Urquia, City Clerk City Commission Meeting Minutes March 29, 2022 The City of Coral Gables will be holding its Regular Meeting on Tuesday, March 29, 2022, commencing at 9:00 a.m. Members of the public may participate in person, but are also able to participate via the Zoom platform. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. City of Coral Gables Page 1 City Commission Meeting Minutes March 29, 2022 CALL TO ORDER The meeting was called to order at 9:04 a.m. ROLL CALL Present: 5 - Commissioner Anderson, Commissioner Fors Jr., Vice Mayor Mena, Commissioner Menendez and Mayor Lago LEGISLATIVE SUMMARY The following minutes summary includes all presentations made, and actions taken which is supplemented by the following exhibits on file in the Office of the City Clerk, and which are hereby made a part of the record herein: (a) Ordinance(s) adopted (Ordinance No. 2022-09 through Ordinance No. 2022-12) (b) Resolution(s) adopted (Resolution No. 2022-60 through Resolution No. 2022-70); (c) Video; (d) Audio Recording; (e) Minutes Folder with Agenda and background information, including items which were submitted at the meeting. INVOCATION Rev. Hedy Collver from the First United Methodist Church of Coral Gables gave the Invocation. PLEDGE OF ALLEGIANCE Commissioner Menendez led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 22-3821 Presentation of a Proclamation declaring April 2022 as "Earth Month" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-1 pertaining to a presentation and proclamation declaring April 2022 as “Earth Month” in Coral Gables. Mathew Anderson, Senior Sustainability Analyst-Public Works Department and Solanch Lopez, Assistant to the City Manager made the presentation. Mr. Anderson thanked the City Commission for their leadership in acknowledging “Earth Month”, and that in Coral Gables, every day feels like “Earth Day” due to sustainability and resiliency. He then introduced Marlin Ebbert, Sustainability Advisory Board Chairwoman, and continued by listing all the events planned in the City for “Earth Month” and concluded with thanking the Mayor and City Commission. Ms. Ebbert acknowledged Reverend Cullver of the First United Methodist Church who has assisted with making the church parking lot available for the overflow parking during the city’s recycling events held in the City Hall parking lot. Vice Mayor Mena then read the proclamation. City of Coral Gables Page 2 City Commission Meeting Minutes March 29, 2022 This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 A.-2. 22-3833 City of Coral Gables earns Smart City Innovation Excellence Award. Mayor Lago introduced Agenda Item A-2 regarding the City of Coral Gables earning the Smart City Innovation Excellence Award and Raimundo Rodolfo, Information Technology Director gave an update of what transpired at the technology conference given by the Smart City Council and Dense Networks, The Social Think Tank hosted by the city. During the conference, the City, for its contributions in innovation was awarded the Smart City Innovation Excellence Award for small districts and technology infrastructure. Also highlighted were how different departments for example Police, Fire, Public Works, Development Services, Information Technology collaborates to leverage innovation and technology to improve more public safety, healthcare, and education. The award was placed on display during Mr. Rodolfo’s presentation and in closing, he thanked everyone who participated at the conference. Mayor Lago thanked Mr. Rodolfo and his team for making the city an exemplary city in innovation, for their collaborative efforts when working with other municipalities and countries and their willingness to share the tools they have and the grounds they are breaking in this area. Attachments: Cover Memo, FF of Month, February 2022 February 2022 FF of Month Letter Mayor Lago introduced Agenda Item A-3 congratulations to Captain Mark Bernhardt, recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of February 2022, and Deputy Fire Chief James Dean made the presentation. Captain Mark Bernhardt was selected because of his display of individual initiative surpassing his job requirements and expectations, work ethic, dependability, dedication, and great resource to his department. Deputy Fire Chief James Dean stated that Captain Bernhardt is credited for going above and beyond in taking a leadership role in the Girls and Boys Club Program/ Big Brothers and Sisters in Red which is a newly started program in conjunction with the police department, and the first in the country in which Captain Bernhardt spearheaded the program and is making sure that this program succeeds. He concluded by emphasizing that the fire department’s motto is “Committed to Our Community” and they routinely go beyond the call of duty to make the lives of others better. Captain Bernhardt thanked the administration, Deputy Fire Chief Dean who initiated the program and hopes he can expand the program in the future. Firefighter Balsera thanked the administration and City Commission. Firefighter Maroon is an active member of the Fire Department’s Benevolent Association which serves the community and works extensively with the city’s cadet program mentoring young high school students. He then congratulated him. Firefighter Maroon echoed the sentiments of Captain Bernhardt, was thankful to all his mentors and for all the training he received, and that it is a blessing to be a member of the City’s Fire Department. Mayor Lago congratulated all the fire fighters on them receiving their award.
