The City of Coral Gables will be holding its Regular Meeting on Tuesday, December
7, 2021, commencing at 9:00 a.m.
While the City is back to live in-person meetings, members of the public may
participate in person but are also able to participate via the Zoom platform. Members
of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In
addition, a dedicated phone line will be available so that any individual who does not
wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing:
(305) 461-6769 Meeting ID: 3054466800. To speak prior to the City Commission taking
action on an Agenda Item, please "Raise your Hand" or send a message to one of the
meeting hosts using the Zoom Platform. If you joined the meeting via telephone, you

The meeting was called to order at 9:07 a.m.

A.-1. 21-3363 Presentation of the FIABCI-USA 2021 Grand Prix Real Estate Award for Excellence for
the Miracle Mile and Giralda Plaza Streetscape Project.
Mayor Lago introduced Agenda Item A-1 a presentation of FIABCI-USA Grand
Prix Real Estate for Excellence for the Miracle Mile and Giralda Plaza Streetscape
Project. Belkys Perez, Assistant Director-Economic Development then introduced
Vivian Swietelsky, Regional Chairperson-FIABCI-USA and Ernesto Pino, CIP
Project Manager-Public Works Department. In Ms. Swietelsky’s presentation of the
award to the city, she gave a brief history about FIABCI, the international real estate
federation and one of the oldest and most prestigious real estate organizations in the
world, founded in 1952 and which is the equivalent to the Oscars of real estate. Mr.
Pino thanked Ms. Swietelsky and continued by saying that it was an honor to have
represented and received the award in California on behalf of the city from such a
prestigious organization and thanked her. Mayor Lago thanked Mr. Pino for coming
out of retirement and working tirelessly on special projects on behalf of the city, and
that the award is a testament of him and his staff’s hard work.

A.-2. 21-3427 Congratulations to the Coral Gables Fire Department Extrication Team, on their 1st place
success at the “2021 NAVRA INVITATIONAL RESCUE CHALLENGE AND EXPO” during
the week of November 20, 2021.

Mayor Lago introduced Agenda Item A-2 congratulating the Coral Gables Fire
Department Extrication Team on their 1st place success at the “2021 Navra
Invitational Rescue Challenge and Expo” during the week of November 20, 2021.
Awards received was publicly displayed during the presentation. Fire Chief Marcos
de la Rosa made the presentation and explained the various categories and scenarios
the Fire team were involved in and showed a short video regarding same. The team
consisted of Lieutenant Christopher Ayala, Driver Engineer Sean Maldonado,
Firefighter Nicholas Sierra, Firefighter David Hill, Firefighter Joel Obregon, Firefighter
Nicholas Balsera and Firefighter Alexandra Gonzalez.
Two individuals who stood out to Chief de la Rosa were Lead Paramedic Alexandra
Gonzalez and Lieutenant Christopher Ayala, who is ice under pressure Lead
Commander. because of the team’s training they exhibited critical decision-making
skills, teamwork, unity of command, emotional intelligence, and effective
communication skills. Additionally, they have all worked with the department for less
than 10 years and is an investment that would be carried forward in the community.
Special congratulations were also given to Lieutenant Rick Fernandez-SRT
Coordinator for his 26 years of participatory services in the program as well as
retirees and former team members who took part in the program namely and
congratulated the entire team. Mayor Lago said he was proud of the team and
congratulated them for their achievements and the work they do daily for the residents
and business community.

Mayor Lago introduced Agenda Item A-3 congratulating Firefighter Patrick Gould,
recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month
of December 2021.
Fire Chief Marcos de la Rosa stated that Lieutenant Dean James, Jr., nominated
Firefighter Gould for the award. Lieutenant Dean James, Jr., stated that Firefighter
Gould is an individual who can be counted on, he’s trustworthy, does a good job,
committed, conducts training, and wears many hats in the Fire Department. In
continuing he stated that for many years the firefighters have worn a unique belt

buckle, but for a couple of those years they could not find a vendor to make them.
Firefighter Gould took it upon himself to research and locate a vendor who could
make the unique buckles and in so doing restored a long-standing tradition of wearing
these belt buckles in the Fire Department. Firefighter Gould thanked Fire Chief de la
Rosa, the Fire Department, Firefighters at Battalion C - Station 2, his wife, the City
Commission, his department, and all they have done for him, and he wants an
opportunity every day to pay it forward.

