PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 18-8176 Congratulations to the Coral Gables Fire Department Rescue crews, recognized for an outstanding lifesaving response to a medical emergency, involving a male patient in cardiac arrest. Attachments: Cover Memo, Special Recognition [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item A-1 (Congratulations to the Coral Gables Fire Department Rescue crews, recognized for an outstanding lifesaving response to a medical emergency, involving a male patient in cardiac arrest), He asked Fire Chief Marcos de la Rosa to come to the podium to recognize the crew. Fire Chief de la Rosa stated that on August 25, 2018 at approximately 2:00 p.m., Rescue 2 (Lt. Jammer Nunez, Firefighters Norman Angel and Samantha Putz) and Engine 2 (Captain Brian Shaw, Firefighters John Hardy, Nicholas Sierra, Nicholas Balsera, and Rebecca McNally) responded to a male patient in cardiac arrest. He further stated that upon arrival CPR was being performed by off-duty police officer Lt. Steven Ellinport and that Lt. Nunez and his crew confidently gained control over the patient’s airway and proceeded with advanced treatments. It was after a rapid defibrillation of the patient using a cardiac monitoring defibrillator that they were able to successfully resuscitate the patient to the point that he started breathing on his own. The survivor, Mr. Pablo Barrientos, was very appreciative of the crews’ aggressive response, determination and expertise, and expressed the desire to recognize the crews at a City Commission Meeting. Mr. Barrientos, the heart attack survivor then expressed his appreciation for the City of Coral Gables Fire Department and further thanked them for making sure he was here for the people he loved - his family. Mr. Barrientos further stated he went twice to the Fire Station looking for the fire fighters because he wanted to look at each one of them in their eyes and thank them with all of his heart. He left them a card stating “with all my heart”. He then thanked the City Commission for this opportunity to honor the men and women from the Fire and Police Department response team.] This Presentation/Protocol Document was Discussed and Filed City Clerk Item No. 1 City of Coral Gables Page 2 City Commission Meeting Minutes December 11, 2018 A.-2. 18-8180 Congratulations to Officer Khaled Taha, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of October, 2018. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH October 2018 K Taha nomination [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item A-2 (Congratulations to Officer Khaled Taha, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of October, 2018), Police Chief Edward Hudak came to the podium to make the presentation. Police Chief Hudak stated that it is always an honor and a pleasure to recognize our Police Officers and Communication Operators because they are a valuable asset to our Police Department. He further explained that it is usually stiff competition amongst the officers for the great work they do every day in keeping our residents safe and acknowledged Sergeant Guido Antezana, who made the nomination to introduce Officer Khaled Taha. Sergeant Antezana stated that on October 28, 2018, Loss Prevention Officers working at Neiman Marcus noticed two juvenile suspects entering the fitting room holding two pieces of clothing items. However, when they came out, they were each holding one item in their hand, with the other item concealed in their clothes. Sergeant Antezana further stated that they bypassed all points-of-sale and that is when the Loss Prevention Officers detained the offenders and called Coral Gables Police Department. Sergeant Antezana stated that Officer Taha responded to Neiman-Marcus and took custody of the offenders, transporting them to the Police Station and he assisted Detective Grigg with the interview of the offenders. Officer Taha was especially instrumental in the interview of the offenders who did not speak English, and was able to establish rapport with the offenders and used interview techniques to obtain confessions from them. While speaking to one of the offenders he admitted to stealing a wallet from the Lacoste Store earlier in the week, and Officer Taha called the offender’s mother who brought the wallet which had its price tag still on it to the Police Station. Sergeant Antezana further stated that the second offender admitted to stealing a Boss wrist watch a few days prior. In this case, the Detective Grigg contacted the offender’s brother who brought the watch with the tag still on it to the Police Station. The offenders also provided the names of three other juvenile offenders who may have been involved in the thefts. Sergeant Antezana thanked Officer Taha’s for his work ethics and his interview skills, culminating several cases of closed and stolen property being returned to the store. Further, adding that this is typical of Officer Taha, who is dedicated and always goes the extra mile to see City of Coral Gables Page 3 City Commission Meeting Minutes December 11, 2018 the case through and he believes he will make a great detective when given the opportunity, and congratulated him. Officer Taha thanked the City Commissioners, the Police Chief Hudak, his Sergeant and Lieutenant, the Criminal Investigations Division; specifically Detective Grigg for his guidance and help with what was a simple arrest to conducting a whole investigation, and for being honored, because he could not have done it without all of their assistance. He further thanked the Police Department as a whole for the opportunity given to him each day to put on his uniform and serve, and closed with special thanks to his family.] This Presentation/Protocol Document was Discussed and Filed City Clerk Item No. 2 A.-3. 18-8179 Recognition of the City's First Place Nationwide on the Digital Cities Award, in the Category of Up To 75,000 Population. [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item A-3 (Recognition of the City's First Place Nationwide on the Digital Cities Award, in the Category of Up To 75,000 Population), City Manager Peter Iglesias came to the podium to make the presentation. City Manager Iglesias congratulated the IT Department for the fantastic work they do every day and for winning the Digital Cities National Award - 1st place in the category of cities up to 75,000 in population. He further stated that this is the tone of our Smart Cities Initiative, and it was amazing winning this award and that they have only just gotten started. City Manager Iglesias thanked the entire IT staff for the fantastic work they do every day and congratulated them again on receiving this great award. IT Direct Raimundo Rodulfo thanked City Manager Iglesias and stated that the team is very proud of this accomplishment; that they have been working hard with all City department teams; thinking outside the box in