of Valor Award,” for December 2019.

Mayor Valdes-Fauli introduced the Agenda Item and Police Chief Edward James
Hudak, Jr., was asked to make the presentation. In making the presentation, Police
Chief Hudak asked the members of his staff to join him at the podium. He began by
summarizing the incident which occurred on December 5, 2019, when the City was
subjected to violence as seen on TV and throughout the country, and which
unfortunately ended tragically. He continued by saying that these incidents make us all
think and evaluate what and how we do what we do. In the police department
sometimes he said, it is their pleasure to recognize some people, citizens even by their
job that help to keep you and our society safer. He then introduced FPI Security
Officer Brian Glenn who was on duty at the time of the incident, and heard several
loud bangs, which were gunshots at City Hall coming from the direction of the City
Clerk’s Office. In route to the City Clerk’s Office Security Officer Glenn met the
City Clerk, who informed him that someone had just shot through his office window.
He immediately hit the emergency button on his radio and advised the Coral Gables
Dispatcher that shots had been fired at City Hall and requested police assistance.
Without regard for his safety, he assisted Director Suramy Cabrera who was outside
of the building by escorting her safely into the building and he remained standing
outside of City Hall in harm’s way, in an attempt to gain more information to assist
responding units which arrived in less than a minute. He briefed the responding
officers on the incident and assisted them by securing the front door at City Hall,
ensuring that no one entered or left the building. Police Chief Hudak continued by
saying that officers are expected to be brave and are rewarded for their valor, but

today he and the Police Department Command staff are honored to present Security
Officer Glenn with the “Citizen of Valor Award” and congratulated him. [Applause
and a standing ovation].
Security Officer Glenn thanked everyone including Bethany Gray, his partner for her
support and wished her an early Happy Valentine’s Day. He thanked the Police
Department and stated that he has been a security officer for almost 15 years, and
response time is key for them because there are moments when an incident happens,
and you wait for police to get there to help you, but they were there in less than a
minute, 45 seconds -- he believes it was. He thanked the City Commission and
management, and said it is a privilege to work for them and is glad that he could have
been of service to them as well as all the employees he has worked with over the last
four years. Additionally, he also thanked the employees for the kindness they have
shown him and their patience that day when they were told they couldn’t get to go
home. [Applause and standing ovation].

Mayor Valdes-Fauli introduced the Agenda Item and Police Chief James Edward
Hudak, Jr., made the presentation of a 20-year service pin to Officer Alexander
Engmann who is a canine officer and Neighborhood Team Leader. Chief Hudak
stated that Alex is always smiling, has been steady and consistent. He further
stated that the service-oriented part of the department is an asset to the police
department and residents alike. Officer Engmann thanked the (Neighborhood
Service Aides) NSAs for their support, and said they are a great asset to the City.
He concluded by saying that he is happy in his new position, hopes to move
forward and while it has only been twenty years, hopes to be here a little bit longer
than that. He was then presented with his 20-year pin.

Mayor Valdes-Fauli introduced the Agenda Item and Police Chief James Edward
Hudak, Jr., made the presentation to Communications Operator Linda Maestre, who
is the recipient of the “Operator of the Quarter Award” for the Fourth Quarter 2019.
Police Chief Hudak stated that the City of Coral Gables has some of the best and
brightest Communications Operators in Miami-Dade County in handling 911 calls.
Linda Maestre is the quintessential person who exemplifies what they have in their
communications system with the operators, and the care she gives to her job every
day is noteworthy among her peers, so much so, that she has left and came back as a
training operator and instilled her expertise in the younger officers and operators. She
goes above and beyond and while taking time-off through seniority, has given up her
time-off and has gone so far as to pass it off so that other operators new to the
organization, could have time with their families, if need be, when it comes time for
their schedules. She faces challenges head on and find ways to motivate trainees and
any struggles they may encounter. It is because of her exemplary qualities, that she is
being honored as the “Operator of the Quarter Award” for the Fourth Quarter 2019
as well as “Operator of the Year 2019”.
Communications Operator Maestre apologized for being tardy because she wanted
to bring her children. Family is important to her, and wanted her daughters there, and
of course, her work family. She is honored and privileged to work with everyone,
because they make her proud and is happy to be part of this organization. She then
thanked the City Commission and those who nominated her for the award, and she is
truly honored and grateful.

