Urquia, City Clerk City Commission Meeting Minutes April 12, 2022 The City of Coral Gables will be holding its Regular Meeting on Tuesday, April 12, 2022, commencing at 9:00 a.m. Members of the public may participate in person, but are also able to participate via the Zoom platform. City of Coral Gables Page 1 City Commission Meeting Minutes April 12, 2022 CALL TO ORDER The meeting was called to order at 9:02 a.m. ROLL CALL Present: 5 - Commissioner Anderson, Commissioner Fors Jr., Vice Mayor Mena, Commissioner Menendez and Mayor Lago LEGISLATIVE SUMMARY The following minutes summary includes all presentations made, and actions taken which is supplemented by the following exhibits on file in the Office of the City Clerk, and which are hereby made a part of the record herein: (a) Ordinance(s) adopted (Ordinance No. 2022-13 and Ordinance No. 2022-14) (b) Resolution(s) adopted (Resolution No. 2022-71 through Resolution No. 2022-91); (c) Video; (d) Audio Recording; (e) Minutes Folder with Agenda and background information, including items which were submitted at the meeting. INVOCATION Rabbi Avraham Stolik from the Chabad of Coral Gables gave the Invocation. PLEDGE OF ALLEGIANCE Commissioner Fors, Jr. led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 22-3874 Presentation of a Proclamation declaring April 2022 as "National Donate Life Month" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-1 regarding a proclamation declaring April 2022 as “National Donate Life Month” in Coral Gables. Maria Cruz, a City of Coral Gables resident in speaking about “National Donate Life Month” stated that at some time everyone thinks of what gift to give to friends, relatives etcetera. On May 19, 2015 after many years of praying and hoping, her youngest daughter, a kindergarten teacher and who would have loved to attend the meeting today, but she could not get away from school is the recipient of the best gift ever because of a generous family who was grieving for their teenage son, donated his liver. She was joined at the podium by Melva Sanchez on behalf of Life Alliance Organ Recovery Agency at the University of Miami who urged everyone to register as an organ donor because it is a life saving act to do after you have passed away. A short video was shown, and Vice Mayor Mena read the proclamation into the record. Ms. Cruz thanked the Mayor and City Commission and introduced Ariel Fernandez, City of Coral Gables Page 2 City Commission Meeting Minutes April 12, 2022 a board member of Life Alliance. Commissioner Anderson stated that she has a dear friend who is waiting for an organ donation and is appreciative of them bringing up the item. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 Agenda Items A-2 and I-2 are related A.-2. 22-3941 Presentation of a Proclamation declaring April 2022 as "World Autism Acceptance Month" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-2 and related Item I-2 declaring April 2022 as “World Autism Acceptance Month” in Coral Gables and Raquel Elejabarrieta, Labor Relations and Risk Management Director spoke in-depth on bringing awareness of the challenges faced by those affected by autism and employers’ responsibilities in assisting them with navigating toward employability and accessibility in the workforce. She then introduced Jairo Arana employed by the University of Miami who accepted the proclamation as well as Mary Palacios, Founder of Crystal Academy who is a resident and parent of a 19-year-old child with autism and has seen the growing numbers on the autism spectrum as well as the overwhelming progress and changes made as a City since ex-City Attorney Craig Leen presented Principles of Inclusion years ago, and listed the numerous programs given by the City, stressing the need for housing, a vital component. A video was then shown featuring the students and performed a skit as Mayor for the Day. Mayor Lago presented Seana, (phonetic) a student, with a pin and she was Mayor for the Day and he pledged that the City Commission will do their best to keep Crystal Academy in Coral Gables. Mr. Arana thanked the Mayor and City Commission for the honor and spoke on the many needs of individuals with autism and the need for inclusion. He also acknowledged his supervisors and members from the University of Miami-Nova Southeastern University Center for Autism & Related Disabilities (UM-NSU CARD) in the audience thanking them for their support and them working together as a team. His social worker described Mr. Arana as a trainer and a teacher, dedicated, loyal, creative, and funny which are just a few of his attributes, and these sentiments were also shared by his co-workers. He was then presented with his certificate by Commissioner Anderson and Commissioner Menendez read the proclamation declaring April 2022 regarding “World Autism Acceptance Month" in Coral Gables. Vice Mayor Mena acknowledged that while recognizing “World Acceptance Month in Coral Gables”, that it was also the birthday of ex-City Attorney Craig Leen and it seemed as if it was faith, and thanked Mr. Leen for being instrumental in bringing awareness and thanked him for all his efforts which made a difference in the City and wished him a happy birthday. Mayor Lago thanked Vice Mayor Mena saying that he would be remised if he did not recognize Mr. Leen as an incredible attorney, his City of Coral Gables Page 3 City Commission Meeting Minutes April 12, 2022 efforts and an individual who did a lot for the community and wished him happy birthday. Commissioner Menendez stated that this is what service, and community is all about and they, (the students) have touched their hearts and souls today and every day and the work that they put in every day as a government and community has been reflected in the lives of the children. He then congratulated everyone involved and the community. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH FEBRUARY.doc Officer of Month A.Rodriguez.pdf Mayor Lago introduced Agenda Item A-3 Congratulations to Officer Alexander Rodriguez, recipient of the City of Coral Gables “Officer of the Month Award” for the month of February 2022 and Police Chief James Edward Hudak made the presentation. Police Chief Hudak stated that on February 10, 2022 their ALPR (Automated License Plate Reader) was alerted to a stolen vehicle on S.W. 8th Street and Ponce De Leon Blvd. Officer Rodriguez in canvassing the area, located said vehicle parked in a parking lot behind the Chateau Bleau Hotel on Ponce de Leon Boulevard. Upon doing so, he maintained a safe distance surveilling the two individuals in connection with the vehicle until backup officers arrived on the scene. When he examined the vehicle, drugs were confiscated, and it was found that these individuals had an extensive past. It is because of Officer Rodriguez’s police actions, keen observational skills, and strong work ethic, individuals who would have negatively impacted the residents and visitors alike, he is being recognized for this award. Officer Rodriguez thanked the Mayor and City Commission, Police Chief Hudak, the police department command staff and his mother in the audience. He loves his job and looks forward to going to work each day and will continue to do the best work as a team. Mayor Lago thanked him on behalf of the City Commission and said that they are blessed to have him on the force. Pino who holds the title of Mobile Permitting Coordinator, recipient of the "Employee of the Month Award," for the month of January 2022. Attachments: Cover Memo_EOM January 2022 - Jorge Pino Jorge Pino - EOM January 2020 Mayor Lago introduced Agenda Item A-4 regarding Jorge A. Pino, Mobile Permitting Coordinator, and recipient of the “Employee of the Month Award,” for the month of January 2022. Jose Rodriguez, Asst. Human Resources Director in making the presentation, stated that Mr. Pino has been with the city for 21 years and is being recognized for his efforts during the Covid-19 pandemic serving in the temporary permit office in City Hall Courtyard as well as closing out all the permits pending as the department transitioned to a permanent permitting system. Suramy Cabrera, Director Development Services thanked Mr. Pino and was happy that he received the Employee of the Month award, and that Jorge completes of all his assignments works well independently, and she is very appreciative of him. Mr. Pino in accepting his award, thanked the Commission and said he is humbled in receiving the award and being part of an amazing team from the management to the inspectors, reviewers, everyone. Mayor Lago on behalf of the City Commission thanked Mr. Pino and his team and stated that they are working on permitting and code enforcement issues and have stepped up under the direction of Ms. Cabrera and that each time he calls Mr. Pino regarding a resident’s issue, he is responsive, resolves it and makes them look good in doing right by the “City Beautiful”. This idea came from Dayron, who is no longer with the City, is missed and did a great job. Jorge took the idea, took the bull by the horns and moved it forward, and it has become one of the most beloved resources offered in the City. In addition, the Mayor stated that he is often complimented by individuals who take advantage of the service with 300-400 mobile permits plus per year and it is an opportunity for the elderly and disabled individuals who cannot come to City Hall. Having led the charge on this great service, other cities are emulating it and Jorge is doing a great job and this award is well deserved. Zuriarrain who holds the title of Administrative Operations Supervisor, recipient of the "Employee of the Month Award," for the month of February 2022. Zuriarrain, Administrative Operations Supervisor and recipient of the “Employee of the Month Award,” for the month of February 2022. Jose Rodriguez, Assistant Human Resources Director made the presentation and congratulated Mr. Zuriarrain who City of Coral Gables Page 5 City Commission Meeting Minutes April 12, 2022 works in the Community Recreation Department and is considered a Jack of all trades working as a liaison on all capital improvement projects on all the new parks being created throughout the City and helping with the transition of the Country Club. Mr. Zuriarrain was then presented with his award. Fred Couceyro-Director Community and Recreation Department stated that he is proud of Mitch who grew up with the department starting with in the Venetian Pool as a youngster and is happy of the progress he made, and he is liken to an athletic team, where he is your glue guy, the guy behind the scenes helping them to get a lot of stuff done. Mr. Zuriarrain plays an instrumental role with a lot of advances made during the last few years and is due to him getting things done and moving projects along. Mr. Zuriarrain thanked Mr. Couceyro, the Mayor and City Commission and stated that it was a great honor to receive the award. He was born and raised in Coral Gables and has a deep passion and love for everything the City stands for and which has inspired him to build relationships within the community and to further his education in becoming a leader in his department and community. He thanked his director, assistant director, his mom, wife, and team who were there to support him and who are all a very close-knit family and thanked everyone. Mayor Lago stated that he has one of the best teams he has ever seen, treating their department like a private sector and it is commendable, always looking to take it to the next level. He feels like everyone on the team should receive an award continually every month because they don’t complain, they work on Saturdays and Sundays, always putting their best foot forward. He then complimented him on making the City Commission look good, his work ethic and commitment to the City. Commissioner Menendez thanked him for all the work he does with the children, doing amazing things with the Youth Parks Advisory Board in which both of his children have served