A.-1. 20-1127 Congratulations to Firefighter Andres Espinoza, recipient of the City of Coral Gables
“Firefighter of the Month Award,” for the month of December 2019.

Mayor Valdes-Fauli introduced the Agenda Item and Fire Chief Marco de La Rosa
spoke regarding Firefighter Andres Espinoza, receiving the recipient of the City of
Coral Gables “Firefighter of the Month Award,” for the month of December 2019.
Fire Chief de la Rosa stated that, as it is often acknowledged - firefighters are always
on duty, not only here, and continued jokingly saying this is the case with Firefighter
Andres Espinoza who not only managed to save his marriage, but have a happy
Thanksgiving because of his quick response on November 28, 2019, when his
mother-in-law was choking and he performed the Heimlich maneuver on her.
Firefighter Espinoza thanked his department and the City Commission for the
recognition and accredits his quick response to the ongoing training he receives from
his department preparing him for any situation.

revising the square footage and value thresholds of construction, providing for automatic

certification within one year of issuance of the temporary Certificate of Occupancy for any
individual building, and absent such certification, a requirement to either (1) provide the
City with a performance bond, cash, or irrevocable letter of credit payment in the amount
of 3% of the Master Building Permit construction cost value within one year of issuance
of the temporary Certificate of Occupancy, such bond being subject to Sections
