Urquia, City Clerk City Commission Meeting Minutes November 10, 2020 The City of Coral Gables will be holding its Regular Meeting on Tuesday, November 10, 2020, commencing at 9:00 a.m. While the City is back to live in-person meetings, members of the public are still able to participate via the Zoom platform used by the City Clerk for live remote comments. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To speak prior to the City Commission taking action on an Agenda Item. Please "Raise your Hand" or send a message to one of the meeting hosts using the Zoom Platform. If you joined the meeting via telephone you can "Raise your Hand" by pressing *9. Those persons wishing to address the City Commission in-person should pre-register at: www.coralgables.com/commissionmeetings at least one hour prior to the beginning of the meeting, indicating the item(s) they wish to address. Upon arrival at City Hall registered participants must check-in with a City representative and undergo health screening which includes a temperature and symptom check. They will then be asked to wait in their cars or outdoors while wearing masks and observing social distancing until the item they are registered to speak is called on. All in-person participants will be required to wear a facial covering and maintain social distance of at least 6-feet. PLEDGE OF ALLEGIANCE Miami-Dade County Commissioner Xavier Suarez led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 20-1806 Presentation of a Proclamation declaring November 10, 2020 as "Miami-Dade County Commissioner Xavier Suarez Day" in Coral Gables. Mayor Valdes-Fauli introduced the Agenda Item declaring November 10, 2020 as “Miami-Dade County Commissioner Xavier Suarez Day” in Coral Gables and Vice Mayor Lago read the proclamation. Commissioner Xavier Suarez - Miami-Dade County (District 7) in acknowledging the City’s recognition of him stated that he has always aspired to be at least half as successful as Mayor Valdes-Fauli, and thanked the City Commission with whom he has worked with for over ten years, and continued by listing the numerous accomplishments during his career, and the linkage between the City of Coral Gables and the City of Miami by way of the free trolley which he is most excited about, and what has paved the way for Miami-Dade County to also have free public transportation that is available today. Commissioner Suarez list included the Sanctuary of the Arts, Mc Farlane and Lola B. Walker homes preservation, Frances Tucker and Carver which are “A” schools, the Underline and the expansive development projects on US1 increasing the City and County’s tax base with one billion dollars worth of development and almost all projects being completed. He credits District 7 miracle in great part, to the creative contributions of the City of Coral Gables working with the County, and the County needs to imitate going forward. In closing said that in six days he would no longer be a County City of Coral Gables Page 2 City Commission Meeting Minutes November 10, 2020 Commissioner and honored Vice Mayor Lago with his County Commissioner’s pin. Vice Mayor thanked the City Commission for honoring Mayor Suarez and reflected on his personal and working relationship with him. He stated that while he is known as Mayor, Commissioner to many, to him he is his mentor, having known him for 40 years, and attended grade school with his son. He continued by saying that Commissioner Suarez is known for his “open door policy”, a committed public servant, fiercely loyal, an advocate for those in need, his sacrificial service and a true gentleman and family man who served the City and County with respect and dignity, and wanting only the best for his community. He considers what they have achieved as monumental and reiterated the accomplishments made in District 7 and the working relationship with the City that Commissioner Suarez spoke of previously. He then recognized Mayor Valdes-Fauli’s whose idea it was to have a free trolley in the 1990s. At this time, Mayor Frances Suarez (son of Commissioner Suarez) entered the Commission Chambers and was recognized. Mayor Frances Suarez acknowledged the City Commission and City Clerk, said that he wasn’t supposed to be there today, and recognized Vice Mayor Lago for the eloquence in which he highlighted Commissioner Suarez’s accomplishments and what he means to the Community, not only the “City Beautiful” , but in the “City Beautiful” to the East and the North which is the City of his home where he has dedicated his heart and soul in making it one of the most shining cities on a hill and in the United States. He has shown them what sacrifice and putting the public’s interest first means in creating that perfect Miami for present and future generations. He ended his statement with thank you and God bless. [applause] Mayor Valdes-Fauli presented Commissioner Suarez with the proclamation as well as the City’s highest honor, the Key to the City. Commissioner Suarez thanked the City Commission for the prestigious award and thanked his staff who accompanied him to receive his recognition from the City. Commissioner Keon thanked Commissioner Suarez for his “open door policy” and assistance with the fully