Urquia, City Clerk City Commission Meeting Minutes January 11, 2022 The City of Coral Gables will be holding its Regular Meeting on Tuesday, January 11, 2022, commencing at 9:00 a.m. While the City is back to live in-person meetings, members of the public may participate in person but are also able to participate via the Zoom platform. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. City of Coral Gables Page 1 City Commission Meeting Minutes January 11, 2022 CALL TO ORDER The Meeting was called to order at 9:04 a.m. ROLL CALL Present: 5 - Commissioner Anderson, Commissioner Fors Jr., Vice Mayor Mena, Commissioner Menendez and Mayor Lago LEGISLATIVE SUMMARY The following minutes summary includes all presentations made, and actions taken which is supplemented by the following exhibits on file in the Office of the City Clerk, and which are hereby made a part of the record herein: (a) Ordinance(s) adopted (Ordinance No. 2022-01) (b) Resolution(s) adopted (Resolution No. 2022-01 through Resolution No. 2022-20); (c) Video; (d) Audio Recording; (e) Minutes Folder with Agenda and background information, including items which were submitted at the meeting. INVOCATION Pastor Jeff Sullivan from Granada Baptist Church gave the Invocation. PLEDGE OF ALLEGIANCE Commissioner Menendez led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 21-3523 Congratulations to the Keep Coral Gables Beautiful Downtown Community Cleanup-Holiday Edition Contest Winners. Mayor Lago introduced Agenda Item A-1 - Congratulations to the Keep Coral Gables Beautiful Downtown Community Cleanup-Holiday Edition Contest Winners. Matthew Anderson, Resiliency and Sustainability Manager and Solanch Lopez, Assistant to the City Manager presented the item. Mr. Anderson gave a brief recap on the clean-up done on December 2nd which they called their “Holiday Clean-up”. Thirty-seven individuals participated and they collected over 120 pounds of liter. He then thanked all the businesses, city departments and others who participated. Mayor Lago noted that Klutch Burger not only has great burgers and incredible food, but they always engage in the community by giving back and are part of the fabric of the city. He also listed all the other companies that participated, but highlighted Klutch Burger because they are a small business and wanted to drive as much traffic to those businesses. Mr. Anderson stated that Klutch Burger has expressed that they want to be part of this event whenever it occurs. Ms. Lopez then spoke in detail regarding the doners, prizes and introduced some of the winners. In closing, Mayor Lago thanked City of Coral Gables Page 2 City Commission Meeting Minutes January 11, 2022 and commended Ms. Lopez and Mr. Anderson for their efforts, his colleagues and everyone who participated in the event. He emphasized that he wanted everyone to take extreme pride in the Downtown area by keeping it as clean as possible and hopefully it would be emulated by other cities. He pledged to donate $1,000 from his family and vowed an additional $1,500 or more from other companies. The second event is scheduled for the end of February, and he wants to bring awareness to the Downtown and encourages more participation. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 A.-2. 21-3504 Congratulations to Economic Development Director Julian Perez, recipient of the Gold Coast Section of the American Planning Association's Oliver Kerr Lifetime Achievement Award. Mayor Lago introduced Agenda Item A-2 congratulating Economic Development Director Julian Perez, recipient of the Gold Coast Section of the American Planning Association's Oliver Kerr Lifetime Achievement Award. Karla Green, Director - Human Resources said it was an honor to recognize Julian Perez for all the work he has done in his career in the planning field. Julian Perez, Economic Development Director in addressing the City Commission stated that it was his pleasure and honor to receive the Oliver Kerr Lifetime Achievement Award and to share it with his colleagues, staff, planners and gave special thanks to Belkys Perez, Assistant Director-Economic Development for submitting the nomination. He said that Oliver Kerr or as he called him “Olive” was a dear friend and mentor and continued his acceptance speech by giving a biography into the life and contributions of Mr. Kerr, a public servant who was a professional, consummate planner and compassionate community leader, a lifestyle he emulates. Mayor Lago stated that since Mr. Perez has joined the team, they have refined their approach regarding the projects handled by his department, and it has paid significant dividends. Delgado who holds the title of Code Enforcement Officer, recipient of the “Employee of the Month Award,” for the month of December 2021. Delgado, Code Enforcement Officer -Development Services and recipient of the “Employee of the Month Award,” for the month of December 2021. Ms. Karla Green, Director - Human Resources stated that Ms. Delgado has been a loyal and dedicated employee for the past 22 years. She began her career as a Code Enforcement Officer in December 2013 and over the years has proven to be a valuable employee, respected City of Coral Gables Page 3 City Commission Meeting Minutes January 11, 2022 by her peers, a mentor who willingly shares her institutional knowledge with fellow employees, kind, attentive and responsive to residents needs always doing so with a smile. Suramy Cabrera, Director - Development Services said she wanted to recognize everyone in the Code Enforcement Department and Ms. Delgado who has taken the lead over the past few months working diligently to implement all the city’s initiatives as well as the entire department working overtime and thanked them all for their efforts. Ms. Delgado when presented with her award by Ms. Green thanked the City Commission and stated that she is honored and proud to have worked for the city for the past 22 years which has been great. She thanked Ms. Cabrera, Terri Sheppard her supervisor and her co-workers that she considers a great team to work with. Mayor Lago stated that saying “thanks” and recognizing individuals isn’t said enough regardless of how much they try. He has expressed to the City Manager and Ms. Cabrera that what the Code Enforcement Department is doing and the way they have elevated their work ethic, and service in times when they have been called upon the most, is commendable. There isn’t a weekend he hasn’t called Code Enforcement when residents have called him regarding various issues and Code Enforcement has been answering and responding to all calls, especially since they have changed the way they do business in becoming more sustainable and responsible thus saving the residents their tax dollars and with Public Services and Public Works are making the city beautiful and especially during these tough times of Covid is commendable and he and his colleagues are grateful for their efforts.