Police Chief Edward James Hudak, Jr., introduced the Agenda Item in recognition
of Officer Gabriel Guerra, the recipient of the Coral Gables “Officer of the Month
Award” for the month of December 2019. Chief Hudak stated that when the
“2019 Holiday Season Operation Plan”, which was created to provide increased
coverage and visibility to deter criminals, interrupt crime patterns and keep people
safe while protecting property, Officer Guerra volunteered to adjust his normal
working hours to work during the holiday shopping season. It was during this time
that he was able to arrest five individuals, two of whom were involved in burglaries
in the City of Miami, and that was not the first time that Officer Guerra has
volunteered his time to make our streets safe. It is because of his dedication to do
so; he is being recognized as the Officer for the month of December 2019.
Officer Guerra said he was appreciative of the award and accredited all he does to
the great training he receives from staff and the department and thanked everyone.

“Detective of the Quarter Award,” for the Fourth Quarter 2019.

Police Chief James Edward Hudak, Jr., acknowledged the recipient for the
“Detective of the Quarter Award” - Fourth Quarter 2019, Detective Jimmy McKee,
a 20-year veteran with the City of Coral Gables. Police. Chief Hudak stated that
recognition of Detective and Officer of the Month are given because people don’t
understand that they can handle 8-10 hours on patrol, but a case load lasts forever
until you close the case. So, they started years ago recognizing detectives for the
work they have done. Some of the cases Detective McKee has solved involved
peeping Tom cases in and around the University of Miami, sex battery investigations,
a domestic violence investigation and a child abuse case. This is just a snapshot of
everything he has done in the fourth quarter and because of that he was nominated by
his peers and selected by the Award Selection Committee who awarded Detective
McKee with the “2019 Fourth Quarter “Detective of the Fourth Quarter” Award.
Detective McKee thanked the City Commission, Police Chief Hudak as well as his
(Criminal Investigation Department) CID staff, Major Medina, the selection team and
everyone he works with daily.

A.-7. 20-1056 Congratulations to Officers Alexander Toledo and Christopher Challenger, recipients of
the City of Coral Gables “Officer of the Year Award,” for 2019.

Police Chief James Edward Hudak, Jr., introduced the recipients Officers
Alexander Toledo and Christopher Challenger, marine patrol officers who
received the “Officer of the Year Award”, for 2019 who are being credited for
arresting three subjects involved in an armed carjacking robbery. They were able
to arrest the carjackers because of their keen observation and recognition from the
description given, as well as by the verification of the license plate when they saw
said subjects sitting in the vehicle. Both officers then took the subjects into
custody. Upon further investigation into the background of the perpetrators, they
obtained information in which they were responsible for numerous similar types of
violent crimes throughout Miami-Dade County, and had it not been for these

officers’ keen police intuition, it is likely that they would still be preying on residents
in our community. It is for this reason, Officers Toledo and Challenger are the
recipients of the “Officer of the Year Award” for 2019.
Officer Challenger thanked everyone, including those officers who were honored
prior to them receiving their award and all who have been doing a good work for
Coral Gables. He thanked Officer Toledo and stated he would do anything for
him and is sure he would do the same. He continued by saying that in a stressful
situation, it is good to have a partner that you don’t worry about, you know he has
your back, and that is the same with all marine patrol, they are our brothers too,
and would interchange with any of them, and they would do the same thing. He
thanked the committee, their former sergeant Randy Hoff who nominated them, as
well as their current sergeant, Velier Zaccheo.
Officer Toledo thanked the Police Chief Hudak for all the support given to them,
their command staff Brian Lawrence, their Major and Lieutenant who weren’t in
attendance and the City Commission.

A.-8. 20-1103 Presentation of a Proclamation declaring February 2020 as "African American History
Month" in Coral Gables.

Mayor Valdes-Fauli introduced the proclamation declaring February 8, 2020 as
“African American History Month” in Coral Gables and asked Vice Mayor Vince
Lago to make the presentation. Vice Mayor Lago read the proclamation; a video
was shown depicting the contribution made by the Afro-Bahamians to the City of
Coral Gables with their use of coral rock on the City’s historic buildings. McFarlane
Historic Community with its shot-gun homes and St. Mary’s Baptist Church are today
focal points of the Coral Gables community where Bahamians still live and worship.
At the conclusion of the video there was applause. Mayor Valdes-Fauli then asked
Ms. Edwina Prime to say a few words. Ms. Prime stated that the members of
Golden Gate and McFarlane communities, humbly thank the City Commission for
honoring them during Black History Month.

