Mayor Valdes-Fauli introduced the Agenda Item declaring January 19, 2020 through
January 25, 2020 as “National Activity Professionals Week” in Coral Gables. Vice
Mayor Lago acknowledged those present and read the proclamation in its entirety.
Christine Lui-Hing, Director of Health Facilities at Riviera Health Resort in Coral
Gables accepted the proclamation and thanked the Mayor and City Commission for
the recognition.

Department.

Mayor Valdes-Fauli introduced the Agenda Item regarding John Kevin Ray,
Development Services Department who is the recipient of a 25-year service pin.
Suramy Cabrera, Development Services Director thanked him for his dedicated
service and Ms. Virginia Goizuelta, a co-worker of Mr. Ray stated that she has
known him for over 21 years during which time he has held several positions such as
Plans Coordinator Assistant, Code Enforcement Officer and currently as a Plans
Processor. He also has numerous licenses such as Inspector, Building Code
Administrator, Plans Examiner, General Contractor and Roofing Contractor. His
construction knowledge makes him an integral part of the permitting process.
Additionally, Kevin has been the Emergency Coordinator for the Building Department
for over 20 years. He has spearheaded the implementation of ARM 360, a system
which electronically communicates cities hurricane damage assessment to
Miami-Dade County. Many years ago, when paper recording was being used, Ms.
Goizueta remembers them both spending countless hours compiling detailed records
of the Building Department’s preparation and damage assessment for hurricanes such
as Charlie, Karina and Wilma. In 2000, during the no-name storm, later named
tropical storm Leslie, they were sent out to inspect Gables Estates and Gables by the
Sea for storm damage, and as trees fell around them, and the sea water began to rise
over the seawall, Kevin managed to maneuver over the blowing debris and was able
to bring them safely back to City Hall. She then congratulated him on receiving his
25-year service pin.
Mayor Valdes-Fauli jokingly stated that Kevin needed a new access card because his
looked as though it is 50 years old. Kevin stated that it has been an honor and a
pleasure working with everyone in the City of Coral Gables and that we have a great
bunch of people working for us. Director Cabrera then presented Mr. Ray with his
25-year service pin.

Mayor Valdes-Fauli introduced the Agenda Item recognizing Jorge E. Romero,
Public Works Department recipient of a 25-year service pin. Mr. Alberto Zamora,
Assistant Public Works Director-Sanitation, congratulated Mr. Romero for his
25-years of dedicated service and thanked him for doing a great job on behalf of the
citizens of Coral Gables. He was then presented with his 25-year service pin.

Mayor Valdes-Fauli introduced the Agenda Item in recognition of recipients from the
Fire Department receiving their 30-year service pin. Fire Chief Marcos de la Rosa
made the presentation of the pins to the recipients, namely Captain David R. Johnson,
Firefighter Phillip Lopez, Fire Captain David Martin and Deputy Fire Chief Dean W.
James. Deputy Fire Chief James stated that 30 years had gone by quickly, that he
appreciates working for the City and feels that his fellow firefighter shares the same
sentiment, but more importantly he is appreciative of spending the last 30 years with
his fellow firefighters and classmates present here today and thanked the City for 30
years.

Fire Chief Marcos de la Rosa introduced Deputy Fire Chief Dean W. James who
spoke regarding Driver Engineer Vincent Brown, the recipient of the “Firefighter of
the Month Award,” for the month of August 2019. Deputy Fire Chief James stated
that Driver Engineer Brown is an exemplary employee who goes above and beyond
the call of duty when performing his daily tasks. He is meticulous in his attention to
detail, a role model and mentor. It is for these outstanding qualities that Driver
Engineer Brown is being honored.

Deputy Fire Chief Dean W. James introduced Battalion Chief Gilberto Hernandez,
“Firefighter of the Month Award,” for the month of October 2019. Deputy Fire Chief
James stated that Battalion Chief Hernandez is being honored for his courageous act
in rendering assistance to a motorcyclist in an accident which occurred on October
28, 2019. Battalion Chief Hernandez in accessing the potentially life-threating injuries
sustained by the motorcyclist, rendered immediate assistance and stayed on the scene
until he was relieved by Broward County Sheriff Office’s Fire Department. Battalion
Chief Hernandez actions made a significant difference in the ultimate outcome for the
motorcyclist, and this is a testament of his character in putting others before self.

