Urquia, City Clerk City Commission Agenda July 30, 2020 In accordance with City of Coral Gables Sections 2-30 and 27-2(c)(5) and Chapter 286.011 of the Florida Statues, there will be a Special/Emergency Virtual City Commission Meeting on Thursday, July 30th, 2020, beginning at 8:30 A.M. for the purpose of discussing legal options relating to Miami-Dade County’s disbursement of the “CARES Act” federal funds to the City of Coral Gables and other municipalities within the County. The City Commission Meeting will be held as a VIRTUAL MEETING with elected officials and City staff participating through video conferencing. This virtual meeting will be held through the Zoom platform. Members of the public may join the meeting via Zoom at https://zoom.us/j/3054466800. In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 305 446 6800. In addition, the public may comment on an item on the agenda using the City’s already-established e-comment function which may be found on the City’s website at: (www.coralgables.com/commissionmeetings) once the meeting’s agenda is published or by sending an email to cityclerk@coralgables.com prior to the start of the meeting. Please note that Governor DeSantis’ Executive Order Number 20-69, Executive Order 20-112, and Executive Order 20-150 suspended the requirements of Section 112.286, Florida Statutes, the Florida Sunshine Law, that a quorum to be present in person, and that a local government body meet at a specific public place. The Executive Order also allows local government bodies to utilize communications media technology, such as telephonic and video conferencing for local government body meetings. CITY COMMISSION ITEMS A.-1. 20-1548 Discussion regarding the City’s response to Mayor Gimenez’s report to the Board of County Commissioners on July 27, 2020, regarding the distribution of CARES Act funds to municipalities. A.-2. 20-1549 A Resolution of the City Commission of Coral Gables, Florida, condemning Miami -Dade County Mayor Carlos A. Gimenez’s report entitled, “Coronavirus Relief Fund (CRF) Financial Update and Strategy” presented to the Miami-Dade Board of County Commissioners on July 27, 2020 and further directing the City Clerk to transmit a copy of this Resolution to the Officials named herein. (Sponsored by Mayor Valdes-Fauli) A.-3. 20-1550 A Resolution of the City Commission of Coral Gables, Florida, authorizing the initiation of Statutory Governmental Dispute Resolution Procedures under Florida Statutes Chapter 164 with Miami-Dade County regarding the allocation of Coronavirus Aid, Relief, and Security (“CARES”) Act Funding; and authorizing the City Attorney to take additional legal action as necessary in the best interest of the City. Any person, or persons, wishing to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, will require a verbatim record of the proceeding upon which the appeal is based. Any person making impertinent or slanderous remarks or who become boisterous while addressing the Commission, shall be barred from further audience before the Commission by the Chair, unless permission to continue or again address the Commission is granted by the majority vote of the Commission Members present . Clapping, applauding, heckling or verbal outbursts or any remarks in support or opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in Commission Chambers.