Mayor Valdes-Fauli: Anything else?
Vice Mayor Lago: I have one item.
Mayor Valdes-Fauli: Of course, go ahead.
Vice Mayor Lago: I just want to remind - first of all I wanted to say thank you to the
Commission and to staff and to the City Manager, and City Attorney for waiving the
fees in regard to the Make a Wish Foundation event, which is going to happen on
February 29th. Its going to be a wonderful event. I just want to put this out there. I’m

sponsoring the event, so I’m going to have four teams and I’m going to sponsor
personally. One is going to be for police. I need the police to get together, four police
officers for the wing eating contest. I had a feeling you’d be in. So, I’m sponsoring
four police officers, four firefighters, four general employees and I wanted to do
something that we did three years ago and that is sponsor the Commission. So past
and present. So, I may try to bring in some large in height in stature individuals to see
if they maybe can help us finally win, because the last time we did this we were
robbed. So, if anybody wants to or is in town, because I know that some of us are
sometimes out of town, February 29th from the Commission, have four open spaces,
including myself - one team police, one team firefighter, and one general employees.
I’m sponsoring myself, my own personal money from my company. So, I think it’s a
great cause. I appreciate, again, the Commission stepping up and waiving the fees.
They are going to probably raise over a quarter of a million dollars and one hundred
percent of the proceeds goes to Make a Wish Foundation, and it’s a great family
event in the City of Coral Gables. Thank you for that.
Mayor Valdes-Fauli: Where is it?
Vice Mayor Lago: They have it next to the wing place, Sports Grill, right behind, its
on the street there. They’ve been doing it there for probably about five, six years
now, and its more kids than actually adults, its always a fun time with family. I look
forward to all of you joining and if you are really interested in getting involved, I’ll
contact the Chiefs and I’ll go to general employees through the Manager and
hopefully some of my colleagues on the Commission want to eat some wings.

Forfeited Asset Fund (F.A.F.) moneys received in the 2018/2019 Fiscal Year, to provide
for the support and operation of school resource officer, crime prevention, safe
neighborhood and drug abuse prevention programs, as required under the Florida
Contraband Forfeiture Act.

Purchase and Sale Agreement with Riviera Presbyterian Church for the purchase of a
portion of the surface parking lot at 1325 Sunset Drive, Coral Gables, FL, also referred to
as 5275 Sunset Drive, (the western portion of Folio No. 03-4130-009-3240) for the
purpose of establishing a firehouse and park using State of Florida grant funds for a
portion of the purchase; waiving certain requirements pursuant to Section 2-1089 of
Division 12 of the Procurement Code; providing for severability clause and providing for an
effective date.

F.-5. 20-1105 An Ordinance of the City Commission of Coral Gables, Florida amending the Code of
Ordinances, Chapter 58, “Special Assessments,” Article III, “Repair or construction of
streets and sidewalks”, by exempting single family residential and duplex properties from
the sidewalk, curb, and gutter construction requirements set forth in Section 58-57,
revising the square footage and value thresholds of construction, providing for automatic
annual adjustments based on the Engineering-News Record construction cost index, and
authorizing the City Attorney to release covenants running with the land executed by
exempted property owners prior to the adoption of this ordinance, providing for immunity,
severability, repealer, codification and an effective date.

Asset Fund (F.A.F.) moneys for community-based programs; the funds are to be
expended to support the 2019/2020 Fiscal Year operations of the Bigs in Blue Program,
conducted by Big Brothers Big Sisters of Miami.
I.-2. 20-1115 A Resolution authorizing a change order to the “New Public Safety Building Project”
contract with The Weitz Company, LLC, pursuant to Section 2-764(b), Approval of
change orders and contract modifications, in the amount of $ 2,023,566; and authorizing
an amendment to the Fiscal Year 2019-2020 annual budget to recognize as revenue a
transfer from General Capital Improvement Fund and Coral Gables Impact Fee Fund
balances of $697,000 and $406,000, respectively, and appropriating such funds to put
toward the aforementioned changes.
