Urquia, City Clerk City Commission Meeting Minutes October 13, 2020 The City of Coral Gables will be holding its Regular Meeting on Tuesday, October 13, 2020, commencing 9:00 a.m. Members of City staff presenting an item on the agenda should enter the Commission chambers one at a time to present the item and promptly exit the chambers after the presentation is complete. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To speak prior to the City Commission taking action on an Agenda Item. Please "Raise your Hand" or send a message to one of the meeting hosts using the Zoom Platform. If you joined the meeting via telephone you can "Raise your Hand" by pressing *9. The public may also address the City Commission in person. A member of the public who wish to address the City Commission in person should pre-register at: www.coralgables.com/commissionmeetings at least one hour prior to the beginning of the City Commission meeting, indicating the item(s) he/she wishes to speak on. Once the person arrives at City Hall, he/she must check in with a City representative and undergo screening which will include a temperature and symptom check. He/she shall then proceed to wait in his/her car or outdoors (while wearing a facial covering/mask and maintaining 6-feet of separation from others). When the item the person wishes to speak on is called, the individual will be notified via text message, and the individual will be escorted to City Commission chambers. In accordance with applicable emergency orders, once the individual has addressed the City Commission, he/she shall promptly exit the building and will be escorted out by a City representative. A facial covering/mask must be worn at all times. If an individual wishes to speak on more than one item, he/she must wait in the car or outdoors, as described above, until the next item is called and shall then follow the same process for the additional item(s). Attachments: Chic Parisien Day - 50 Anniversary Mayor Valdes-Fauli introduced the Agenda Item declaring October 13, 2020 as “Chic Parisien Day” in Coral Gables and Vice Mayor Lago read the proclamation. Before reading the proclamation, Vice Mayor Lago welcomed Catherine Fox Milian whom he has known for a few years as they both belong to the same gym. He stated that in casual conversation with Ms. Milian, she informed him that her family-owned business on the Mile has been in Coral Gables for around 50 years, employing a significant amount of people and that their hard work speaks to the exceptional options and opportunities that are available for people who conduct business in the City. He then thanked her and her family for trusting to have their business in the City of Coral Gables, and then read the proclamation. Ms. Milian thanked the City whom she says has always been very supportive. Her parents went to the University of Miami, fell in love, bought their home, started a family and business in Coral Gables, and she is lucky to raise her children in Coral Gables - so their connection to the City is very deep. She then thanked Vice Mayor Lago and the City Commission for the recognition. Attachments: Florida Trust Press Release Florida Trust Results Letter CGMH Application Photos MH Award Brochure Mayor Valdes-Fauli introduced the Agenda Item and Kara Kautz, Interim Director-Historical Resources and Cultural Arts Department addressed the City Commission. Ms. Kautz informed the City Commission that she had a brief PowerPoint presentation to show them of the before and after pictures of the Merrick House. She continued by saying that this restoration rehabilitation was due to an award from the Florida Trust for the restoration of the Coral Gables Merrick House which is the most historic site in Coral Gables and explained in detail every aspect of the renovation process during the PowerPoint presentation. At the end, she acknowledged the Merrick House Governing Board, City departments and staff who assisted in providing the beautiful landscape on the property, and concluded that there is still some work to be done, however, she is optimistic that everything will be completed in 2021. She was then thanked by Mayor Valdes-Fauli and Vice Mayor Lago. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 A.-4. 20-1736 Congratulations to City Architect Carlos Mindreau on his retirement after serving the City of Coral Gables for thirteen years Mayor Valdes-Fauli introduced the Agenda Item congratulating City Architect Carlos Mindreau on his retirement having served the City of Coral Gables for 13 years. Suramy Cabrera, Director of Development Services stated that it is a bitter-sweet moment for her because while she is extremely happy for him, he is going to be missed because he has served the City very well, taking his time with every single resident who visited his office. City of Coral Gables Page 3 City Commission Meeting Minutes October 13, 2020 Mr. Ramon Trias, Assistant Director-Development Services-Planning stated that for over 90 years the City of Coral Gables has taken architecture and design very seriously, and that Merrick at the very beginning had hired fantastic architects. He is very happy to say that from now on, upon his retirement they can speak of Carlos Mindreau in the same sentence with Phineas Paist or Denman Fink or so many other great people that made Coral Gables great. Carlos is the first and only professional City Architect that the City has had and one of