The City of Coral Gables will be holding its Regular Meeting on Tuesday, October 27,
2020, commencing at 9:00 a.m.
While the City is back to live in-person meetings, members of the public are still able
to participate via the Zoom platform used by the City Clerk for live remote comments.
Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To
speak prior to the City Commission taking action on an Agenda Item. Please "Raise
your Hand" or send a message to one of the meeting hosts using the Zoom Platform.
If you joined the meeting via telephone you can "Raise your Hand" by pressing *9.
Those persons wishing to address the City Commission in-person should
pre-register at: www.coralgables.com/commissionmeetings at least one hour prior to
the beginning of the meeting, indicating the item(s) they wish to address. Upon
arrival at City Hall registered participants must check-in with a City representative
and undergo health screening which includes a temperature and symptom check.
They will then be asked to wait in their cars or outdoors while wearing masks and
observing social distancing until the item they are registered to speak is called on. All
in-person participants will be required to wear a facial covering and maintain social
distance of at least 6-feet.
The public may comment on an item on the agenda using the City’s
already-established e-comment function which may be found on the City’s website at:
(www.coralgables.com/commissionmeetings) once the meeting’s agenda is published
or by sending an email to cityclerk@coralgables.com prior to the start of the meeting.
The Meeting will also be broadcasted live for members of the public to view on the
City’s website (www.coralgables.com/cgtv) as well as Channel 77 on Comcast.

A.-1. 20-1776 Presentation of a Proclamation declaring October 2020 as "Americans with Disabilities
Month" in Coral Gables.

Mayor Valdes-Fauli introduced the Agenda Item declaring October 2020 as
“Americans with Disabilities Month” in Coral Gables and Commissioner Jorge Fors,
Jr., read the proclamation.
Raquel Elejabarrieta -the City’s Director of Labor Relations and Risk
Management stated that she had two individuals from the Disability Affairs
Board who would like to accept the proclamation on behalf of the board and
say a few words. She then asked the City Commission to show a video
showcasing the City has done to make the City a place for all with disabilities.
The Mayor her granted her request, and the video was then shown. Ms.
Elejabarrieta then introduced Ms. Vanesa Libow, the Chair of the Disability
Affairs Board.
Ms. Libow stated that as Chair of the Disability Affairs Board she was honored
to accept the award on behalf of the Board declaring October as Disability
Awareness Month in Coral Gables and thanked the City for its commitment to
inclusion and the amazing job it does in supporting their various challenged
community. The Board is comprised of members with disabilities as well as

other dedicated members. She acknowledged previous Chairs and introduced
the Board’s newest member Haley Moss, a University of Miami graduate and
the first City Attorney with autism to pass the Bar who is a living example of
what individual members of the disabled community can achieve with the
proper support.
Ms. Haley Moss thanked the City Commission to be able to serve on the
Disability Advisory Board and for the proclamation and their commitment for
inclusion for all. Also, that this year serves to celebrates 30 years of the
Americans with Disabilities Act and 75 years of National Disability Employment
Awareness. She thanked the City for showing that inclusion isn’t something
that is said to make things sound good, it is something that is practiced daily
and that is worked on together and grown into, and for all who live in the City.
The Mayor thanked Ms. Moss and said her presentation was inspirational.
Vice Mayor Lago thanked Ms. Libow and the board for their hard work and she
was invited to take a photo with Mayor Valdes-Fauli.
Commissioner Keon then acknowledged ex-City Attorney Craig Leen for starting
the City down the journey of recognition and a real commitment and passion
for inclusion, and now they have reaped the rewards of his vision till this day.
He is a crusader for the cause and also thanked City Administration.
City Attorney Ramos said she will let him know, as he continues his work in this
area at the federal level and is proud of what he has been able to accomplish.
Ms. Elejabarrieta also requested of the City Commission that the resolution on
the agenda regarding Principles of Inclusion be also taken up at this time and
her request was granted.

“Operator of the Second Quarter Award,” for the months of April through June 2020.

