The City of Coral Gables will be holding its Regular Meeting on Tuesday, November
9, 2021, commencing at 9:00 a.m.
While the City is back to live in-person meetings, members of the public may
participate in person but are also able to participate via the Zoom platform. Members
of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In
addition, a dedicated phone line will be available so that any individual who does not
wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing:
(305) 461-6769 Meeting ID: 3054466800. To speak prior to the City Commission taking
action on an Agenda Item, please "Raise your Hand" or send a message to one of the
meeting hosts using the Zoom Platform. If you joined the meeting via telephone, you
can "Raise your Hand" by pressing *9.

already-established e-comment function which may be found on the City’s website at:

The meeting was Called to Order at 9:05 a.m.

The following minutes summary includes all presentations made, and actions taken
which is supplemented by the following exhibits on file in the Office of the City Clerk,
and which are hereby made a part of the record herein: (a) Ordinance(s) adopted

A.-1. 21-3320 Presentation of a Proclamation declaring November 15, 2021 as "America Recycles Day"
in Coral Gables.

Mayor Lago introduced Agenda Item A-1, a proclamation declaring November 15,
2021 as “America Recycles Day” in Coral Gables. Mathew Anderson, the City’s
Sustainable Analyst gave a brief update regarding Saturday, November 6, 2021
recycle event held at City Hall in which 39,000 pounds of recyclable waste was
collected totaling 330,000 pounds collected over the last six years since the
program’s inception. He thanked Mayor Lago, Commissioner Anderson, City
Manager and City staff, as well as the residents for supporting the program, and
stated that event dates have already been scheduled for 2022. Along with Mr.
Anderson, accepting the proclamation were Solanch Lopez-City Manager’s Office,
Marlin Ebbert, Chair and Joseph A. Fadel from the City’s Sustainability Advisory
Board. Ms. Ebbert stated that the program has grown tremendously over the years,
and it is a wonderful thing to do for the environment and the city. Ms. Lopez then
listed the numerous events scheduled for the month of November. Mayor Lago

congratulated, thanked staff, members of the Sustainability Advisory Board and
encouraged residents to take advantage of disposing of household hazardous waste in
the appropriate way and do right by the environment. Commissioner Anderson
before reading the proclamation thanked and commended everyone involved in this
effort and will support future possible expansion throughout the city, thereby having a
greater impact.

Saturday" in Coral Gables.

Mayor Lago introduced the proclamation declaring November 27, 2021 as “Small
Business Saturday” in Coral Gables. Mr. Mark Trowbridge, CEO and Director of
Coral Gables Chamber of Commerce was accompanied by Vonnell Martinez,
President-VIM Wealth Management and Chair of Small Business Committee, Coral
Gables Chamber and Ana Chaoui, SRVP Market Manager-Grove Bank & Trust
Chair of the Board, Coral Gables Chamber of Commerce. He stated that it has been
11 years since “Small Business Saturday” started in the “City Beautiful” occurring
each year at the beginning of the holiday season celebrating small businesses and
encouraging consumers to shop locally, and then gave the history behind “Small
Business Saturday”. Mayor Lago then read the proclamation.

Awareness Month" in Coral Gables.

Mayor Lago introduced the proclamation declaring November 2021 as “National
Alzheimer’s Awareness Month” in Coral Gables. Commissioner Menendez stated
that there isn’t a day or week that goes by that he hasn’t met a family who isn’t
dealing with Alzheimer’s in their family. Having experienced this personally, it has
touched the lives of everyone, and the devastating effect of the disease takes away the
essence of life in those you love. He complimented the efforts of the City
Commission, administration, staff, and the community to not allow anyone dealing
with this disease to experience it alone, and that’s the message, they cannot be alone.
He complemented Monique Stephens and her organization where something is being
done about it like the November 20, 2021, event in Tropical Park. Ms. Stephens
from “Walk to End Alzheimer’s” thanked Commissioner Menendez, City
Commission, and the city for bringing awareness to this disease also known as “the

long goodbye” and expounded on the background of it with statistics, impact on the
individual and family support. The organization has raised over half a million dollars
for research from the communities in Miami-Dade County to find a cure. In closing,
she reminded and invited the City Commission of the event which will begin at 8 a.m.,
and that she was looking forward to seeing them there. Commissioner Menendez then
read the proclamation.

A.-4. 21-3334 Congratulations to the City of Coral Gables named "Government Agency of the Year" by
the Latin Builders Association.
Mayor Lago introduced Agenda Item A-4 regarding the City of Coral Gables being
named “Government Agency of the Year” by the Latin Builders Association. He
acknowledged the City Manager, City Attorney, City Clerk, City Staff for their
commitment and efforts to the residents and business community and thanked the
Latin Builders Association (LBA) for considering the city for such a prestigious award
which solidifies and sends a strong message as to what the city is all about and the
type of governance that is being offered to this community.

“Firefighter of the Month Award,” for the month of October 2021.

Mayor Lago introduced Agenda Item A-5 regarding Firefighter Ronaldo Santana,
recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month
of October 2021. Fire Chief Marcos de la Rosa stated that Firefighter Santana, a
marine corps veteran who was deployed to Afghanistan is being honored because of
his work with the firefighter honor guard, an important team representing a formal
representation of the city in events. Fire Chief de la Rosa then presented Firefighter
Santana with his award. Firefighter Santana thanked the City Commission, the city’s
firefighter department and the residents for the award and continued by saying that the
honor guard practices daily to ensure that they are as perfect as possible. Vice
Mayor Mena congratulated Firefighter Santana and the city’s firefighters and
commented on the beautiful tradition of what he calls “pomp and circumstance”
pertaining to the ceremonial aspects of the honor guard, the formalities creating
respect, its importance to kids, residents and it is not lost in what they do as the City
Commission. Mayor Lago concurred with Vice Mayor Mena stating that they should
continue to invest in that tradition and thanked them.

Mayor Lago introduced Agenda Item A-6 regarding Firefighter Rebecca McNally,
recipient of the Coral Gables “Firefighter of the Month Award,” for the month of
November 2021. Fire Chief Marcos de la Rosa stated that Firefighter McNally was
nominated for her job involvement with their Peer-Support team, also being at the
forefront and throughout the Surfside event, and volunteering within her department as
well as outside departments when tragedy occurs. In accepting her award,
Firefighter McNally thanked her administration and the City Commission and for their
support of the Peer-Support team in bringing awareness of mental health and aiding in
keeping them safe and healthy. In closing, she thanked her husband and children for
their support and credited him for initiating many of the ideas for the Peer-Support
team. Commissioner Fors, Jr., stated that a couple of months ago after the Surfside
collapse, he dropped by the Public Safety Building with his nieces and Firefighter
McNally informed him of the issues affecting firefighters and mental health, and shared
inspiring words with his nieces in terms of women in the firefighter field, and one of his
nieces has not been able to stop talking about wanting to be a firefighter. He then
thanked her for representing the city the way she does.

C. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the
scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
of one (1) hour, if the open public comment section of the meeting has not ended, it shall
end automatically, in order to proceed with the rest of the agenda.

2006-11, must register with the City Clerk, prior to engaging in lobbying activities before

with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,

is made which contains the testimony and evidence upon which the appeal is based.
