The City of Coral Gables will be holding its Regular Meeting on Tuesday, March 9,
2021, commencing at 1:00 p.m.
While the City is back to live in-person meetings, members of the public are still
required to participate via the Zoom platform. Members of the public may join the
meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone
line will be available so that any individual who does not wish (or is unable) to use
Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting
ID: 3054466800. To speak prior to the City Commission taking action on an Agenda
Item, please "Raise your Hand" or send a message to one of the meeting hosts using
the Zoom Platform. If you joined the meeting via telephone you can "Raise your
Hand" by pressing *9.
The public may comment on an item on the agenda using the City’s
already-established e-comment function which may be found on the City’s website at:

CALL TO ORDER
The Meeting was called to order at 1:04 p.m.

Reverend Father Joseph-Hector Abouid from St. George Antiochian Orthodox
Cathedral gave the Invocation.

Commissioner Keon led the Pledge of Allegiance.

A. PRESENTATIONS AND PROTOCOL DOCUMENTS
A.-1. 21-2159 Presentation of a Proclamation declaring March 2021 as "Women's History Month" in
Coral Gables, being accepted by Miami-Dade County Mayor Daniella Levine Cava.

Mayor Valdes-Fauli introduced the proclamation declaring March 2021 as
“Women’s History Month” in Coral Gables which was symbolically accepted by the
first female mayor of Miami-Dade County, Mayor Daniella Levine Cava.
Mayor Levine Cava stated that it was an honor and a privilege to join the City
Commission and thanked them all for having her. She went on to say that Women’s
History Month is a great month and hope they get appreciated all year round, but they
have their own month to lift up the great achievements, the hard work and special role
that women play in our society, and thanked all the ladies, and to the gentlemen who
support the ladies, they are appreciated. As the first woman Mayor of Miami-Dade
County, she knows that she will not be the last and is very excited that girls and
women everywhere are watching glass ceilings being broken on a regular basis.
Metaphorically speaking, she said that she stands on the shoulders of giants, giant

women including her mother, her two grandmothers, her mother-in-law, all of whom
were tremendously influential in her life and always believed in her and pushed her
forward. Additionally, they all know that all women are not that fortunate to have that
same level of personal support and guidance as she did, however, it is their job to do
everything they can to mentor and uplift those who are coming along, to support them
to be happy, productive and leaderful in their lives. She noted that while they have
made progress in gender equity, unfortunately they still have a ways to go, because
they still have a pay gap, a very notable one, and at her 100th day town hall of her
time in office, she was asked by a young woman who is in high school what to do
about the pay gap, and she told her that it was on all of us to help women know their
own self-worth and insist that it be recognized when they are applying for jobs and
promotions as they continue a career path and that they continue to not let themselves
to be pushed aside, and that is just a part of the fight for greater gender equity. Also,
as a former resident of Coral Gables, she is proud to be with all of them today and
excited to be with them celebrating as we celebrate women in Women’s History
month and thanked everyone.
Mayor Valdes-Fauli thanked Mayor Levine Cava and read the proclamation
declaring March 2021 Women’s History Month. Additionally, he stated that he was
very proud that they have the first woman mayor in Miami-Dade County, the first
female mayor and wish her all the success in the world and thanked her.
Mayor Levine Cava said that she received the proclamation virtually with great joy
and acknowledged Kerstin Castillo who was on the call with her. She is her
representative to Coral Gables from the Mayor’s Office. She hopes they will get to
know her, and that she is a lovely young woman on her way up with two master’s
degrees in social work and Administration who worked with her in her District 8
Commission Office and now she is responsible for a large swap of Miami-Dade
County that includes Coral Gables.
Kerstin Castillo acknowledged the Mayor and City Commission.
Mayor Valdes-Fauli stated that Mayor Levine Cava’s Office has just gone up in
prestige in their minds here in Coral Gables. (Laughter). He then thanked them both
for being at the meeting.

A.-2. 21-2087 Congratulations to Yanessa Rodriguez who holds the title of Youth Center Assistant
Supervisor, recipient of the "Employee of the Month Award" for the month of March 2021.

Karla Green, Director of Human Resources acknowledged the Mayor and City
Commission and presented Yanessa Rodriguez, Youth Center Assistant
Supervisor-Community Recreation Department as the recipient of the “Employee of
the Month Award” for the month of March 2021. Ms. Rodriguez began her
employment in May 2014 as a part-time summer counsellor and quickly rose through
the ranks and was promoted to her current position in November 2019. She was
nominated for the “Employee of the Month Award” by her supervisors who are also
eager today to join in recognizing Ms. Rodriguez for going above and beyond this
past year during the Covid-19 crisis. The Selection Committee reviewed her
outstanding performance evaluations along with a recommendation for this award and
this is what her supervisors had to say about her. Yanessa has displayed outstanding
initiatives and drive by taking the lead in handling assignments of greater responsibility
beyond her scope of work as well as displayed a strong work ethic and setting high
customer service standards in the department. She is a great team player and the
perfect example of a dedicated employee, and for those reasons, they are proud to
recognize Yanessa as the “Employee of the Month” for March 2021.
Carlos Pichardo, Supervisor-Community Recreation Department stated that he
nominated Yanessa -Youth Center Assistant Supervisor and his assistant as
“Employee of the Month” because she goes above and beyond in helping not only
their department, our patrons, but the entire community and anyone who contacts
their department and needs assistance with anything with a smile on her face, always
in a good mood and works hard.
Yanessa Rodriguez stated that she is very proud to work for the youth center as well
as such a beautiful and diverse City, and thanked Carolina and Carlos for guiding her
and helping her to become the woman she is today and thanked the City Commission.
Ms. Green then read the inscriptions on the plaque before giving it to Ms. Rodriguez
in recognition of her being the recipient of the “Employee of the Month” for March
2021. Amidst the applause, the Mayor and City Commission thanked Ms.
Rodriguez.