the best and thanked him. Mayor Valdes-Fauli asked Carlos if he wanted to say a few words, and that he had a question for him regarding when someone sits now in an outdoor restaurant in Coral Gables. In looking around, he continued, every single building is egg white, is there any reason why the taste… has it been your experience that tastes have changed in that we used to have pink, brown, beige whatever on houses and buildings, and now everything is milk white. Mr. Mindreau responded by saying that he thought by and large there are certain fads that happen over a period of time. At one time every single building was painted the same color as the Biltmore, because they thought that is what Mediterranean was. At one time, everybody wanted barrel tile roofs even when they were not appropriate for the style of the architecture. So, he thinks in a way, it is a type of a fad. Also, in the role of a City Architect, he has to respect the wishes of… and he hears the comments all the time, “It’s my house and I want it that color”, and he agrees they are correct to a point, but he just doesn’t want them to… if they tell him they want a polka dot house, then he will tell them “no”. But, other than that, he feels that he must respect people’s taste, to which the Mayor agreed. Mr. Mindreau was then flanked by Mayor Valdes-Fauli, Assistant City Manager Ed Santamaria, Development Services Director Suramy Cabrera, Devin Cejas, Deputy Development Services Director/Zoning Official and Ramon Trias, Assistant Director-Development Services-Planning to have a group picture taken. Vice Mayor congratulated Mr. Mindreau and said that they both had the pleasure of breaking bread last week at a luncheon and the people that were at the lunch tried everything in their power to convince Carlos to stay, and that he is going to be missed because every time he had a resident that had an issue, or was confused, as Ms. Cabrera stated, he was a gentleman. Also, he was a gentleman even when he told them “no”, which was a lot of times, and he wanted to thank him for his years of service to the City, and him doing so not for a paycheck, but he did it because he loved the City and he loves what he does and hopes that he will come back in his own personal capacity and that he wouldn’t stay retired. He then thanked him again for everything he has done for the City. Mr. Mindreau then thanked Vice Mayor Lago, and also thanked the Commission in general as well as the previous Commissions because when he started the position with the City, he was thinking of five or six years and it turned into thirteen and he has no regrets, all thanks to the way that he was treated by the elected officials in general that made him feel comfortable, and he was happy to do what he City of Coral Gables Page 4 City Commission Meeting Minutes October 13, 2020 was doing in helping and bringing a real professional eye to people that perhaps in most cases would never have considered a professional to assist them. In closing, he said that it has been a pleasure and thanked everyone. The City Commission then wished him a happy retirement. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH AUGUST 2020.doc Officer of the Month A.Steele.pdf Mayor Valdes-Fauli introduced the Agenda Item congratulating Officer Andrew Steele, the recipient of the City of Coral Gables “Officer of the Month Award”, for the month of August 2020. Police Chief Edward James Hudak stated that there is no doubt that everyone in the City, as well as everywhere else is aware of how difficult it is to be in Law Enforcement at this time, and for no reason other than it is their job and that is what they do. He continued by saying that part of the job that people don’t think about is how they deal with people that are in mental crisis where these issues that start off with just counseling and assistance can turn very violent. He recounted an incident last August when a resident was having a violent episode. Upon receiving the call for officers to respond, the woman armed herself with a knife and when the officers converged on the house, she barricaded herself inside a bedroom threatening to do harm to herself. As the midnight officers on patrol responded and tried to get her to come out of the room, she exited the door briefly, and the officers deployed their tasers, which would be their training. The resident then went back into the room barricaded herself again, at which time Officer Andrew Steele showed up. Officer Steele then continued to use his own techniques to break the door down and confront her, knowing fully well that she was at the other end of the door armed with a knife and threatening to do harm to the officers as well as to herself. Officer Steele without any regard to his personal safety went through the door, confronted the woman hands-on as they call it, and held on to her while the other officers disarmed her in the bedroom so that she could not harm herself or any of the officers. It is because of his heroic actions that he is not only the Officer of the Month for October, but he is also being awarded the department’s Silver Medal of Valor, and he is honored to have the pleasure to introduce to the City Commission, the Officer of the Month for August 2020, Officer Andrew Steele. Amidst loud applause Police Chief Hudak presented Officer Steel with a plaque and their photo was taken. Officer Steele upon receiving his plaque stated how much he appreciated everyone and thanked the City Commission, Chief Hudak, his supervisors and fellow officers, because he wouldn’t be there without them and he did the job for them. It was that simple. Additionally, City of Coral Gables Page 5 City Commission Meeting Minutes October 13, 2020 he said that they are a team, and they sacrifice for each other, and they all go home, and again thanked the City Commission. Commissioner Keon echoed that he is brave. Mayor Valdes-Fauli thanked him, said that he made them proud and that is what the Coral Gables Police is all about. He is a fine example and one day he will be a great leader of their police force. Police Chief Hudak also thanked Officer Steele. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 A.-6. 20-1740 Congratulations to Asif Siddiqui, recipient of the Outstanding Leadership Award - Fourth Quarter 2019. Attachments: ASIF LEADERSHIP NOMINATION Mayor Valdes-Fauli introduced the Agenda Item congratulating Asif Siddiqui, the recipient of the Outstanding Leadership Award - Fourth Quarter 2019, in addition to being Police Records Clerk II recipient of the “Employee of the Month Award” for the month of August 2020. Karla Green-Director, Human Resources Department introduced the Agenda Item for the recipient of the Outstanding Leadership Award - Fourth Quarter 2019 and Mr. Alejandro Gaimundi-Information and Technology Department and member of the Outstanding Leadership Award Committee made the presentation to Asif Siddiqui. Mr. Gaimundi acknowledged the Mayor and City Commission, City Attorney, City Manager and City Clerk. He continued by stating that the Leadership Award is presented to employees in a leadership role in which recipients are nominated by their subordinates and today the award is also being presented alongside another exceptional achievement, the “Employee of the Month”. The recipient is receiving the Quarterly Leadership Award for his time as acting supervisor in the Police Records Section when Records Supervisor Jessica Wotherspoon went on maturity leave from February through August 2018, and he stepped in during that time as Acting Records Supervisor. Asif was tasked with this assignment for six months, and his staff said that he did not think twice about it, and never missed a beat. It was during that time, the Records staff developed enormous respect for his hard work and dedication, because not only was he acting supervisor, but he was also handling his own job responsibilities processing the arrest reports for the Records Section. Mr. Siddiqui also handles a variety of other duties in the Records Section that are time-sensitive and detailed in nature. He performed the work of two people and did so without complaints or hesitation. Asif has proven to be an outstanding group leader, maintains calm under pressure, communicates well with his co-workers, he listens and provides solutions when needed, but most of all he has inspired the Records Section to be the best by overcoming challenges, because of his positive approach which is visible through his actions. He rose to the occasion and showed everyone the true meaning of leadership and teamwork, and because of this, the City is proud to present the City of Coral Gables Page 6 City Commission Meeting Minutes October 13, 2020 Leadership Award to Asif for his impeccable dedication and service while performing the duties as Acting Records Supervisor. Mr. Asif amidst a loud burst of applause accepted his plaque and thanked the City Commission and everyone for the award for which he is grateful, He also thanked Jessica Wotherspoon, his supervisor, acknowledged all his fellow co-workers in the Records Section who he says he could not have done it without them. A photo was then taken with the Mayor, and members of the Leadership Award team. Vice Mayor Lago also thanked him. She then played a video showing a day at work for Mr. Siddiqui in the Police Department. When the video was finished it was followed by loud applause. In giving Mr. Siddiqui his plaque, Ms. Green expressed to him appreciation on behalf of the City. Police Chief Edward James Hudak stated that the Police Department does not run without its Communications Operators and its Records Clerks, because as everyone knows how important our City Clerk is to memorialize everything. To give you an idea of what Asif and some of his colleagues have done - they started a while ago in anticipation of our move, to digitize reports going back to the 1960s, and they are scanning it, they have been scanning it consistently for about a year and a half, two years now, I think it has been, so that when they go to the new building in a few days, they are going to have everything digitized, and again everybody in the Records Section has buckled down and done this through the virus, while continuing the day to day operations, and he is just one of those shining starts, an example of the people that may not get all the attention in the Police Department, but until the paperwork gets done and the City Attorney is happy with their paperwork, these people are invaluable. He congratulated Asif on behalf of everyone in the Police Department for being recognized as the “Employee of the Month” for the City, and it is well deserved. Mr. Siddiqui stated that he appreciates the recognition, and he will continue to represent the Police Department and the City of Coral Gables in a positive way and thanked everyone one. Mayor Valdes-Fauli then thanked Mr. Siddiqui. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 7 City of Coral Gables Page 7 City Commission Meeting Minutes October 13, 2020 A.-8. 20-1755 Congratulations to Lorena Garrido, Administrative and Fiscal Affairs Manager, recipient of the "Employee of the Month Award,” for the month of September 2020. Attachments: Nomination Letter - September Employee of the Month Cover Memo - September Employee of the Month Mayor Valdes-Fauli introduced the Agenda Item recognizing Lorena Garrido, Administrative and Fiscal Affairs Manager who is the recipient of the “Employee of the Month Award” for the month of September 2020. Ms. Karla Green, Human Resources Director stated that she is pleased to present the September “Employee of the Month” Lorena Garrido of the Public Works Department who has been an employee with the City since November 2000. She has always been very dedicated, resourceful, attentive, and very much customer oriented. Whenever other departments may need her assistance, Lorena is the go-to person as well as for the Human Resources Department as their HR liaison for anything that they need and that is related to employee coordination in activities and events. She is always there to help, never says no, and always exhibits a willingness to do her best. Ms. Green continued by saying that the City wanted Lorena to know that she is very much appreciated and thanked her for all her work and dedication in all she does for her department. [At this time, a video was played showing the important role Ms. Garrido plays in her department]. At the end of the video, Ms. Garrido approached the podium to address the Mayor and City Commission and City Manager. She stated that it was an honor for her to receive the recognition and is proud to be representing the Public Works Department, and that she couldn’t do what she does without the Central Administrative Division within the department which takes in all their requests for services, inquiries as well as their Field Divisions that gets the job done like the Utilities Division, Right-of-Ways, Sanitation, and Landscape services. She thanked the other departments that she deals with on a day-to-day basis to handle her operations and do what she does including the HR Department, Code Enforcement, and the City Manager’s office. Lastly, she thanked Public Works Director Hermes Diaz and other directors. Both Mayor Valdes-Fauli and Vice Mayor Lago thanked Ms. Garrido. Ms. Green presented Ms. Garrido with a plaque as a token of the City’s appreciation for her dedicated service. DISCUSSION ITEMS Mayor Valdes-Fauli: Before we adjourn, I would like to congratulate Miriam, our City Attorney, Miriam Ramos for having been chosen the Future President of CABA, the Cuban American Bar Association, which is a very, very important prestigious position. They do a lot of great work at the Bar Association and congratulations Miriam. City Attorney Ramos: Thank you sir. [Applause] Mayor Valdes-Fauli: Anything else to come before the meeting? Vice Mayor Lago: I have two points. Mayor Valdes-Fauli: Of course, you do. Vice Mayor Lago: If I may. Billy, if we could just pull up the pictures really quick. I want to recognize somebody in our community who happens to be my Planning and Zoning Board appointment, her name is Rhonda Anderson. Seven months ago, she started working and she graciously allowed myself and my family to get involved in growing mangroves from pods and she has over 500, those are my two girls, wreaking havoc at her house. And then what we did was, we took these pods home, we gave some to my dad, some to our neighbor and we took a bunch home, and we grew them over six months, six or seven months during Covid, and then we returned them back and now she is going to take over 500 of these pods and they are going to put them throughout our shoreline to ensure that, again, we can stabilize our shorelines and stop all kinds of issues that we are having like recession of our waterways and all kinds of things. So, this is a great program that somebody in our own backyard is doing and she deserves all the credit for really living up to a sustainable life and really setting an example, that’s number one. Number two, I wanted to commend our Fire Department, our City Manager, his team in regard to the Covid Dashboard. Its an incredible dashboard that the Commission gets every week and I would like if my colleagues would allow me the privilege, I would like for that dashboard to be put on our Covid link in our website. I know that we get it once a week and it’s just something, it’s a little bit of information that we can put up there to keep our residents, again, we can send them to one location when they want to understand the numbers, City of Coral Gables Page 28 City Commission Meeting Minutes October 13, 2020 when they want to understand what’s going on and how we are trending in regards to Covid. Instead of having to explain in an e-mail, we can just send them the link and say look, these are the actual numbers, this is what you can do to remain safe and these are unquestionable numbers, because again, they are provided to us by our Fire Department and these are solid numbers that can give people a little bit of rest from their concerns and they can see it. And I would like to see that if any of my colleagues will allow us to put that dashboard up on our website. Mayor Valdes-Fauli: Very, very good suggestion. Thank you.