Mayor Valdes-Fauli read the Agenda Item regarding the recipient of the “Operator
of the Second Quarter Award”, Marangely Vazquez for the month of April through
June 2020.
Police Chief Edward James Hudak made the presentation. He stated that Mara has
been a Communications Supervisor for both the Police and Fire Departments taking
in many roles of her job as a supervisor. Over the last quarter she is accredited for
training over eight trainees, and now seven call training officers are call officers.
She has always displayed a work ethic second to none when it came to what’s best
for the City. Her work with her unions as with the supervisors and the younger
communication operators is something that’s notable. She is part of their
succession planning when it comes to the Communication Section. Currently, the
Communications Section has been shutdown out of the old police station, and they

are working out of the new backup out of Fire Station 2, as they continue to finish
the within new Communication at 2151 Salzedo. She has been doing double duty
going back and forth making sure they are up and ready down at Station 2, and until
they “flip the switch” in the new station. She has done numerous new initiatives in
the department and the “go to person for her supervisor Monica Cardoso who says,
“Martha is committed to the growth and success of this section and most of all the
organization. She is an asset and deserves to be recognized for her efforts and hard
work”. It is for those reasons that Mara was awarded the “Operator of the Second
Quarter Award”, for the Communications Section. Amidst loud applause, Mara was
presented with her award. Upon receiving her award, she said that she was
honored because out of the amazing and hardworking officers that work out of the
Communications Center 24 hours a day, it is an honor to be recognized by all her
supervisors.
Vice Mayor Lago thanked the communication team for the hard work they do during
COVID and hurricanes. He recalls having to call the emergency department twice in
the last six years, and those were rather stressful moments. It was because of
leadership and the individuals working with you and under you, the outcome could
have been completely different. There work is appreciated and does not fall on
deaf ears. A photo was then taken of Mara flanked by Mayor Valdes-Fauli and
officials from the police department.

ORDINANCE NO. 2020-32 (As Amended)
F.-2. 20-1650 An Ordinance of the City Commission of Coral Gables, Florida providing for text and map
amendments to the City of Coral Gables Official Zoning Code pursuant to Zoning Code
Article 14, “Process,” Section 14-212, “Zoning Code Text and Map Amendments,” by
amending the following provisions: (1) Article 1, “General Provisions,” creating new zoning
districts: Multi-family 3 (MF3), Multi-Family 4 (MF4), Mixed-Use 1 (MX1), Mixed-Use 2
(MX2), Mixed-Use 3 (MX3), and Design/Industrial District Overlay; and deleting:
Multi-Family Special Area (MFSA), Commercial Limited (CL), Commercial (C), Industrial
(I), and the north and south Industrial Mixed-Use Overlay Districts, and making the

L. DISCUSSION ITEMS
Mayor Valdes-Fauli: Anything else to come before the meeting.
Vice Mayor Lago: Just one point. This is more of just always a reminder to our
residents and to our business community. Let’s all be conscientious with these
moments. Right now, as many of you are hearing, this Covid pandemic is far from
over. We are all facing some very difficult moments ahead. I ask that everybody be as
prudent as possible. Just because the Governor has mandated that masks are not a
requirement and basically, he has handcuffed the city in regard to our ability to
enforce multiple measures in regard to Covid. I ask that everybody in the community
to still continue to comply and be considerate of those who are challenged, the
elderly, our neighbors, because this is a great opportunity by wearing a mask and by
being prudent in our activities and our social gatherings, we are taking into account
everyone in this community. So that’s something that I want to make sure, because
you’ve seen the numbers creep up just a little bit, slightly. They are not big jumps and
I’m constantly monitoring, as a board member of Coral Gables Hospital, and the
numbers are low, very low as of last week we had about ten people in the hospital,
but let’s continue to move in the right direction. Let’s not take a step back.

Transfer of Development Rights (TDRs) receiving sites to include the Design & Innovation
District; and (9) Article 16, “Definitions”, updating certain definitions; providing for repealer
provision, severability clause, codification, and providing for an effective date.
