The City of Coral Gables will be holding its Regular Meeting on Tuesday, February
23, 2021, commencing at 9:00 a.m.
While the City is back to live in-person meetings, members of the public are still
required to participate via the Zoom platform. Members of the public may join the
meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone
line will be available so that any individual who does not wish (or is unable) to use
Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting
ID: 3054466800. To speak prior to the City Commission taking action on an Agenda
Item, please "Raise your Hand" or send a message to one of the meeting hosts using
the Zoom Platform. If you joined the meeting via telephone you can "Raise your

The Meeting was called to order at 9:04 a.m.

A.-1. 21-2057 Congratulations to Captain Daniel Amador recipient of the City of Coral Gables
“Firefighter of the Month Award,” for the month of January 2021.

Mayor Valdes-Fauli introduced the Agenda Item regarding Captain Daniel Amador
recipient of the “Firefighter of the Month Award,” for the month of January 2021.
Fire Chief Marcos de la Rosa stated that Captain Amador is being recognized, as it
turns almost one year since they started with the Covid response and he as their EMS
Captain was tasked with drafting policies for contact tracing and follow-ups for
anyone who tested positive. Since then, he has taken on the role of disseminating
vaccines, specifically when it involved their personnel, going above and beyond his
normal roles in addition to drafting plans where there was none and it is because of
this, he was selected as “Firefighter of the Month” for January. He then congratulated
Captain Amador as he presented him with his award. Mayor Valdes-Fauli echoed
the same congratulatory sentiments followed with well done.
Captain Amador thanked the Mayor and everyone for the recognition, attention,
respect, and responsibility given to him to be able to serve the community in that
capacity during such unprecedented times.

Fire Chief Marcos de la Rosa introduced Firefighter Christopher Ayala, recipient of
the “Firefighter of the Month Award” for the month of February 2021. Firefighter
Ayala recently took and scored high on their Lieutenant’s exam, and has assumed that
role in an acting capacity doing everything he could to better himself in his area of
expertise, also he is being recognized because of his willingness to be a mentor and in
the development of those that are new on the job making sure that they rise to the
level of expertise that he has. It is for his commitment to mentorship and his own
self-development that he is being recognized as the “Firefighter of the Month” for
February.
Firefighter Ayala thanked the Mayor, City Commission and the administration for the
recognition and said that he will endeavor to continue to do a good job.

Major Valdes-Fauli thanked Captain Ayala for a job well done, and for making them
proud.

Major Valdes-Fauli introduced the Agenda Item regarding Sergeant Jesus Rodriguez
recipient of the “Officer of the Month Award” for the month of December 2020.
Police Chief Edward J. Hudak made the presentation regarding Sergeant Jesus
Rodriguez who was being recognized because of an incident which occurred on
December 30, 2020 involving a high number of burglaries in the South end of the City
and the work he has done in the Gables Estates community working in collaboration
with individuals and security guards who notify the police immediately upon seeing
anything suspicious. In this incident, Sergeant Rodriguez was working in the area and
continued to follow-up on the original call, and throughout the night he had officers
patrolling the area of Gables Estates. The security guard found a suspect hiding in
the bushes who was arrested, but Sergeant Rodriguez continued his surveillance
working with the security guard and utilizing the CCTV he was able to capture the
second suspect who had disguised himself as a jogger in the area to detract suspicion.
It is because of his diligence, which he has shown throughout, not only in his job as a
Sergeant, but as an officer working extra details and paying attention to the safety of
the residents of Coral Gables that he is being awarded the “Officer of the Month” for
December 2020.
Sergeant Jesus Rodriguez thanked the City Commission for their support and all they
do for the Police Department, that the Chief was on top of this case and is always
there for them. He continued by saying that it was a collective effort with the young
officers they have on midnight, and it was amazing when he called for back-up, within
seconds ten police cars responded, showing how motivated the young officers are
which ended in the apprehension of the suspects and prevented numerous crimes
from occurring.

“Operator of the Year Award,” for 2020.

