Urquia, City Clerk City Commission Meeting Minutes July 15, 2020 The City Commission Meeting will be held as a VIRTUAL MEETING with elected officials and City staff participating through video conferencing. This virtual meeting will be held on the Zoom platform used by the City Clerk. Members of the public may join the meeting via Zoom at https://zoom.us/j/91343162101. In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to the meeting by dialing: (305) 461-6769 Meeting ID: 913 4316 2101 The meeting will also be broadcasted live for members of the public to view on the City’s website (www.coralgables.com/cgtv) as well as Channel 77 on Comcast. Please note that Governor DeSantis’ Executive Order Number 20-69, Executive Order 20-112, and Executive Order 20-150 suspended the requirements of Section 112.286, Florida Statutes, the Florida Sunshine Law, that a quorum to be present in person, and that a local government body meet at a specific public place. The Executive Order also allows local government bodies to utilize communications media technology, such as telephonic and video conferencing for local government body meetings. Attachments: FY21 Budget Presentation - Budget Estimate Final 7-15-20 This Agenda Item was Discussed and Filed City Clerk Item No. 1 RESOLUTION NO. 2020-167 A.-2. 20-1485 A Resolution setting a tentative Millage Rate of 5.559 Mills for the Fiscal Year 2020-2021 Annual Operating Budget to be submitted as preliminary disclosure to the Miami -Dade County Property Appraiser. Attachments: FY21 Resolution - Tentative Millage Rate A RESOLUTION OF THE CITY COMMISSION SETTING A TENTATIVE MILLAGE RATE OF 5.559 MILLS FOR THE FISCAL YEAR 2020-2021 ANNUAL OPERATING BUDGET TO BE SUBMITTED AS PRELIMINARY DISCLOSURE TO THE MIAMI-DADE COUNTY PROPERTY APPRAISER. A motion was made by Commissioner Keon, seconded by Commissioner Mena, that this matter be adopted by Resolution Number 2020-167. The motion passed by the following vote. ADJOURNMENT NOTE Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No . 2006-11, must register with the City Clerk, prior to engaging in lobbying activities before city staff, boards, committees and/or the City Commission. A copy of the Ordinance is available in the Office of the City Clerk, City Hall. Any person, or persons, wishing to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, will require a verbatim record of the proceeding upon which the appeal is based. Interested persons should, therefore, take the necessary steps to ensure that a verbatim record of the proceedings is made which contains the testimony and evidence upon which the appeal is based. Any person making impertinent or slanderous remarks or who become boisterous while addressing the Commission, shall be barred from further audience before the Commission by the Chair, unless permission to continue or again address the Commission is granted by the majority vote of the Commission Members present . Clapping, applauding, heckling or verbal outbursts or any remarks in support or opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in Commission Chambers.