A.-4. 21-3446 Recognition of the Coral Gables Community Recreation Department for earning a perfect
score re-accreditation status through the Commission for Accreditation of Park and
Recreation Agencies and the National Recreation and Parks Association, awarded on
September 10, 2021.

Mayor Lago introduced Agenda Item A-4 recognizing the Coral Gables Community
Recreation Department for them earning a perfect score re-accreditation status
through the Commission for Accreditation of Park and Recreation Agencies and the
National Recreation and Parks Association, awarded on September 10, 2021. Fred
Couceyro, Director of Community Recreation stated that his department is happy to
receive the recognition and it is the first time for them receiving it after having applied
several times. He thanked his staff and other departments that assisted them as well
as acknowledging staff members Carolina Vester, Assistant Director of Community
Recreation Department who stated that they have an exceptional team and spoke
about getting a buy-in from their team by doing a strategic workshop before they did
it, which allowed for everyone to have ownership in the project and which speaks to
why it has been the best journey thus far. Major Lago commended them on the
excellent service given by the department and Vice Mayor Mena stated that they have
the best parks in South Florida and ensured them that in the upcoming years, funding
will be made available.

status "with Excellence" through the Commission on Accreditation for Law Enforcement
Agencies on November 19, 2021.

Mayor Lago introduced Agenda Item A-5 recognizing the Coral Gables Police
Department earning their re-accreditation status “with Excellence” through the
Commission on Accreditation for Law Enforcement Agencies on November 19,
2021.
Police Chief Edward J. Hudak made the presentation and introduced retired police
officer Lieutenant Alex Roffe who was brought back to the city as the department
Accreditation Manager, and it is with great pride that he can announce that the city
has been re-accredited for twelve years with excellence, putting them in the top one
percentile of law enforcement throughout the country in terms of career accreditation.
The program which began in 1994 has become a part of the department’s
professionalism benchmark for many other agencies throughout the country and they
are proud of the way that it has trickled down to newly hired officers, becoming a
way of life and existence within the Police Department. He then congratulated his
command staff and especially Lieutenant Roffe for his excellent work regarding the
department’s re-accreditation and thanked the Mayor and City Commission. Mayor
Lago thanked Police Chief Hudak and said that there is a record low crime rate in the
city which is attributed to their hard work and many residents have informed him that
they feel safe in the city. He also thanked the city’s police officers and said he
supports them unequivocally and that the city is one of law and order. He then wished
them all seasons’ greetings.

Mayor Lago: I do. For the record, Mayor’s Council meeting, our second meeting will
be Tuesday, December 14th at 8:45 a.m., everyone is welcome to come. I hope you
join us. We are going to be going over the strategic plan and the Council is going to
be making their recommendations and continuing that effort. Second, we weren’t able
to attend the news conference today at 10 o’clock. I know that the Commission was
eager to welcome Mario Cristobal as the new Head Coach at the University of Miami
Football team. We weren’t able to attend, obviously as we are in Commission, but
we welcome him, and we are pleased, and we look forward to much success and
prominence for the University of Miami Football team. Number three, I want to wish
everybody a Merry, Merry Christmas, Happy Hanukkah. We had the pleasure of
lighting the Minora this weekend. It was a wonderful event. It was standing room only
in Ponce Circle Park. It was a great event. I’ve never seen so many people there. It
was a ton of families there. It was a beautiful, beautiful event, a very diverse event.
You had Catholics, you had Christians from multiple denominations, and you had,
obviously the Jewish community, and it was a beautiful event, and it was a privilege to
be able to light the Minora along with my colleague Commissioner Anderson. And in
closing, I want to say Merry Christmas to everybody, Happy New Year, and I hope
that everybody has a wonderful, wonderful year. Anything else?
Commissioner Anderson: I won’t be able to make your Mayor’s Council, I’ll be out
of town.

C. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an
item that is on the agenda or on a matter which is not on the agenda, but within the

Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak

Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion
