Detective Zaccheo thanked everyone and added none of this is possible without the assistance of my co-workers and partners in my unit and Sergeant Nguyen]. City of Coral Gables Page 10 City Commission Meeting Minutes November 13, 2018 This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 9 A.-10. 18-8010 Congratulations to Officer Peter Hernandez, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of August, 2018. Attachments: Commission Cover Memo - Officer of the Month August 2018 Nominating Memo Officer of the Month – Peter Hernandez [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 10 (i.e. Congratulations to Officer Peter Hernandez, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of August, 2018), Chief Hudak asked Sergeant Lauren Eich to introduce the “Officer of the Month” for August, 2018. Sergeant Eich stated that Officer Hernandez has been with the Police Department for 2 ½ years having no prior law enforcement experience and during that time period he has proven to be a pro-active officer with keen observation skills who always strives to serve the community with professionalism. Sergeant Eich further stated that Officer Hernandez continues to demonstrate he is an asset to the agency, as he is also a member of the SWAT team, and it has been s pleasure to supervise him this past year. Sergeant Eich stated in August at approximately 9:30 p.m. when Officer Hernandez observed a Hispanic male wearing a black hoodie jacket with stripes down his sleeves, that male was walking just a block away from the parking garage where multiple vehicle burglaries had occurred that same day. Sergeant Eich stated that the Coral Gables Police Department internal message report, which is another way of information sharing among personnel included a description of a young Hispanic male matching the description of this male, leading to Officer Hernandez conducting an investigatory stop based on the description and proximity to the burglaries. Sergeant Eich stated that the male was transported to the Coral Gables Police Department, and he confessed to detectives that he entered the parking garage and stole the property, adding in that short period of time all of the property was recovered and multiple cases were cleared. Sergeant Eich stated that Officer Hernandez’s observation skills along with his ability to engage the subject led to the apprehension and arrest of the offender less than 24 hours from the crimes being committed and there is no doubt that the subject would have continued victimizing our residents and depriving them of their property had he not intervened; this is why Officer Hernandez is deserving of the “Officer of the Month” for August. Officer Hernandez stated he just wanted to say thank you and to Sergeant Eich he City of Coral Gables Page 11 City Commission Meeting Minutes November 13, 2018 appreciates it; and to the Chief, Commission, Mayor, he added that he appreciates being part of this department. Officer Hernandez further stated he wanted to mention that other people were involved in this, Detective Grigg and Officer Gibson as well, without their assistance; it would not have been possible. Sergeant Wise stated he would like to congratulate Officer Dickenson on his selection as the Employee of the Month for September, 2018, he has done a fabulous job and he is one of most proactive officers during his 24 years of services, he has also been a canine officer for 19 years and he won the award for the case he is about to discuss. Sergeant Wise further stated on September 11, 2018 at approximately 11:43 a.m., Officer Dickenson was driving his vehicle on the north end of the City due to a vehicle burglary being dispatched on Capri Street, a few moments later Officer Dickenson was flagged down by citizens on Columbus Avenue and was advised that their 2 vehicles had been broken into. Sergeant Wise stated Officer Dickenson conducted a vigilant search for the subjects and observed lights moving around a vehicle located on Sorolla Avenue; as Officer Dickenson got closer to the vehicle he observed 3 individuals rummaging through vehicles. Sergeant Wise stated that Officer Dickenson activated his emergency lights, and observed the 3 subjects jump out of the vehicle and run in different directions; Officer Dickenson advised on the radio what had occurred and gave chase on foot after 2 males, a perimeter was then set up at that time. Sergeant Wise stated that shortly later residents living on Milan Avenue called 911 and advised that they heard footsteps coming from the roof of their home, Officer Dickenson and his canine “Stitch” arrived at the home and began a canine search. Sergeant Wise stated that Officer Dickinson and his canine located stolen property on the east side of the home, as the search continued around the home, Officer City of Coral Gables Page 12 City Commission Meeting Minutes November 13, 2018 Dickenson noticed a ladder in the rear of the home propped up against the wall, he and a backup officer went up on the roof where they found 2 male subjects hiding; those subjects surrendered without incident and they recovered property on the roof. Sergeant Wise stated thanks to Officer Dickenson’s keen observation skills and his actions, 2 of 3 male subjects were apprehended minutes after the crime had occurred and 4 burglary cases were solved immediately. Sergeant Wise congratulated Officer Dickenson.
