Mayor Valdes-Fauli: Thank you - Vice Mayor. Vice Mayor Lago: Like I mentioned before, I want to thank Naomi, Ed and Dexter did a wonderful job. I know there were several other people like Chelsea and some of your team members in the Manager’s office. I know that Commissioner Fors is going to talk about it also. It was a hectic trip, literally in 24 hours we didn’t stop moving. I just also want to say thank you to our state legislators that we met with Senator Anitere Flores, Senator Jose Javier Rodriguez, Representative Bryan Avila, Representative Nick Duran, along with Danny Perez, incoming speaker, he’s a gentleman, he gave us a lot of time and I also want to thank the Chamber of Commerce, correct?- no, Florida League of Cities, I apologize, Florida League of Cities. We spent close to two hours with them. And I have some photos that I wanted to show you here of our visit. Here we are visiting the Senate, we were there for about ten minutes, getting a feel of the process. Next photo - And by the way, my recommendation, I think Naomi and Ed will tell you and Commissioner Fors will also City of Coral Gables Page 16 City Commission Meeting Minutes January 28, 2020 confer, is that this trip can not be done in 24 hours. Flying up there, getting back, staying, we were exhausted. We were meeting in the lobby like at 7:30 in the morning the next day to get this done and it was a hectic time. We met with our lobbyist up there. We went over our legislative agenda and every meeting with every single one of these legislators it was 15-20-30 minutes and it was going over our agenda, talking about issues that were important to the City of Coral Gables, advocating on behalf, nonstop. So, this is Commissioner Fors and me at the Capitol, a card moment, maybe we use it for the Christmas card next year. Here we are also in a committee meeting at the Senate advocating on behalf of certain issues - next one. This is an interesting photo that I thought I’d bring to your attention, that was in the halls of the Capital, that’s the actual Biltmore under construction, prominently located where all the legislators walk; more pictures from the Senate - next one. Here we have Jose Javier Rodriguez, we were talking about a lot of environmental issues with him, especially plastic bags and polystyrene. Here we are with Anitere Flores. You see on my hand there on the left hand side, I know Fors has it on his, we were holding up our legislative agenda and Commissioner Fors and I would go through every single item and explain the importance, obviously and the projects we are trying to advocate, water projects, infrastructure projects - next one. Senate picture again - Bryan Avila, another State Representative in a leadership position that’s doing a lot for the City. I think he’s actually carrying one or two Bills for us, two Bills, thank you Naomi - next picture. And this is the end right here, this is the end. This is the picture they took on the way back. Commissioner Fors was lucky, because I know that he fell asleep. I was just asleep, and I know this is a picture of Ed, but I just had too much respect for you to put it up. So, there’s a little self-deprecating humor on myself there coming back on the trip back. I just want to say thank you to all of you. I also wanted to say thank you to all of you. I also wanted to take the last opportunity here, on Thursday we are having a Town Hall meeting, a quarterly Town Hall meeting at 4:00 p.m. It's going to be at the Adult Activity Center from 6 p.m. to 8 p.m., January 30th, all of you are welcome. Light bites, some refreshments, free valet parking. I look forward to seeing all of you there. By the way, it's going to be different this time. We are going to have a very brief, brief staff update. We are not going to have a speaker this time, we did it on purpose. We are just going to open it up to the public for about an hour and-a-half for public comments. I look forward to seeing you there. Thank you. Oh, and also one more thing. Mr. Manager, I spoke to some of the residents in regard to the U.S.-1 corridor study. They had not been notified of the February date that was chosen for the meeting. Have you spoken to them about that? Ed? - have we given a date for the U.S.-1 corridor meetings? Do you know if we reached out to the residents affected in that corridor? City of Coral Gables Page 17 City Commission Meeting Minutes January 28, 2020 Assistant to the City Manager Solanch Lopez: From our office’s perspective, it's been scheduled for February 3rd at 5:30 (p.m.) at the Adult Activity Center and it was noticed through Sunshine with the Clerk’s office. Vice Mayor Lago: Can you do me a favor, can you send some information to Chelsea and Dexter, to make sure that they can notify anybody who may be interested in attending, because I think they were caught off guard a few days ago, they were caught off guard on the date. I don’t know if anybody reached out to the RNA (Riviera Neighborhood Association) or any of the residents there that are most active in that area. City Manager Iglesias: So, we’ll make sure it gets out. Vice Mayor Lago: Yes, I think it's not only the RNA, I think it’s also any HOA, I would just send it to all HOA’s, anybody who has an interest, and this is a long corridor. Commissioner Mena: Dexter has an updated list of HOA’s and the contact for each that he worked on for our Census efforts. It might be something useful for you to have for this, but also for other communication. Vice Mayor Lago: And I want to make sure that we, in closing, this has been a very contentious issue, the U.S.-1 corridor study, at one point it was cancelled without the Commission knowing and we had allocated funds with my legislation to move forward on that. I want to make sure, like we always do Ramon, that we have an extensive notification process. Even if we have to push it back or we have to have a second meeting, let’s notify everybody so that we don’t have similar issues that we’ve had in the past. Thank you. Mayor Valdes-Fauli: Commissioner Fors. Commissioner Fors: No. Just thank you again to Naomi Levy-Garcia and Ed Santamaria for planning a very productive trip to Tallahassee and agreed, we need more than 24 hours to do it. We actually have to pick and choose, there were some points where we could have met with an additional representative, had to pick somebody else in favor of due to time constraints. I saw firsthand that I think it’s going to be very productive, I think we could do it as frequently as we can, at least City of Coral Gables Page 18 City Commission Meeting Minutes January 28, 2020 two times a session to really be able to go up there and show our faces and having to think twice about passing things that we don’t support or about not supporting things that we are trying to lobby for. And by the way on a side note, he mentioned it, Vice Mayor Lago mentioned it, but Bryan Avila the lobbyist told us that if we see him, we should thank him, because those two Bills are really getting passed just because of him. So even if you don’t remember why, I’ll make sure to thank him if you see him. He’s definitely looking out for our interest. Vice Mayor Lago: It’s a great point. Mayor Valdes-Fauli: Commissioner. Commissioner Keon: I’m fine thank you, no. Mayor Valdes-Fauli: OK. I have several things to say. There was an earthquake between Cuba and Jamaica and aftershocks were felt here in the American Airlines Building and several buildings, Brickell was evacuated. I wanted to make a comment on the bicycle issue and Mr. Ruano complained about the order in which I took people. I had the proponent in a file - the plaintiff goes first; the prosecutor goes first. They were the proponents they supported the item and I had them go first. I had them go first because that’s the right order, but I don’t play favoritism on that. I have a question Mr. City Manager, the palm trees on U.S.-1, they are supposed to be planted as we speak, is that happening? City Manager Iglesias: I believe so. Mayor Valdes-Fauli: I haven’t been by. City Manager Iglesias: I’ll get you that information Mr. Mayor. Mayor Valdes-Fauli: OK. And the bicycle thing, we have been accused of lack of transparency and lack of public input. All of these people had a chance to speak today and most spoke within the time allowed; and I think we are a very transparent City and a City that allows people to express their opinion and we gave ample evidence of that today. The last comment I have is, if this meeting would have started at 5 p.m., like some people want, it would be midnight now and two or three hours ago we would have lost people, it would be midnight.