implementing numerous Smart City Projects, and that this recognition from the Center for Digital Government indicated that this award was because of the City’s technology to improve the quality of life and customer service; that they have demonstrated the ability to improve resident’s quality of life with technology with better resiliency during hurricanes with the new Smart Cities Hub Public Platform, and Smart Cities projects like Internet of Things, GIS applications, and Lean Six Sigma processes. He then thanked everyone for their teamwork and City leaders for their support. Gomez, Finance Director, recipient of the Government Finance Officers Association ’s Certificate of Achievement Award, for the fiscal year ended September 30, 2017. Gomez, Finance Director, recipient of the Government Finance Officers Association’s Certificate of Achievement Award, for the Fiscal Year ending September 30, 2017), City Manager Iglesias stated that the award represents the highest recognition in government accounting and financial reporting; its attainment represents a significant accomplishment by the City and to be awarded this Certificate its management must publish an easily readable and efficiently organized comprehensive annual financial statement that satisfies Generally Accepted Accounting Principles and Application of Legal Requirements. The Manager further stated that the City’s Financial Statement does meet these high standards and provides for the financial transparency to clearly communicate the financial story to the public and thanked the Finance Department for doing a tremendous job every day. Finance Director Gomez stated it is hard work getting the Financial Statements done each year, and that it is a collaborative effort with all City departments, but especially the Finance Department and the Accounting Division led by Assistant Finance Director Sally Ola Ola, who spent several hours putting the financial statements together. Suárez, for having been awarded the F.I.U. Alumni Association Torch Award for Community Leadership. City Attorney Ramos recognized Deputy City Attorney and City Prosecutor Cristina Suarez for her wonderful award, the recipient of the “Torch Award” which is the highest award that can be bestowed on an alumni and faculty by the (Florida International University) FIU Alumni Association and it recognizes FIU supporters who are making a positive impact in their profession, community and FIU. City Attorney Ramos further stated that Deputy City Attorney Suarez also won the “Community Leadership Torch Award” which is presented to alumna or alumnus that have demonstrated exemplary service and civic involvement in his/her community. City Attorney Ramos noted that past winners of this award include Ileana Ross Lehtinen, Jose Valdes-Fauli and former City Attorney Elizabeth Hernandez for the City of Coral Gables. Further stating, that Deputy City Attorney Suarez is truly “my right hand” and without her in the City Attorney’s Office, she really doesn’t know what we would do -- and that her office is lucky to have her. Deputy City Attorney Suarez thanked the Mayor, City Commissioners, City Manager and City Attorney. She stated that she was proud to be the recipient of the “Double Golden Panther”, as this was a very special honor and she knows that FIU is very proud of her and the fact that she is Deputy City Attorney of the City of Coral Gables, and that it is really a recognition of what a privilege it is to work for this City, as well as our amazing team in the City Attorney’s Office.] This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 City of Coral Gables Page 6 City Commission Meeting Minutes December 11, 2018 A.-6. 18-8072 Congratulations to Varian Ford who holds the title Foreman /Landscape, recipient of the "Employee of the Month Award," for the month of November, 2018. HR Director Green stated that there would be two recognitions, November and December being made for the “Employees of the Month”. For the month of November is Varian Ford from the Public Works Department. HR Director Green further stated that Mr. Ford was hired in May of 2014 as a Maintenance Worker I. She stated that since being hired Varian has been promoted on four separate occasions, and he is presently serving as a Foreman Landscape Services Division. His career path in the City is due in no small part to his reputation as a detailed and hardworking employee and known for being a self-starter who works very well under pressure. Varian continues to consistently produce quality work that is completed proficiently, neatly and enhances the aesthetics of the “City Beautiful”. HR Director Green congratulated Varian for being selected as the “Employee of the Month” for November 2018. A video tape was then played showing Varian’s work regimen, and HR Director Green presented Varian with his “Employee of the Month Award” in appreciation for his dedicated service. Landscape Services Foreman Ford thanked his co-workers who helped him in his career path in the City as well as his directors, maintenance crew and the City of Coral Gables for giving him the opportunity four years ago making it possible for him today to stand before his peers and the City Commission. He further stated that it is a humbling experience because everyone he knows inspires him to keep pushing forward. HR Director Karla Green introduced the “Employee of the Month” for December, 2018, Yonas Correa of the Community Recreation Department. Mr. Correa was hired in August of 2016 as an Automotive Mechanic in the Community Recreation Department assigned to the Granada Golf Course where he has become quickly known for his work ethic, positive attitude, and outstanding teamwork. During his time on his assignment, he has proven to be extremely resourceful when it comes to fixing equipment and solving problems, even when the condition aren’t ideal, Yonas always finds a way to make it work, so the job can get done. He has been instrumental in implementing a preventive maintenance program for the equipment, which helps keep things in good working order and extends the life cycle of equipment. HR Director Green added his understanding of the operations of the department and ability to come through under pressure has made him a valuable asset to his department and congratulated Yonas for having been selected as the “Employee of the Month” for December. A video tape was then played showing Yonas’ work regimen. At the conclusion of the video, HR Director Green congratulated and presented Yonas Correa with the “Employee of the Month” award in appreciation and recognition for his dedication and service to the City of Coral Gables. The whole -- I mean, the bathrooms are not in good repair. I’m assuming that that’s going to be a long-term asset that we’re going to hold. You need to take a look at it and what kind of condition it’s in and particularly, the bathrooms and the maintenance of those bathrooms.