Mayor Valdes-Fauli introduced the Agenda Item recognizing Field Training Police
Officer Michael Daniels and Probationary Police Officer Alejandro Rivera recipients
of the “Officer of the Month Award,” for the month of October 2019, and asked
Police Chief James E. Hudak to make the presentation.
Police Chief Hudak introduced Field Training Police Officer Michael Daniels and
spoke of his and Probationary Police Officer Rivera’s collaborative role in the capture
of a subject who had stolen property from a CVS pharmacy. It is because of their
keen observation, attention to detail and quick response that they were able to safely
capture the subject with the stolen items totaling hundreds of dollars. Field Training
Police Officer Daniels upon receiving his plaque thanked the City for recognizing him.

Police Chief Edward E. Hudak introduced the recipient of the “Officer of the Month
Award,” for November 2019, Lieutenant Jennie Hoff for the month of November
2019 for her role in capturing a burglar who had entered the victim’s home. The
burglar was eventually captured by Lieutenant Hoff due to the information given by
the victim, the BOLO she received as well as her exemplary observation skills. Note
mentioning is, though tasked with administrative functions, Lt. Hoff is always willing to
engage with her team on the road in times of need - all to better serve the citizens of
Coral Gables.
Upon receiving her plaque, Lieutenant Hoff thanked the Mayor and City Commission
and said she could not have done it alone, in that it was a collaboration of everyone
on her shift.

Mayor Valdes-Fauli introduced the Agenda Item and Karla Green, Human
Resources Director made the presentation. Ms. Green stated that Maikel Lodeiro,
the recipient of the “Employee of the Month Award,” for January 2020 was selected
by Jose Saucedo, Senior Project Engineer. She continued by saying that Mr.
Lodeiro is an outstanding employee who is knowledgeable in his field, demonstrates a
willing spirit and a “can do” attitude. Currently Mr. Lodeiro serves as a Sewer Line
Technician and Sewer CCTV Technician. During two recent sewer emergencies, he
played a key role in preventing sewer spillage into the streets. He also played an
integral role in the hurricane preparation cleanup and organizational efforts at the
Public Works Equipment Yard, as well as assisting with the “Coral Forest and Secret
of the Seas” art installation in the Giralda Plaza earlier this year. A video depicting a
typical day at work for Mr. Lodeiro was then shown and when it was completed,
Ms. Green presented him with his award and a check and he thanked the Mayor and
City Commission.

Commissioner Mena: Yes. One of the prior of handful of meetings at the end of last
year, I was appointed to head our census efforts going forward. At very initial
meetings with Mark Trowbridge and also spoken to Belkys, at the next Commission

meeting we’ll be prepared with a little bit more of a presentation for what we have in
the works. In the interim, I’ve asked the City Manager to authorize us to be able to
have a booth at the Farmer’s Market, a sort of informational booth to help start
getting the message out. We still have to discuss the logistics of staffing and
information for said booth, but we’ll figure it out as we move forward, but I’ll let
Mark say a few words.
Mr. Trowbridge: Thank you Commissioner. Good morning everybody, Mark
Trowbridge from our Coral Gables Chamber of Commerce. I’ll just echo
Commissioner Mena’s comments in that we have put together sort of a rough outline,
sort of a working group model of what Commissioner Bovo talked about when he
came and mentioned what the county had done, sort of as a precursor to our work. I
think most of you know that National Census Day is on April 1st, and so I think using
the Farmer’s Market and other public entities like that, just to remind, educate and
inform folks how important it is that they fill out their census forms. It's going to be the
crux of our process. So I think between some of the City folks, as well as other kind
of private sector folks, residents, business and the like we’ll have together a nice
group and I think you’ll see some good presents; and we’ll certainly invite those of
you on the dais to help us with some op-eds going forward, we are going to do that,
starting with Commissioner Mena. We’ve got some great support from the
community newspapers and other entities that are willing to carry that message. So,
we look forward to working together. Thank you.
Mayor Valdes-Fauli: Thank you.
Commissioner Mena: And I had one additional item. For the last, pretty much since I
walked in the door, two and-a-half years ago, I was appointed as the Commission
liaison for the Business Improvement District. Due to the timing and the scheduling of
their meetings, it has become difficult for me to attend. I think it's frankly unfair to
them that I’m not able to make it. So, I’m going to be stepping aside from that role,
and I’d like to have somebody else from the Commission fill that role. I mentioned it
briefly to Commissioner Lago, I just asked him if he’d be interested in serving in that
capacity, and so, he is, I would move to appoint him, if he’s available.
Vice Mayor Lago: I would love to. Thank you.

Vice Mayor Lago: Two quick things. I completely forgot, I need an appointment for
my Library Advisory Board, James A. Worm, very qualified resident. I have his
resume here if you’d like to see it - U.S. Southern Command, served on multiple,
excuse me, boards not only locally. He is U.S. Government Senior Executive, served
with U.S. Southern Command. He was Defense Secretary Cooperation Agency, a
litany of different education, rank, along with the University of Virginia, Department of
Defense, Finance Manager U.S. Army Command. So, he brings a different touch to
the library and I think it would be a good opportunity to have him serve. So it would
be an honor to have him on the board. Second, the Superbowl Committee visited me
a few months ago, and they wanted to engage the City of Coral Gables and see how
we could become a partner with them. I was hoping to have them here today, but we
didn’t expect to make world record time before 11 o’clock, so they won’t be able to
give you the presentation. But they wanted to highlight a city, a city in Miami-Dade

County that’s really leading the charge in regards to sustainability and clean air and
clean water. So we’ve been working, we’ve been meeting with staff. We’ve had a
few different meetings already on a personal level and also with staff. The Manager
has already assigned I think one or two individuals to really help with the Superbowl,
put together a real good marketing strategy; and the whole objective is a challenge,
and this challenge is, not only to highlight how well the City of Coral Gables is doing
on many different fronts, from electric vehicles to LEED ordinances, plastic bags,
recycling, our tree canopy, our open space, I could be here forever. But it's about
finding something new that we could challenge other cities, and in turn give those cities
ideas like our solar ordinance, so they could say hey, we could do that also. Let’s
adopt this. It's easy, it's simple and it really sends a strong message. So, I’m asking
my colleagues to think about things that maybe we’re not doing right now, even
though we are doing a lot, that could set us a part and really help us and be
highlighted in this Superbowl campaign, which is going to be all about Coral Gables
and all the great things that Coral Gables is doing. So, I’ll send you all the information,
if you want to partake. Everybody is welcome. It's going to be something fun and it's
going to be all about Coral Gables and the positive foot forward that we are
constantly putting forward.

Vice Mayor Lago: That I doubt. That I doubt, but we are going to be working with
the Chamber on this, Mark; Mark who is always ever present, we are going to work
with the Chamber, we are going to work hopefully with the B.I.D. also, the

So out IT Department, along with Cable TV have worked really hard and I want you
to know we actually have someone who wants to comment on the meeting.

the Commission, any item that this resident want to discuss or ask questions about,
they will be able to do so live, with the Commission, one-on-one, and this is
incredible. Now, what is it? It is a Coral Gables Zoo….I hope you guys are listening
to this, because this is absolutely exciting for everyone, not only the residents, but also
for us at Coral Gables Television, because what this platform will do, it will connect
all residents and non-residents with the Commission directly, number one. Number
two, all they have to do is register with the City Clerk’s office to make sure that they
will be able to interact. And another thing, it's very important that you stay up to date
with each one of the items that will be discussed through the entire Commission
meeting so that you know exactly what you are going to be asking about. I’m just
extremely excited. Again, I’m in front of City Hall and we are announcing the launch
of the Zoo platform in the City of Coral Gables, a historic and amazing moment for
everyone and for the entire City of Coral Gables. I don’t know if you guys can hear
me in there.

facilities that have obtained approval to sell alcoholic beverages; providing for a repealer

(1350 South Dixie Highway), providing for the requirement to receive LEED or equivalent
certification within one year of issuance of the temporary Certificate of Occupancy for any
individual building, and absent such certification, a requirement to either (1) provide the
City with a performance bond, cash, or irrevocable letter of credit payment in the amount
of 3% of the Master Building Permit construction cost value within one year of issuance
of the temporary Certificate of Occupancy, such bond being subject to Sections

Public Safety Building as a “Special Procurement/Bid Waiver,” pursuant to Sections
2-585 and 2-691 of the City’s Procurement Code.
I.-2. 19-9535 A Resolution authorizing the execution of an agreement for sewer connection for property
located outside the City’s sewer district at 1280 Stanford Drive, Coral Gables, Florida to
the City of Coral Gables wastewater collection / transmission system, subject to the
requirements of the Public Works Department as provided under Chapters 62 and 78 of