funded three million dollars state-of-the art renovation of the Coral Gables Library, which is a tremendous gift to the City of Coral Gables. It will be a library that will rival any of the regional libraries in Miami-Dade County and that she and the City are forever grateful to him. Commissioner Suarez responded by saying that he could not have done it without her assistance. Mayor Valdes-Fauli then thanked Commissioner Suarez. Attachments: Proclamation Mayor Valdes-Fauli introduced the Agenda Item declaring November 15, 2020 as “America Recycles Day’ in Coral Gables and Commissioner Keon read the proclamation. Matt Anderson, Senior Sustainability Analyst, thanked the City Commission for making November 25, 2020 Americans Recycles Day, and introduced Marlin Ebbert, Vice Chair of the Sustainability Advisory Board to accept the proclamation. He also took the opportunity to invite everyone to their weekend event, America Recycles Day Event, taking place in the City Hall parking lot, and welcomed residents and everyone to attend the event. Ms. Ebbert stated that they were unable to hold the event in April for “Earth” month, then they had scheduled an event for July and that was cancelled, so the natives are restless. She believes that it is going to be packed because people have been calling her for months. Also, she has checked the weather, and it is supposed to be a very nice day. Mayor Valdes-Fauli thanked her, and Commissioner Keon presented her with the Proclamation. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 A.-3. 20-1808 Presentation of Proclamation declaring November 28, 2020 as "Small Business Saturday" in Coral Gables. Attachments: Proclamation Mayor Valdes-Fauli introduced the Agenda Item declaring November 28, 2020 as “Small Business Saturday” in Coral Gables and Commissioner Mena read the proclamation. Mark Trowbridge, President of Coral Gables Chamber of Commerce made the introduction of Brian Barakat, Chairman of the Board and himself. Mr. Barakat thanked the City Commission for having them there as well as for the proclamation for “Small Busines Saturday”. He went on to say that it was their tenth year in having “Small Business Saturday” and appreciates the City’s support and American Express for their sponsorship. Additionally, he stated that November 28th is going to be a great day to go out to get some shopping in, and because of the times that we live in, there will be a substantial online component, because in this way everyone will have the opportunity to do their Christmas shopping socially distanced in support of local small businesses, and thanked the City Commission. Mayor Valdes-Fauli also thanked him. This Presentation/Protocol Document was Presented and Filed City of Coral Gables Page 4 City Commission Meeting Minutes November 10, 2020 City Clerk Item No. 3 A.-4. 20-1795 Congratulations to Reinaldo "Rey" Munoz, recipient of the "Katherine McClary MV Operator of the Year Award". Attachments: Press Release.pdf Commission Cover - Operator of the Year - Reianldo Munoz.doc Kevin Kinney, Director-Parking Department introduced this Agenda Item congratulating Reinaldo “Rey” Munoz, recipient of the “Katherine McClary MV Operator of the Year Award”. Mr. Kinney said it was his pleasure to recognize one of Trolley’s own, and when thinking about the success of the Coral Gables Trolley, it was always built on the people, whether it is the mechanics, dispatchers, managers or the frontline folks who are the trolley operators who see customers every day, providing a service to them. There are 15 operators who run the trolleys every day, many of whom have been with the City for over 10 years, and are professionals dedicated to providing quality service to passengers. He also mentioned that currently, the City partners with a company called MV Transportation, an international firm which provides the City’s trolley drivers, many of whom stay with the City, even when their bosses change which is a testament to the service that Coral Gables is providing and the working environment. Annually, one of MV Transportations operators is recognized nationwide as “Operator of the Year” based on safety and monitored driver observation. In the seven years Mr. Reinaldo Munoz has been a trolley driver, he has never received a notice of inappropriateness or safety issue, and his passengers and co-workers love him dearly and are appreciative of him because he treats everybody like family and is exemplary in every way. Mayor Valdes-Fauli congratulated Mr. Munoz and stated that he is part of what makes the City great, and it is very much appreciated and recognized for the work they do for people because that transportation is crucial to the City’s Downtown and economic life, and they are grateful and with the City Commission congratulated Mr. Munoz. The Mayor then asked Mr. Munoz if he would like to say a few words, to which Mr. Munoz declined. [applause] Mr. Kinney informed the City Commission that they were up to 1600 passengers per day in the recovery from COVID, and the drivers all through this pandemic have done an exceedingly professional job of keeping themselves and the passengers safe, and guarantees that when Rey is in the driver’s seat, he is in control, and while he may not have wanted to say much here, this is not his office, his office is in the driver’s seat. Mr. Munoz then thanked the Mayor and City Commission. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 4 City of Coral Gables Page 5 City Commission Meeting Minutes November 10, 2020 A.-5. 20-1803 Congratulations to Operator Jessica Moss, recipient of the City of Coral Gables “Operator of the Third Quarter Award,” for the months of July through September 2020. Hudak made the presentation to the recipient of the City of Coral Gables “Operator of the Third Quarter Award,” for the months of July through September 2020. He reminded the City Commission that they have started the transitional phase of the Communications Section to the new building and in the meantime, they have been working in regard to hiring, to make sure they get back to being fully staffed which has taken them a year or so, and some of his employees have done an excellent and outstanding job of wearing two hats. He said it was his honor to present Jessica Moss who has been with the department for a few years, wearing the hat of a Communications Operator and a Supervisor and working in those roles unbelievably well with continuing the training in getting these new Communication Operators up to speed. Jessica is always ready to step forward and has been recognized by her Supervisors, her Communications Manager- Monica Cordosa who is here, along with the Assistant Chief of Operations. Chief Hudak continued by saying that it gives him great pleasure to recognize these employees, the voices on the end of the 911 calls, and he has said this before --- every time you answer that phone, you push that button you have no idea what’s on the other side. As police officers they do know what they are getting into somewhat, unless it comes up and surprises them. But there is just a sinking feeling every time you answer that 911 call, and Jessica has done so admirably and professionally. She is the voice of calm in someone’s personal storm and she is teaching this to other people in whom we are looking at as potential candidates for that. Not only has she been a stellar person throughout the pandemic, but she has been trying to get married for the past few months. We would like to recognize her as someone who does above and beyond every day, and it is his pleasure to introduce you to the “Operator of the Third Quarter”, Jessica Moss. Communications Operator Jessica Moss said that it was a pleasure to receive the award and she enjoys serving the citizens and employees of the City and is looking forward to many more years of doing so and thanked the City Commission. Mayor Valdes-Fauli thanked her and said unfortunately, he can attest to what a good service and how responsible they all are, in that it is not just taking a call, but knowing what to do with the call. It is calming people or giving them instructions on what to do, and they do a great job providing an invaluable service. They are one of the things that make the City great and thanked her to which she responded that it was her pleasure and thanked the City Commission. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 City of Coral Gables Page 6 City Commission Meeting Minutes November 10, 2020 A.-6. 20-1805 Congratulations to Detective Joel Rios, recipient of the City of Coral Gables “Detective of the Quarter Award,” for the Third Quarter of 2020. Attachments: COMMISSION COVER MEMO - DETECTIVE OF THE THIRD QUARTER 2020.doc Detective of the 3rd Quarter J.Rios.pdf Mayor Valdes-Fauli introduced Detective Joel Rios, recipient of the “Detective of the Quarter Award”, for the Third Quarter of 2020. Police Chief James E. Hudak stated that it was his pleasure to speak to them regarding the individual who is the detective of the Third Quarter. Detective Rios has worked on several cases one involving the theft of a golf cart and the work that went into finding the four individuals is a testament to his tenacity, utilization of technology and working with acquaintances of the individuals. The second case involved the investigation of a stolen Mercedes Benz from Coral Gables without a matching tag which was found in Pembroke Pines. It is to be noted that in the short time the vehicle was stolen it was re-vined and resold to an innocent owner within eight days, and Detective Rios was able to return the vehicle to its rightful owner. Detective Rios thanked Police Chief Hudak and the City Commission. He then thanked His Lord and Savior Jesus Christ for the opportunity to serve the beautiful City. He continued by saying that it humbles him, it is an honor and acknowledged his wife for giving him support during this difficult time, 2020 that we are living in. He also thanked Sergeant Garcia of the Criminal Investigation Division for nominating him and playing a monumental role in his life as well as other police officers who have impacted his life for their teamwork, dedication, and commitment. Additionally, thanked and congratulated was fellow Officer Eduardo Orbe, his previous partner, with whom he had worked with and learned a lot from for 12 years, who he considers to be a great asset and service committed, the City Commission and Police Chief Hudak. Mayor Valdes-Fauli and Vice Mayor Lago congratulated him for what he does for the City. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 A.-7. 20-1804 Congratulations to Officer Eduardo Orbe, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of September 2020. Hudak introduced Officer Eduardo Orbe, recipient of the “Officer of the Month Award” for the month of September 2020. He stated that an alert security operative working in a building on Ponce de Leon Boulevard recognized the suspect who was involved in a theft two days prior and contacted the Police Department. While officers responded to the area, Officers Orbe and Sergeant Antezana conducted surveillance by waiting for the suspect to exit the building, and upon confronting the suspect the officers were met with resistance before taking him City of Coral Gables Page 7 City Commission Meeting Minutes November 10, 2020 into custody. The suspect had a knife in his pocket and upon further investigation, it was found that he was responsible for numerous crimes in the City and neighboring cities. Chief Hudak continued by saying that this is the type of attention that is given when they take someone into custody, that they do it with the uttermost professionalism, effectively and to their own safety and this is what both Officer Orbe and Sergeant Antezana did. Officer Orbe believes in obtaining more training for the officers. Upon receiving his plaque, Officer Orbe thanked the City Commission for the opportunity and acknowledgment, and said it was a team effort. He also thanked Sergeants Antezana and Escobar who assisted him in taking the suspect into custody. He piggybacked on what Police Chief Hudak said, and that is, that hand-to-hand contact training is needed for self-defense, something he is passionate about. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 7 A.-8. 20-1817 Congratulations to the Information Technology (IT) Department recipients of the 2020 "Smart 50" Award, recipients of the "Top Performing U.S. Organization" Award at the Open Cities Index (OCI) , and finally for being recognized by StateTech Magazine as one of the "8 Smart Cities to Watch in 2020". Attachments: CoralGables2020TechAwards.docx Mayor Valdes-Fauli introduced the Agenda Item congratulating the Information and Technology (IT) Department on being the recipients of the 2020 “Smart 50” Award, “top Performing U.S. Organization Award at the Open Cities Index (OCI), and being recognized by Slate Tech Magazine as one of the “8 Smart Cities to Watch in 2020”. Ed Santamaria, Assistant City Manager-Operations and Infrastructure brought to the City Commission’s attention the numerous awards he placed on the dais that the IT Department has been recognized for on a global stage. He then introduced Raimundo Rodulfo, Director of Information and Technology and Chief Innovative Officer. Mr. Rodulfo thanked the City Commission and acknowledge the members of his team present: Supervisors Lemay Ramos and Ayanes Apolinar, and Analyst Alex Gamundi and Peterson Pierre-Louis, Nelson Gonzalez-Assistant IT Director. Missing team members were Giselle Rodriguez, Supervisor and Mark Hebert. He then gave an in-depth explanation regarding the awards received, all because of the support of the City’s leadership and partnerships with businesses and universities and thanked everyone who played a part in this journey. Mayor Valdes-Fauli thanked Mr. Rodulfo for the amazing job he and his team does. Supervisor Ramos thanked the management, City Commission and Director Rodulfo, because without them they would not have been able to achieve such accomplishments. Mr. Ramos said that he has seen growth over the years and is happy to be a part of the team and hope they can keep up the good work. Analyst Gaimundi stated that it is a pleasure and honor to be part of the team and under the City of Coral Gables Page 8 City Commission Meeting Minutes November 10, 2020 guidance and leadership of the City Commission in what they want to see and how they can deliver and thanked them. This is more of just always a reminder to our residents and to our business community. Let’s all be conscientious with these moments. Right now, as many of you are hearing, this Covid pandemic is far from over. We are all facing some very difficult moments ahead. I ask that everybody be as prudent as possible. Just because the Governor has mandated that masks are not a requirement and basically, he has handcuffed the city in regard to our ability to enforce multiple measures in regard to Covid. I ask that everybody in the community to still continue to comply and be considerate of those who are challenged, the elderly, our neighbors, because this is a great opportunity by wearing a mask and by being prudent in our activities and our social gatherings, we are taking into account everyone in this community. So that’s something that I want to make sure, because you’ve seen the numbers creep up just a little bit, slightly. They are not big jumps and I’m constantly monitoring, as a board member of Coral Gables Hospital, and the numbers are low, very low as of last week we had about ten people in the hospital, but let’s continue to move in the right direction.