Police Chief Edward J. Hudak introduced Lawanda “Candace” Isaac, the recipient of
the “Operator of the Year Award” for 2020. He mentioned that he has often said
that their first line of interaction with our residents when they are in need is the
communications officers. It is also the lifeline for firefighters and police officers, and
probably the most important unsung part of their job in public safety. Candace, as
she is affectionately known to all of them has always exemplified exactly what it
means to be a dedicated public servant and Communications Operator. In one of
those instances involving a building fire, the observation of her supervisor was at a
moment where she was like a one hand paper hanger in that she was working police,
communications, dealing with the call, fire rescue, making sure the units…, and he
believes that there was probably about nine to ten apparatus from the Fire
Department alone she had to coordinate all at once because of people being on leave
in the department. He was struck by her supervisor who nominated her, and the
words encapsulates what Candace is all about. She says “I have watched in awe of
her commitment and devotion to the officers, firefighters, fellow employees and
citizens of Coral Gables. She is the ultimate representation of the City of Coral
Gables Police Department’s mission to provide service with a pledge of honor and
excellence and partnership with not only the people that we serve, but the team that
she works with”. Continuing he said, it is his honor to introduce the “Operator of the
Year”, Candace Isaac.
Lawanda “Candace” Isaac said that the honor was overwhelming, but she is
especially appreciative because the recognition comes from her peers and she is
humbled. She then thanked the City Commission.
Mayor Valdes-Fauli and the City Commission thanked Ms. Isaac for a job well done
and all she does for the City.

Police Chief Edward J. Hudak stated that it was his distinct honor and on behalf of
the Awards Selection Committee to introduce Sergeant Cuong “Ted” Nguyen,
recipient of the “Office of the Year Award” for 2020. He is a veteran with over 20
years of service and oversees the Crimes Against Persons Unit which handles all the
violent crimes against a person in the City of Coral Gables. He has worked in
Internal Affairs, Bike Patrol and Air Breakers Uniform Police Patrol. His nomination
was above and beyond what detectives, but detective Supervisors do. In 2020, there
was a string of bank robberies in Coral Gables, and it is because of Sergeant
Nguyen’s diligence and acute observation skills in recognizing a key factor regarding
the suspect’s attire, more specifically, his unique footwear that he was able to arrest
the suspect responsible for numerous bank robberies in the City. It is for this reason
that he is being honored with the “Officer of the Year” Award for 2020.
Sergeant Nguyen acknowledged and thanked the Mayor and City Commission,
Manager, administration, and Police Chief Hudak for his opening remarks and
introduction. He continued by saying that he was honored and humbled with gratitude
to be the “Officer of the Year” for 2020, but additionally, he would also like to salute
the nominees were also considered by the members of the committee, because they
also did a well-deserved job, including fellow recipient who also received an award,
Jesus Rodriguez, and congratulated Candice, who is as the Chief said previously, their
“lifeline” in the communications center. He continued by saying that any
accomplishment is never done by any one person, and while he did put a team
together that day to capture the bank robber, he would like to recognize Detective
McKee, Officer Fernando Diaz, Officer Lago, Officer Hazoury, and Justin Gonzalez
who assisted him with the apprehension. Additionally, he thanked the individuals who
nominated them in recognizing their duty and service. Lt. Joe Werner nominated him
and that is how he was able to be selected and considered for the nomination. He
then acknowledged the Awards Committee, Major Medina for being the chairperson
and for the consideration and support for his nomination. He then recognized the
families who could not be present for their support of the recipients and thanked his
wife, children and his extended family, the police department, for their continued
support and that he has been with the City since 1994. and concluded with thanking
everyone.

Circuit; the Honorable Carlos Guzman, County Court Judge, 11th Judicial Circuit; the

While the City is back to live in-person meetings, members of the public are still required to

During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
of one (1) hour, if the open public comment section of the meeting has not ended, it shall
end automatically, in order to proceed with the rest of the agenda.

E. CONSENT AGENDA
All items listed within this section entitled "Consent Agenda" are considered to be
self-explanatory and are not expected to require additional review or discussion, unless a
member of the City Commission or a citizen so requests, in which case, the item will be
removed from the Consent Agenda and considered along with the regular order of
business. Hearing no objections to the items listed under the "Consent Agenda", a vote
on the adoption of the Consent Agenda will be taken.
E.-1. 21-2053 A Resolution of the City Commission authorizing the acceptance and execution of grant
funds in the amount of $10,000 allocated to the Coral Gables Police Department from the
Edward Byrne Memorial Justice Assistance Grant Program; and authorizing an
amendment to the Fiscal Year 2020-2021 Annual Budget to recognize the $10,000 grant
funds as revenue and to appropriate such funds to cover the grant expenditures.
E.-2. 21-2054 A Resolution of the City Commission authorizing the acceptance and execution of grant
funds in the amount of $5,439 allocated to the Coral Gables Police Department from the
Edward Byrne Memorial Justice Assistance Grant Program; and authorizing an
amendment to the Fiscal Year 2020-2021 Annual Budget to recognize the $5,439 grant
funds as revenue and to appropriate such funds to cover the grant expenditures.

Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No .
2006-11, must register with the City Clerk, prior to engaging in lobbying activities before
city staff, boards, committees and/or the City Commission. A copy of the Ordinance is
available in the Office of the City Clerk, City Hall.
Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
Any person who needs assistance in another language in order to speak during the
public hearing or public comment portion of the meeting should contact the City ’s ADA