on, the way he understands young people and communicate with everyone is a gold standard everyone should live by. When he served on the Parks and Recreation Board as Board-Chair he knew if he wanted anything done, he would have to bypass everyone and go straight to Mitch, and as a Commissioner he still believes that. It is because of his tireless work and great disposition it makes their job easier and the community better and thanked him. Vice Mayor Mena complimented Mitch on having the best disposition as well as his team because the City always has big City events on weekends, holidays and having his entire team present at these events for children throughout the year gives them full faith and confidence that the event will be professionally handled and will be a success and this is what makes the City standout with the charm and quality of life that people pay for and want when they live here, and the entire team is indispensable, and Mitch’s award is well-deserved and congratulated him. Mr. Zuriarrain again thanked the Mayor and City Commission. Meadows who holds the title of IT Applications Analyst I, recipient of the "Employee of the Month Award," for the month of April 2022. Attachments: Cover Memo_EOM April 2022 - Sean Meadows Sean Meadows - EOM April 2022 Mayor Lago introduced Agenda Item A-6 regarding Sean P. Meadows, IT Applications Analyst I and recipient of the “Employee of the Month Award” for the month of April 2022 and Jose Rodriguez, Assistant Human Resources Director made the presentation. Mr. Rodriguez stated that Mr. Meadows recently updated to the 21st century, the City’s lobbying portal for the City Clerk’s Office as well as Human Resources new ERP system information by doing a lot of data conversion work behind the scenes and for his efforts and dedication he is being recognized. Nelson Gonzalez, Assistant Director-Information and Technology stated that Sean is a team player who plays a critical role in their department implementing work with the lobbying system, worked with AI (Artificial Intelligence) and now the ERPs. He is rather quiet, very productive, and always willing to assist. Mr. Meadows stated that he was appreciative of the award and recognition which encourages him to continue working hard for the City, but it wouldn’t be possible without the assistance from the Mayor and City Commission and City Manager, his department directors and fellow coworkers. Mayor Lago stated that they are blessed to have him on the team and though he is quiet, he plays a crucial role in regard to cyber security and the increasing role they are facing not only locally but domestically and internationally and thanked him for all he does in protecting the City. Penin, P .E., for his outstanding Agenda achievement throughout his career. Item Mayor Lago introduced this Non-Agenda Item regarding the presentation of a Certificate of Recognition to Carlos A. Penin, P.E., for his outstanding achievement throughout his career and Commissioner Fors, Jr., read the certificate. Mr. Penin who is a Coral Gables resident founded CAP Government, Inc., in 1989 which is a consulting firm specializing in providing building department outsourcing services to government clients, located in Coral Gables which over the years has grown tremendously. South Florida Business Journal ranks CAP number eleven among the top twenty-fivce engineering firms in South Florida. Mr. Penin is active maintaining a high level of involvement in the engineering profession serving on numerous boards including being appointed by Governor Ron DeSantis to the South Florida Regional Transportation Authority Governing Board and other boards too numerous to mention. Mr. Penin thanked the Mayor and City Commission and the City Manager for the Certificate of Recognition which he considers an incredible blessing, opportunity and recognition, and thanked God for the many blessings he has received City of Coral Gables Page 7 City Commission Meeting Minutes April 12, 2022 in his life. He also thanked his parents for bringing him out of Cuba to the greatest country in the world where he was able to not only fulfill his dream in becoming an engineer, but a businessowner for 33 years with 250 employees and for the City of Coral Gables. He was then presented with his certificate. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 Non 22-4085 Presentation of a Proclamation declaring April 12, 2022 as "Education and Sharing Day" Agenda in Coral Gables. Item Mayor Lago then read and presented a proclamation to Rabbi Avraham Stolik-Director of Chabad Downtown Coral Gables and Rabbi Mendey Fellig of the University of Miami in recognition of “Education and Sharing Day” in Coral Gables. Rabbi Stolik thanked the Mayor and stated that Chabad is the largest global Jewish organization founded because of the vision of Rabbi Menachem Mendel Schneerson. Today this organization is at the forefront of the war in Ukraine with humanitarian aid and getting people out to safety. In Ukraine alone there are over 200 Chabad families, couples in 35 cities, and it is all the vision of the Rabbi in providing education and they are the representatives in Coral Gables. This means much for their community and the City being a beacon of light for the youth for other cities to follow for education and sharing. Mayor Lago stated that he and his colleagues on the City Commission are blessed to have them in the City because of the work that they do, the engagement that they perform throughout all communities is something to be commended. He then thanked them and highly encouraged everyone to visit one of the multiple organizations that represent the Jewish community. The menorah lighting is special, and every year it is his pleasure to participate. It is about all faiths and talks about tolerance, understanding and forgiveness, something that is much needed in our community and thanked them for the position they take on difficult issues and commended on the work that Rabbi Fellig is doing on campus.
