City of Coral Gables Page 1 City Commission Meeting Minutes February 9, 2021 ROLL CALL Present: 5 - Commissioner Fors Jr., Commissioner Keon, Vice Mayor Lago, Commissioner Mena and Mayor Valdes-Fauli CALL TO ORDER The Meeting was called to order at 4:02 p.m. INVOCATION University of Miami Chaplain Anthony Gonzalez gave the Invocation. PLEDGE OF ALLEGIANCE Vice Mayor Vince Lago led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 21-2059 Presentation of a Proclamation declaring February 2021 as "Black History Month" in Coral Gables. Attachments: Proclamation Mayor Valdes-Fauli introduced the Agenda Item declaring February 2021 as “Black History Month” in Coral Gables and thanked Ms. Edwina Prime, President of the Lola B. Walker Golden Gates Homeowners Association for joining them via Zoom for the presentation. Also, stated that he was happy the City has a social media campaign this month celebrating and highlighting those who have led the way in the City and echoes the theme that they are using “Black History”, a history that should be celebrated year-round. He then read the proclamation. Ms Edwina Prime acknowledged the Mayor and City Commission and the residents of the City of Coral Gables. She then introduced Linda Dixie to accept the proclamation. Ms. Dixie on behalf of the Lola B. Walker Homeowners Association accepted the proclamation honoring the contributions black and Bahamian Americans have made to their community and the nation at large and thanked the City Commission. Mayor Valdes-Fauli thanked her and said that they are proud to proclaim this month as “Black History Month” in Coral Gables. City of Coral Gables Page 2 City Commission Meeting Minutes February 9, 2021 This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-2.. 21-2044 Presentation of a Proclamation declaring February 12, 2021 as "Illuminate Coral Gables" Day. Attachments: Proclamation Mayor Valdes-Fauli introduced the Agenda Item declaring February 12, 2021 as “Illuminate Coral Gables” Day. He spoke at length on illuminate South Florida’s first art and light exhibition which will be unveiled that weekend in Coral Gables and involves eight artists featuring their work in the City’s central district for residents and visitors to enjoy. This is the first year, however, he is hopeful that this event will continue to grow and attract visitors to the City much like well-known exhibitions in Berlin and Amsterdam. He continued by giving a short description of the artists work, theme and inspiration for their art and light exhibition. An art enthusiast -Mayor Valdes-Fauli stated that during his time as Mayor, it has been an important goal of his to make art something that goes hand in hand with the Coral Gables experience, whether it is walking under vibrant floating umbrellas or hundreds of words of encouragement or art in the crosswalks of LeJeune and Miracle Mile, residents and visitors have been able to enjoy incredible and thought-provoking art at almost every turn. He encouraged everyone to go see the installations because it is a special event that they can experience in a safe and socially distant manner. He then thanked the volunteer co-chairs who have led the project - Patrick O’Connell and Venny Torre for their tireless efforts to bring this project to fruition and it is greatly appreciated, because it is especially difficult not only to launch a project, but especially difficult during a pandemic and they are grateful for their efforts. He also thanked City Manager Peter Iglesias for his support of the project which was critical to this light and art exhibit and Catherine Cathers from the Cultural Affairs whose passion and hard work was critical to this project from day one. He again thanked Patrick, Venny, Peter and Catherine. He is very excited to see this dream become a reality and asked Commissioner Fors, Jr., to read the proclamation. PUBLIC HEARINGS ORDINANCES ON SECOND READING ORDINANCE NO. 2021-07 (As Amended) F.-1. 20-1650 An Ordinance of the City Commission of Coral Gables, Florida providing for text and map amendments to the City of Coral Gables Official Zoning Code pursuant to Zoning Code Article 14, “Process,” Section 14-212, “Zoning Code Text and Map Amendments,” by amending the following provisions: (1) Article 1, “General Provisions,” creating new zoning districts: Multi-family 3 (MF3), Multi-Family 4 (MF4), Mixed-Use 1 (MX1), Mixed-Use 2 (MX2), Mixed-Use 3 (MX3), and Design/Industrial District Overlay; and deleting: Multi-Family Special Area (MFSA), Commercial Limited (CL), Commercial (C), Industrial (I), and the north and south Industrial Mixed-Use Overlay Districts, and making the appropriate zoning map amendments to effectuate these changes; (2) Article 2 “Zoning Districts”, creating new zoning districts and associated provisions, deleting floor area ratio requirements in certain districts, and permitting uses in certain zoning districts; (3) Article 3 “Uses”, allowing certain uses in new zoning districts, and updating Telecommunication provisions; (4) Article 4 “Urban Design and Public Improvement Standards”, refining public realm requirements; (5) Article 5 “Architecture”, updating zoning districts to be consistent with Article 2; (6) Article 6 “Landscape” updating and increasing certain open space requirements; (7) Article 10 “Parking” updating certain parking requirements; (8) Article 14 “Process”; revising processes for zoning applications, clarifying procedures for receipt of Transfer of Development Rights (TDRs), and expanding Transfer of Development Rights (TDRs) receiving sites to include the Design & Innovation District; and (9) Article 16, “Definitions”, updating certain definitions; providing for a repealer provision, severability clause, codification, and providing for an effective date.
